Youth Union with the "Three Links" Model: Part 1: Enhancing the role of leading the movement

In response to the requirements of digital transformation, international integration and sustainable development, the 12th National Youth Union Congress has identified the policy of “3 linkages” (connecting forces, connecting localities, connecting communities) to promote combined strength. In our province, the “Three linkages” model has created a strong and substantial change in the organization of Youth Union activities.

According to the orientation of the Resolution of the 12th National Youth Union Congress, the policy of "3 linkages" was directed by the Central Youth Union Secretariat to all levels of Youth Union to focus on implementing in determining the objects, areas, contents and implementation methods of each volunteer program and campaign, in order to ensure linkage of forces: between youth and farmers, workers, women, police, army...; linkage of areas: between rural, urban, regional, and local areas; linkage of communities: between Youth Union organizations and clubs, teams, spontaneous groups, organizations and individuals.

Along with that, the policy is implemented to strongly promote the spirit of shock, volunteerism, dynamism and creativity of the Youth Union - Association at all levels and union members and young people in coordinating, connecting and mobilizing resources to implement social security volunteer activities, for community life and synchronous digital transformation in all aspects of the Union's work; continue to effectively organize activities to care for, accompany and promote young people in participating in socio-economic development, solving issues of public concern; deploy and implement projects and tasks to participate in building new rural areas, building civilized urban areas, ensuring social security, national defense and security, especially in difficult areas, remote areas, border areas.

Mr. Lo Manh Cuong, Deputy Secretary of the Provincial Youth Union, said: The Provincial Youth Union Standing Committee has issued plans and guidelines for implementing the "Three Links" model associated with each major program and campaign, such as: Winter Volunteer - Spring Volunteer, Youth Month, Summer Youth Volunteer Campaign, March Border Month... In which, the activities are designed in a specialized direction, with clear assignment of tasks between blocks and emulation clusters. At the same time, the role of the core force is promoted, which is the grassroots Youth Union cadres and youth volunteer teams.

A typical example of implementing the “Three Links” model is the Khang ethnic community cultural house in Pa Mong Pa Pu village, Nam Gion commune, Muong La district. With a total area of ​​over 145 m², the project is built in the traditional stilt house architecture, serving as a place for cultural activities, preserving ethnic identity, and serving the learning and entertainment needs of children. The project has a total cost of over 1 billion VND, implemented within the framework of the “Steps for the Community” program jointly implemented by the Central Youth Union and Sacombank. This is a clear demonstration of the ability to coordinate effectively from the central to local levels, creating profound and sustainable social products.

Mr. Lo Van Hoc, Chairman of the People's Committee of Nam Gion Commune, Muong La District, said: The project is a place for the Khang ethnic people in the area to organize community activities, exchange and pass on traditional cultural beauty between generations. The project, not only has material value, but is also a symbol of solidarity and consensus between the government, people and youth in building new rural areas, contributing to the socio-economic development of the locality.

Based on the strategic orientation, the Youth Union chapters at all levels in the province have proactively and effectively implemented hundreds of volunteer activities. From 2023 to the first quarter of 2025, the youth of the whole province have participated in building 520 youth projects, including 65 km of rural roads, 25 village lighting projects, 7 border lighting projects, 32 beautiful schools for children, 14 happy houses, 2 community bridges, 45 children's playgrounds, 12 toilets for children...

With the motto "Where there is difficulty, there are young people", the Youth Union actively coordinates with social organizations, clubs, teams, volunteer groups and local people to maximize local resources. Notably, the model "Lighting up the border" has been deployed in Long Sap commune, Moc Chau district, Chieng Khuong commune, Song Ma district, Phieng Pan commune, Mai Son district... The installation of solar energy lighting systems on border routes not only ensures security and defense, but also helps people travel conveniently, promoting local economic development.

Connect and spread

In early 2025, in Nong La village, Chieng Ngan commune, Son La city, Son La City Youth Union coordinated with the Son La Power Company's Youth Union and BIDV Son La Bank's Youth Unions, Son La Lottery One Member Co., Ltd. to install the "Village Light" model. Youth Union members of the units installed 17 solar power poles, each with a 300W LED bulb along the village road over 800m long. The total investment cost was nearly 25 million VND, contributed by the units. Mr. Quang Van Trong, Party cell secretary, Head of Nong La village, said: Nong La village has 84 households and 405 people. The "Village Light" line was installed, connecting with the main road of the village, connecting 32 pre-existing lamp posts, creating a continuous and synchronous lighting line. The people in the village were happy and excited. Thanks to the lighting and security situation, people can travel safely and conveniently at night.

In addition, humanitarian projects such as "Happy Houses" for orphans and children in especially difficult circumstances in remote communes are being jointly built by the Youth Union at all levels. In Chieng Noi commune, Mai Son district, two "Happy Houses" were built for Giang Thi Cua, born in 2022, and Vang Dai Quang, born in 2019, children who lost their fathers in storm No. 2 in 2024. Each house has a total cost of 80 million VND, mobilized from volunteer resources and contributions from local Youth Union members. Ms. Vu Thi Va, Giang Thi Cua's mother, was moved: The storm took away her husband and her house. After that, with the attention of local Party Committees and authorities, especially Youth Union members. Now, my mother and I have a solid house to live in, I try to work, produce, and raise my children.

The Pa Khom community bridge project, Pa Kach village, Muong Lan commune, Sop Cop district was put into use.

Community connection is not only about material support, but also about sharing, spreading love and enhancing the proactive spirit of each person in building cultural and social life. Through the Youth Union, the project "Beautiful School for Children" in Mo village, Chieng Khuong commune, Song Ma district has been completed and put into use. The rebuilt school helps children have a spacious and safe place to study and increases the trust of the people in the Youth Union and the government. Teacher Pham Thi Luyen, teacher at Mo village school, Chieng Khuong commune, said: Due to the impact of floods, 23 students at Mo village school had to temporarily study in the village cultural house for two consecutive years in poor conditions. Faced with this situation, Son La Provincial Youth Union has called for, coordinated with sponsors, and mobilized resources from the community to build a new, solid school suitable to local conditions. With new classrooms, people are more interested in their children's learning and actively participate in school construction activities such as planting flowers, pouring concrete in the yard, and making outdoor learning models.

With specific and practical coordination models, the activities of the Youth Union in Son La province are increasingly linked to reality and receive high support from the people. The spirit of solidarity, sharing and community responsibility is strongly promoted, contributing to building a strong and sustainable society.
