On the afternoon of March 24, the Central Public Security Party Committee - Ministry of Public Security organized a program to celebrate the 75th anniversary of the People's Public Security studying and implementing Uncle Ho's Six Teachings (March 11, 1948 - March 11, 2023); the 92nd anniversary of the founding of the Youth Union (March 26, 1931 - March 26, 2023) and a Dialogue between Minister of Public Security To Lam and First Secretary of the Central Youth Union Bui Quang Huy with members and youth of the People's Public Security; Awarding the "Outstanding Young Public Security Faces" award
Delivering a speech commemorating the 92nd anniversary of the founding of the Ho Chi Minh Communist Youth Union and the 67th anniversary of the tradition of the Youth Union of the Ministry of Public Security, Lieutenant Colonel Dong Duc Vu, member of the Central Standing Committee of the Youth Union, Head of the Youth Union of the People's Public Security, stated: In the rich tradition of the Ho Chi Minh Communist Youth Union over the past 90 years, the Youth Union organization and its members, the youth of the People's Public Security have always made important contributions. Since the Vietnam Labor Youth Union of the Ministry of Public Security was established in 1956, over the past 67 years, the Youth Union of the Ministry of Public Security in particular and the Youth Union organization in the People's Public Security have continuously grown with 70 Youth Union organizations equivalent to the district level, 2,265 grassroots Youth Union organizations and 4,824 Youth Union branches with more than 150,000 youth union members.

Under the leadership of the Central Public Security Party Committee, the Ministry of Public Security, the Central Youth Union Secretariat, and command committees at all levels, the Ho Chi Minh Communist Youth Union in the People's Public Security has truly become a socialist school, a companion of the Public Security youth in studying, working, fighting and training. Through revolutionary action movements and emulation movements, the Union has gathered, educated and promoted the vanguard role of young people in carrying out political tasks, taking on weak links, difficult tasks, and tasks requiring youth strength; fostering humanity, comradeship, and patriotism among young people through organizing mass mobilization activities, social security activities, voluntary blood donation, and community activities.
Many creative works and projects of young people have been effective in practice, contributing to digital transformation to serve the public security work, building a digital government, digital society, and digital citizens. Along with that, the pioneering role and enthusiasm of young people continue to be affirmed through the movement to strengthen the force for grassroots units, communal police, build and consolidate the movement "All people protect national security", the emulation movement "Skilled mass mobilization"; actively contributing to improving the material and spiritual life of cadres, soldiers, and people in border areas, key areas of security and order.

Through the movements and activities of the Youth Union, there have emerged more and more examples of union members and young people who are intelligent, brave in combat, dedicated in work, creative in study, scientific research, wholeheartedly serving the Fatherland and the People. In 2022, hundreds of union members and young people were awarded the Medal of Honor and Certificate of Merit from the Prime Minister, thousands of comrades were awarded Certificates of Merit from the Minister of Public Security, ministries, branches and local authorities. Many comrades have set a shining example of the qualities of a revolutionary, willing to accept hardships and dangers, sacrificing their lives in exchange for peace for the Fatherland, for the People and to fulfill noble international obligations.
At the meeting, 20 union members and young people who are excellent examples in work, combat, study, labor, training, research, application of science, technology, engineering, arts and sports were honored and awarded the "Outstanding Young Police Faces" award. Along with that, 75 young police officers with outstanding achievements in work and combat in 2022 were also commended.

Speaking at the meeting, clearly analyzing the criteria of "what is formal, what is modern" and how to achieve that goal, Minister To Lam emphasized: The People's Public Security Force has been exemplary and pioneered in effectively implementing the streamlining of the apparatus with the motto "Elite Ministry, Strong Province, Comprehensive District, and Grassroots Commune". These results have contributed to helping the People's Public Security Force have enough conditions to move towards formality, eliteness, and modernity.
“In any period, union members and young people are always the pillars to achieve future goals. We must carefully prepare a team of cadres with ideals and ambitions. Modernity here is not about means or techniques, but the most important factor is the human factor and cadres to effectively implement and achieve these goals,” Minister To Lam assessed.

The Minister also reminded the members and youth of the factors for themselves to progress to become regular, elite, and modern, and pointed out that the entire People's Public Security force is focusing on implementing Resolution 12. Each member and youth of the People's Public Security must be an exemplary person in implementing this resolution, and it must "permeate" to every Party cell, member, and Party member in order to be successful.
On this occasion, Minister To Lam respectfully thanked and requested the Central Committee of the Ho Chi Minh Communist Youth Union to continue to pay attention to directing the activities of the youth of the People's Public Security; create favorable conditions to help the Youth Union of the People's Public Security coordinate with the provincial and municipal Youth Unions in guiding and directing the activities of the Youth Union of the Public Security of the provinces and centrally-run cities to ensure unity, suitability with the nature, characteristics, requirements and tasks of the People's Public Security force; coordinate, accompany and support the young Public Security in all fields, especially introducing jobs for conscripts after discharge; coordinate in researching and implementing programs and projects to promote youth in ensuring security and order, contributing to consolidating and building the movement "All people protect national security".
