On May 8, the Provincial People's Council Supervision Delegation led by Mr. Vu Van Cai, Permanent Vice Chairman of the Provincial People's Council, had a supervision session on the arrangement of commune-level administrative units; merging villages and residential groups in Bao Thang district, period 2019 - 2023.

Pursuant to Resolution No. 653 dated March 12, 2019 of the National Assembly Standing Committee, the number of commune-level administrative units in Bao Thang district that are required to be reorganized according to regulations is 1 unit (Pho Lu commune). The number of commune-level administrative units in Bao Thang district that will be merged and have their administrative boundaries adjusted in the period of 2019 - 2023 is 5 units (including Pho Lu, Xuan Giao, Gia Phu communes and Pho Lu town, Tang Loong town). Of which: Pho Lu commune will be merged into Pho Lu town, named Pho Lu town; the administrative boundaries of Xuan Giao commune will be adjusted to expand Tang Loong town; the administrative boundaries of Gia Phu commune will be adjusted to expand Lao Cai city.
Bao Thang District People's Committee has completed the arrangement of redundant cadres and civil servants due to the merger of Pho Lu commune administrative unit with Pho Lu town. Currently, the number of cadres and civil servants in Pho Lu town is 22, ensuring the correct number of positions assigned according to the administrative unit.
During the period from 2019 to 2023, Bao Thang district merged 47 villages and residential groups into 27 new villages and residential groups and renamed 2 villages into residential groups.
At the meeting, Bao Thang district proposed and recommended a number of contents: The Provincial People's Council should consider and have mechanisms and policies to support non-professional workers in villages and residential groups who are redundant when implementing the arrangement and merger; The Provincial People's Committee should consider allocating funding sources to renovate, upgrade and repair cultural houses to meet the common living needs of people in villages and residential groups after the merger; The Provincial People's Committee should continue to pay attention to allocating funding sources to invest in and build infrastructure for development, upgrading Pho Lu urban area to a type IV urban area, moving towards building Bao Thang district to meet the standards of an advanced new rural district and gradually becoming Bao Thang town before 2030.

Concluding the monitoring session, Comrade Vu Van Cai, Permanent Vice Chairman of the Provincial People's Council, acknowledged the strong leadership and direction of the Party Committee, the government, and the political system from the district to the commune, creating consensus among the people. The delegation requested Bao Thang to continue to closely follow the tasks of the province, the plans of departments, agencies and branches to arrange commune-level administrative units, merge villages and residential groups according to the roadmap; supplement documents and procedures in the process of converting the purpose of using facilities after the merger; pay attention to ensuring the rights of the people. At the same time, it noted the recommendations and proposals of the district to synthesize and work with the province, and submit to the National Assembly.
