On the afternoon of October 13, the delegation to supervise the implementation of the National Target Programs (NTPs) in 2023, led by Mr. Do Xuan Tuyen, Deputy Minister of Health, member of the Central Steering Committee for NTPs for the period 2021-2025, had a working session with the Provincial People's Committee on the implementation of NTPs in the province for the period 2021-2023.
The delegation included representatives from the Ministry of Planning and Investment, the Ethnic Committee, and the Central Office for New Rural Development Coordination.
Receiving and working with the delegation was comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee. Also attending were leaders of the Provincial People's Committee Office; leaders of a number of relevant departments and branches.
In recent times, the implementation of the National Target Programs in the province has always received close and timely leadership and direction from the Provincial Party Committee, People's Council and People's Committee; the coordination between levels, sectors and localities has been quite close.
The total disbursed capital from the State budget to implement national target programs from 2021 to the end of August 2023 is estimated at VND 717,686 billion, reaching 77.6% of the capital plan. Specifically: The National Target Program on New Rural Development (NTM) is VND 645,984 billion; the National Target Program on Sustainable Poverty Reduction is VND 37,453 billion; the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas is VND 34,249 billion.
Regarding the results of implementing the National Target Program on Poverty Reduction: the rate of poor and near-poor households according to multidimensional poverty standards has decreased rapidly, from 6.56% in 2021 to 5.17% in 2022.
Regarding the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, the province has allocated capital to implement 8 projects under the Program. Thereby, gradually solving the shortage of residential land, housing, production land, and domestic water; developing agricultural and forestry production; improving the quality of essential infrastructure serving production and life in ethnic minority and mountainous areas...
The National Target Program on New Rural Development continues to be a vibrant movement throughout the province. The rural economy has grown quite well, production capacity and level have been improved, shifting towards commodity production. The One Commune One Product (OCOP) program has been focused on, creating widespread influence, contributing to increasing income and improving people's lives. Environmental protection work has been increasingly implemented, most communes and villages have implemented waste classification at households.
Up to now, 8/8 districts and cities in the province have met the standards/completed the task of building new rural areas; 119/119 communes have met the new rural standards; 33/119 communes have met the advanced new rural standards (27.7%), 15/119 communes have met the model new rural standards (12.6%); 396 villages (hamlets, villages) have been recognized as meeting the model new rural standards; Yen Khanh and Hoa Lu districts have completed the self-assessment records of the results of the advanced new rural districts. The province has 149 products recognized as OCOP.

At the working session, members of the Supervisory Delegation, leaders of the Provincial People's Committee and a number of provincial departments and branches clarified a number of issues such as: Causes and lessons learned to help Ninh Binh's capital disbursement rate be higher than the national average; results of integrating capital sources to implement the National Target Program; issues of environment, health, food safety, production development, OCOP products; some documents are still issued slowly, with problems... Solutions to remove and promote the implementation of programs and projects under the 3 National Target Programs.

Speaking at the meeting, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, emphasized that Ninh Binh is a province that balances its budget, and its economy is based on three main foundations: automobile manufacturing industry, tourism and agriculture. In particular, the province pays great attention to agriculture, rural areas, farmers as well as social security issues and has many separate policies for these issues. Therefore, in recent times, Ninh Binh province has achieved very important results in implementing three national target programs.
Receiving the opinions of the members of the Supervisory Delegation, the Standing Vice Chairman of the Provincial People's Committee said that in the coming time, the Provincial People's Committee will focus on effectively implementing and ensuring the sustainability of the National Target Programs; focusing on propaganda work on the content and significance of the Program to create consensus among all classes of people in the implementation process, speeding up the capital disbursement progress.

Concluding the meeting, Mr. Do Xuan Tuyen, Deputy Minister of Health, shared the difficulties and highly appreciated the efforts and achievements that Ninh Binh province has achieved in implementing the National Target Programs. He suggested that in the coming time, the province continue to strengthen the steering committees at all levels, clearly assign tasks and responsibilities, and annually develop specific plans to implement the Programs.
The Deputy Minister also noted that in addition to paying attention to poor households, the province needs to provide special support to near-poor households because the boundary between near-poor and poor is very fragile. In addition, all policies and regimes need to be implemented openly and transparently to create trust among the people.
In the health sector, Ninh Binh needs to focus on preventing and fighting diseases such as monkey pox, diphtheria, dengue fever, hand, foot and mouth disease. At the same time, it is necessary to do a good job of expanding vaccination; minimizing the shortage of drugs and medical supplies; paying attention to food safety and hygiene issues in street food and tourist areas and spots; and linking tourism development with traditional medicine.
