Speaking at the welcome ceremony for the Survey Delegation to work in Ninh Binh, on behalf of the provincial leaders, Secretary of the Provincial Party Committee Doan Minh Huan emphasized: In recent years, the development of culture, society and human development has received attention from leaders and direction, achieving many outstanding results, but there are still many issues arising in practice. Therefore, the Steering Committee for the summary selected Ninh Binh to study and survey the reality of the development of culture, society and human development, which is very appropriate. For Ninh Binh province, this is an honor, and at the same time an opportunity for Ninh Binh province to report on the results achieved, the issues arising in practice, recommendations and proposals, which are vivid evidence to contribute to the Central Government in carrying out the task of summarizing theory and practice in the past nearly 40 years of renovation. At the same time, it is also an important opportunity to listen to, receive opinions, exchange, advise, orient and direct from leaders, researchers and scientists in the Delegation, join hands with Ninh Binh province to continue to promote the construction and development of strengths, cultural resources and people in the cause of renewing the homeland and country in the coming time.
The report summarizing the issues of cultural, social development and human development over the past 40 years in Ninh Binh province presented by the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Mai Van Tuat stated: Over the past nearly 40 years, closely following the Platform for national construction during the transitional period to socialism (1991, 2011), documents of Party Congresses, thematic resolutions of the Central Committee..., the Ninh Binh Provincial Party Committee has focused on leading, directing, organizing, thoroughly grasping, concretizing and implementing issues of cultural, social development and human development in a serious, timely and creative manner, achieving many positive, comprehensive and outstanding results.
Currently, over 98% of communes, wards and towns in the province have cultural and sports centers, over 97% of villages, hamlets and streets have cultural activity venues. In particular, archaeological research and excavation are given special attention, the work of preserving, embellishing and promoting the values of heritage and historical and cultural relics is given attention, on the basis of maximizing the role of the community in heritage conservation, the livelihoods of people in the heritage area are ensured. The shift in economic structure from agriculture to tourism services towards green and sustainable growth has promoted the vitality, potential and value of the heritage so that the heritage truly belongs to the community, is protected and preserved by the community. Trang An Heritage is assessed by UNESCO as an exemplary model in considering cultural policy as a strong lever for national and local actions.
Education and training have been given attention and focused on comprehensive development in both scale and quality. In recent years, Ninh Binh has always been in the top 5 units with the highest average scores in high school graduation exams and university and college entrance exams nationwide. The health sector has focused on investing in facilities to meet the requirements of protecting and caring for people's health. The comprehensive development of the fields of education and training, culture, literature, art, care and protection of people's health, physical education and sports, social security, etc. has contributed to the comprehensive development of morality, intelligence, physical fitness and aesthetics of Ninh Binh people. The good qualities of Vietnamese people in Ninh Binh province continue to be nurtured; the characteristics of the people of the ancient capital Hoa Lu, friendly, elegant, gentle and hospitable, are enhanced; the will and aspiration to build a strong and prosperous homeland and country continue to be aroused and enhanced...
Discussing at the conference, delegates exchanged and shared to clarify the development of the Provincial Party Committee's awareness of cultural and social development and the building of Vietnamese people from 1986 to present through the Congresses and in related Resolutions. They emphasized the development of awareness, creative thinking, and breakthroughs of the Provincial Party Committee in building and perfecting policies, mechanisms, and policies to solve cultural and social issues and build Vietnamese people; assessed achievements, limitations, causes, and lessons learned in building and perfecting policies, mechanisms, and policies, and advanced models, examples, and good practices in cultural and social development and the building of Vietnamese people. Delegates also forecasted the new context, directions, viewpoints, and goals until 2030, with a vision to 2045, and exchanged proposals, recommendations, solutions, and breakthroughs in the coming time.
In his concluding remarks at the conference, Vice Chairman of the National Assembly, Deputy Head of Group 3, Head of the Survey Delegation Nguyen Duc Hai emphasized: Building and developing Vietnamese culture, society and people is a major policy of our Party and State. Right from the Party's first political platform in 1930, our Party mentioned the issue of developing culture and people. The 13th National Congress and the National Cultural Conference (November 2021) identified the development of Vietnamese culture and people as one of the particularly important contents in the orientation of national development in the new period. Although the development of culture, society and people in our country has achieved many important achievements, there are still shortcomings, limitations and are facing new challenges. Summarizing a number of theoretical and practical issues on cultural - social and human development in the process of socialist-oriented renovation in Vietnam over the past 40 years is a direct task serving the construction of documents of the 14th National Party Congress, aiming to clarify a number of important theoretical and practical issues, orienting the cause of national construction and defense in the new period; contributing to supplementing and perfecting the Party's theory on the renovation path, the theory of socialism and the path to socialism in Vietnam.
Acknowledging and appreciating the achievements of Ninh Binh in cultural and social development and human development, Vice Chairman of the National Assembly Nguyen Duc Hai said that the achievements and experiences of Ninh Binh will be valuable lessons for many other localities in the country to refer to and learn from. The Vice Chairman of the National Assembly affirmed: Through each Provincial Party Congress, the issue of cultural and social development and human development has been increasingly focused on, concretized by specific goals and targets on education, health, population, children, hunger eradication and poverty reduction, job creation, and labor through training. A special feature in the development process of Ninh Binh in recent terms is the consistency in development thinking: Not economic development at all costs, but harmony and sustainability between economic development and conservation of natural heritage, cultural heritage, historical relics, maintaining social stability, taking people as the center of development. The motto "Living in heritage, protecting heritage and benefiting from heritage" is gradually becoming the awareness of every citizen.
The Vice Chairman of the National Assembly, Head of the Survey Delegation, thanked and highly appreciated the preparation and summary report of the province, which closely followed and well implemented the principles and requirements of the summary, thereby helping the Delegation have comprehensive views and assessments of both theoretical and practical issues in building and developing the culture, society and people of Ninh Binh in particular, and the people of Vietnam in general. The opinions expressed and discussed at the working session were received and synthesized by the Survey Delegation to report to the Steering Committee on the Summary of a number of theoretical and practical issues on the renovation process in the direction of socialism over the past 40 years in Vietnam. He believed that with the achievements gained throughout history, Ninh Binh would inherit and promote effectively to have more breakthrough and highly applicable solutions, contributing to improving people's lives, arousing and realizing the aspiration to build a prosperous and happy homeland and country.
In his response, Secretary of the Provincial Party Committee Doan Minh Huan respectfully thanked and seriously accepted the comments of the Survey Team, affirming that these are important suggestions for Ninh Binh to soon focus on leadership and direction to better implement the work of building and developing the economy, culture, society and building people, contributing to continuing to foster and promote the cultural traditions of the people of the ancient capital.
