The movement for building a cultured life in residential areas is truly a policy reflecting "the will of the Party and the aspirations of the people," having a strong impact and transforming awareness into action. It combines the power of law, the political system, and public opinion, truly making culture the spiritual foundation of society, consolidating national unity, and preserving national cultural identity.

Once one of the areas with a high poverty rate in My Lung commune, Yen Lap district, residential area No. 1 has undergone many changes. Ms. Nguyen Thi Dong, Head of residential area No. 1, reported: The area has 168 households with 676 inhabitants, of which the Muong ethnic group accounts for over 90%. In 2024, natural disasters and storms significantly affected agricultural production, but the people in the area united and helped each other overcome the consequences of the storms and boosted economic development. To date, the average per capita income in the area has reached 38 million VND/year; the poverty rate has decreased to 18.3%; 151 households have been recognized as "Culturally Advanced Families," including 140 households that have held the title for three years or more. Agencies, units, and localities have actively encouraged employers to provide funding and build cultural facilities to serve the spiritual lives of workers, such as: libraries, reading rooms; cultural centers, clubs, traditional rooms; sports fields and technical equipment: amplifiers, speakers, exercise equipment... to serve the cultural needs of workers.

According to the assessment of the Department of Culture, Sports and Tourism, from the "Building culturally exemplary agencies, units, and enterprises" movement, cultural, artistic, and sports activities are regularly maintained and organized at all levels of trade unions with many diverse and rich forms, gradually meeting the needs for enjoyment and improving the physical and intellectual capacity of workers, promoting the spirit of labor and production emulation, and building a healthy cultural environment in each agency, unit, and enterprise.

Multimodal, single-target

When the entire nation unites and works together to preserve, promote, and expand the good things, the beautiful aspects, and the unique characteristics of life, while simultaneously eliminating and eradicating outdated customs and undesirable elements in daily life, so that the lives of each individual, family, and village become increasingly prosperous and civilized, it is a contribution to making the Movement for Building a Culturally Rich and Civilized Life even more profound and widespread.

With the motto of focusing activities at the grassroots level, using community solidarity as strength, and using residential areas as the operational base, the Steering Committee of the Movement at all levels continues to closely integrate culture with various aspects of social life, linking the building of cultural life through the effective implementation of emulation movements in residential communities. The movement is also continuously linked to the effective implementation of tasks by various sectors and organizations such as: "The whole country joins hands to build new rural areas," "The whole country joins hands for the poor - Leaving no one behind," "Day for the poor"; promoting civilized lifestyles in weddings, funerals, and festivals; preventing and combating social evils; building a culture of traffic; the "All people participate in protecting national security" movement, "All people of the homeland participate in preventing, attacking, and reporting crime"... Through this, the movement is increasingly deepened, further affirming its all-encompassing, comprehensive, and long-term nature.

Mr. Phung Van Bien, Head of Deo Muong 1 residential area, Thu Ngac commune, Tan Son district, shared: Compared to other places in the district and province, Deo Muong still faces many difficulties. However, I clearly see the "transformation" of my homeland since the implementation of the Movement for Building a Culturally Advanced and Civilized Society. Along with increasingly stable economic life, transportation infrastructure, schools, and cultural and sports clubs have been formed and developed. The most encouraging thing is the self-awareness and responsibility of officials, Party members, and the people in working together to implement the movement.

After nearly 25 years of implementation, the Movement for Building a Culturally Rich and Civilized Society, linked with the movement to jointly build new rural areas, has truly become an integral part of people's lives. It has been embraced and supported by all segments of the population, serving as a foundation for maintaining political stability, social order and security, improving the material and spiritual lives of the people, promoting the cultural identity of ethnic groups, creating a source of strength for national unity, and building an increasingly prosperous and beautiful homeland.
