On the morning of October 13, the Central Monitoring Delegation for the implementation of the National Target Programs (NTPs) led by Ms. Phan Le Thu Hang, Deputy Director of the Department of Planning and Finance, Ministry of Health, had a survey and worked with Nho Quan district and Cuc Phuong commune on the results of the implementation of the NTPs from 2021 to present.
The monitoring delegation included representatives from the Ministry of Planning and Investment and the Central Coordination Office of the National Target Program.
Receiving and working with the delegation were representatives of the Provincial People's Committee Office, leaders of a number of relevant departments and branches, leaders of Nho Quan district and Cuc Phuong commune.
According to the report of Nho Quan district, after nearly 3 years of implementing the National Target Programs including: New Rural Development (NTM), sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas, with the great efforts and determination of the entire political system and the attention and support of the Central Government and the province, Nho Quan district has achieved many important results. Most of the goals and targets set for 2021, 2022 and the first 9 months of 2023 are guaranteed according to plan.

Implementing the National Target Program on Sustainable Poverty Reduction, many projects have been deployed and achieved good results such as: livelihood diversification projects, poverty reduction model development; supporting production development, nutrition improvement; developing vocational education, sustainable employment...
Thousands of families have benefited and have sustainable livelihoods, contributing to reducing the poverty rate of the whole district in 2022 to 3.54%, and the near-poor rate to 4.25%. People's lives have gradually improved; the qualifications and capacity of commune, village and hamlet officials have gradually been raised; agricultural and forestry production has shifted towards a commodity economy.
Regarding the National Target Program for Socio-Economic Development of Ethnic Minority Mountainous Areas, from 2021 to now, the district has disbursed over 33/95 billion VND, reaching nearly 35% of the assigned plan. Thereby, gradually solving the shortage of residential land, housing, production land, domestic water, investing in essential infrastructure; promoting sustainable development of agricultural and forestry production; preserving and promoting traditional cultural values.
The program of building new rural areas in the district has achieved many important results, 26/26 communes have met the new rural standards, including 4 advanced new rural communes and 3 model new rural communes, with 53/274 model new rural villages and hamlets. Infrastructure has been invested synchronously, the appearance of the countryside has changed significantly.
As for Cuc Phuong, this is a typical mountainous commune of Nho Quan district with 86% of the population being Muong ethnic people. In recent years, the poverty reduction program has brought about practical results. People have had convenient access to preferential loans from the Social Policy Bank, thereby investing in production development and increasing income; many students have been supported to go to school... Policies to support health care, education, and labor export have been implemented promptly and to the right subjects, adding motivation to help poor households overcome difficulties and stabilize their lives.
The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 Period has been implemented on the right subjects; The National Target Program on New Rural and Advanced New Rural Construction has mobilized the active participation of the entire political system and the people. Up to now, Cuc Phuong commune has met the standards of an advanced New Rural Commune.
At the meeting, members of the Supervisory Delegation highly appreciated the results that Nho Quan district and Cuc Phuong commune have achieved in implementing the National Target Programs. At the same time, they discussed, grasped, and clarified difficulties, obstacles, lessons learned, recommendations, and proposals in the process of implementing the Program at the grassroots level.
The delegation suggested that in the coming time, localities should strengthen communication, raise awareness and responsibility of the whole society about the significance of the Programs, and mobilize maximum resources to stimulate agricultural and rural development. In addition, it is necessary to focus on improving the quality of primary health care and preventive medicine so that people can easily access health services from the beginning, avoiding risks of disease and having to spend large costs leading to re-poverty and poverty.
