The Economic and Financial Committee's survey delegation worked with Lam Dong Provincial People's Committee.

On March 28, the Economic and Financial Committee's survey delegation led by Vice Chairwoman Doan Thi Thanh Mai worked with the Lam Dong Provincial People's Committee on the results of the implementation of land use planning and plans and the issuance of documents implementing the 2024 Land Law.

Attending the meeting were: Members who are full-time National Assembly deputies working at the Economic and Financial Committee, the National Defense, Security and Foreign Affairs Committee; representatives of the Ministry of Finance, the Ministry of Agriculture and Environment; leaders of the Lam Dong Provincial People's Committee; and relevant departments and branches.

According to the Report of Lam Dong Provincial People's Committee, based on the land use targets allocated by the Prime Minister in Decision No. 326/QD-TTg dated March 9, 2022, Lam Dong Provincial People's Committee has approved the adjustment of the Land Use Planning to 2030 of 12 district-level administrative units. Agricultural land according to the national target allocated to 2025 is 909,471 ha and by 2030 is 907,154 ha; implemented by the end of December 2024 is 909,640 ha. Non-agricultural land according to the national target allocated to 2025 is 64,496 ha and by 2030 is 70,478 ha; implemented by the end of December 2024 is 59,508 ha.

Regarding the promulgation of legal documents implementing the 2024 Land Law, up to now, the People's Council and People's Committee of Lam Dong province have issued 18 detailed legal documents, and the province is continuing to complete and promulgate the remaining 2 documents. The content of the documents assigning and decentralizing the localities to promulgate legal documents is regulated synchronously from the Law to the Decrees guiding the implementation.

According to the leader of the Department of Agriculture and Environment of Lam Dong province, the national land use quota allocated to the province is relatively low and does not guarantee the time; while the demand for land use for national defense, security, and socio-economic purposes in the area is relatively large, many projects and works must be reviewed and balanced to reduce the scale of land use during the planning period. The Provincial People's Committee encountered many difficulties and spent a lot of time in the process of reviewing, balancing and allocating land use quotas for each district-level administrative unit. Therefore, the progress of making, appraising and approving land use plans and projects is delayed compared to the proposed plan.

Lam Dong Provincial People's Committee raised the issue that investment in construction works still depends on the project registration of investors, so the progress of project implementation is slower than planned (especially works and projects with non-budget capital); compensation, site clearance and implementation of planning are not synchronous, local budgets still have many difficulties in allocating funds for compensation and site clearance for construction of public works, leading to low results in implementing planning and land use plans.

Regarding rice land, Lam Dong proposed that the whole province has about 19,898 hectares of rice land, the target for rice land use allocation to 2030 is 19,890 hectares (a decrease of 8 hectares). However, the demand for rice land for socio-economic development projects and works of the province is relatively large. Therefore, it is necessary to propose appropriate adjustments.

The members of the Survey Team highly appreciated the allocation of land use indicators of Lam Dong; recommended that Lam Dong reconsider the proposal to reduce agricultural land area and land area for social infrastructure development. When proposing adjustments, it is necessary to clarify the specific basis for proposing to reduce such land areas, how to convert agricultural land to non-agricultural land appropriately, and have the environmental and social impacts of this adjustment been assessed?

The leaders of Bao Lam District People's Committee proposed that the overlapping of mineral planning causes difficulties in implementing projects in the area, including important projects such as: Loc Thang town resettlement area to serve the Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressways; the project to expand the main road of Loc Thang town...

In addition, the overlap also causes difficulties in granting construction permits and changing land use purposes; it is impossible to call for investment and develop the socio-economy in the area. The district hopes that the Survey Team will take note and propose and recommend that the Government soon have a specific mechanism to remove this difficulty.

In her concluding remarks, Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai acknowledged and highly appreciated Lam Dong's development as well as the province's drastic direction in promptly implementing the provincial planning; national land use planning for the period 2021 - 2030, with a vision to 2050. At the same time, she requested the People's Council and People's Committee of Lam Dong province to study and absorb opinions, continue to review land use indicators for the period 2021 - 2025 and soon have solutions to complete the set goals; soon supplement the report on decentralization and delegation of authority in approving land use at the local level to send to the Survey Team, serving the process of examining the adjustment of the National Land Use Planning for the period 2021 - 2030, with a vision to 2050, especially in the coming time when administrative units are rearranged. It is noted that the data must be complete, consistent, and carefully calculated.
