Central interdisciplinary inspection delegation on the implementation of the Law on Children and the Law on Elderly People Working in Ninh Binh

Comrade Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism, Member of the National Committee for Children and the Elderly, was the Head of the delegation. The delegation included leaders of departments and bureaus of several central ministries and branches.

Receiving and working with the delegation were comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Steering Committees for the elderly and children of the province; leaders of a number of departments, branches, units, associations, unions, and leaders of Kim Son and Yen Khanh districts.

According to the report at the conference, currently, the whole province has over 277 thousand children under 16 years old (accounting for 27.4% of the population), of which there are over 119 thousand children under 6 years old (accounting for 12% of the population).

To effectively direct the implementation of the Law on Children and the Action Program for Children for the period 2021-2030, the Provincial People's Committee has established a Steering Committee; deployed solutions to realize goals for children; specified the system of legal documents in the work of caring for, educating and protecting children. The province also pays attention to allocating budgets for all levels and sectors to effectively implement the goals of the plan and action program for children.

Currently, over 80% of communes, wards and towns in the province have met the standards of child-friendly communes, wards and towns. 100% of children under 6 years old are issued health insurance cards; 95% of children under 1 year old are fully vaccinated with 8 types of vaccines; the rate of stunted children under 5 years old is 18.4%; financial support for surgery for children with heart disease from poor, near-poor households, policy families and surgery for children with cleft lip and cleft palate.

Child protection is concerned at all three levels. Facilities are invested, basically meeting the needs of children for learning, playing and entertainment. The province achieved universal preschool education for 5-year-old children in 2013, universal primary education level 3, universal secondary education level 2 and illiteracy eradication level 2...

Regarding the implementation of the Law and policies for the elderly: Currently, the whole province has over 152 thousand elderly people, accounting for 13.5% of the population. The province has paid attention to directing the full and timely implementation of policies and regimes for the elderly; mobilizing resources to care for the elderly.

To date, over 67% of the elderly have had their health records established and managed; over 76% of the elderly have had their health checked periodically; over 10,300 people have been supported to pay for health insurance with a total cost of over 11 billion VND.

Over 99% of communes, wards and towns and over 96% of villages, hamlets, and residential groups have cultural houses equipped with sports equipment and tools suitable for the elderly.

In 2023 alone, nearly 11,400 elderly people in the province were visited and given gifts with a total cost of 1.7 billion VND. The province established 112 intergenerational self-help clubs in 108 communes, wards and towns.

At the meeting, delegates discussed, shared experiences, and clarified issues related to health care and protection, ensuring investment resources, improving the material, cultural, and spiritual lives of children and the elderly; child protection in cyberspace; inter-sectoral coordination in preventing and combating violence at home and at school; and drowning prevention.

Speaking at the meeting, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, affirmed: Along with paying attention to socio-economic development, in recent years, Ninh Binh province has always devoted adequate resources to ensure social security; issued specific policies to better care for the elderly and children. Typically, implementing health insurance support policies; supporting the construction and repair of houses for poor households and those with housing difficulties... Thereby improving the living standards of policy beneficiaries and the poor, contributing to the effective implementation of the Party and State's policies and guidelines for children and the elderly.

Concluding the working session, Ms. Trinh Thi Thuy, Deputy Minister of Culture, Sports and Tourism, Head of the inspection delegation, highly appreciated the implementation of the Law on Children and the Law on the Elderly in Ninh Binh province. The local Party committees and authorities have correctly recognized the position, role and importance of implementing the Law on Children and the Law on the Elderly.

Therefore, in the management and policy making work, the directive documents of the Central Steering Committees, Ministries and branches have been concretized; coordination between branches and localities in the care and protection of children and the elderly has been done well, basically achieving many positive results.

Emphasizing the importance of implementing the Law on Children and the Law on the Elderly, the Deputy Minister of Culture, Sports and Tourism suggested that in the coming time, the province should focus on implementing a number of key tasks: Continue to promote propaganda, dissemination and education of the law so that people of all walks of life have correct awareness and join hands to care for and protect children and the elderly; further promote the effectiveness of the Steering Committees at all levels in the work of children and the elderly.

Pay attention to directing functional sectors to advise on the development and completion of related policy systems, have specific plans to better care for, meet the needs of entertainment, improve the cultural and spiritual life of children; have solutions to build a network of collaborators working with children; proactively prevent acts of violence, abuse, and violations of the law among children; further strengthen coordination between families and schools in implementing child care and education.

The province needs to continue to effectively implement policies on the elderly; mobilize resources to care for and improve their material and spiritual lives, while creating conditions for the elderly to promote their role, set good examples, and contribute to local development.
