Receiving and working with the delegation, on the side of Bac Giang province, there were comrades: Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mai Son, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches, and vocationaltraining institutions.
According to the report of the representative of the Bac Giang Provincial People's Committee, in the period of 2012-2024, the development and use of human resources, especially high-quality human resources, is one of the top priorities to achieve the socio -economic development goals of the province. Currently, the whole province has more than 1,200 state agencies and public service units under the province with nearly 41,500 officials, civil servants and public employees. Of which, 0.03% have a doctoral degree; 6.57% have a master's degree; 76.7% have a university degree; 12.4% have a college degree; 4.16% have a secondary degree; and 0.14% have a primary degree.

Bac Giang has more than 1 million workers working in the province. Of which, workers in the agriculture, forestry and fishery sector account for 22.7%, industry and construction account for 46.1%, and services account for 31.2%. The unemployment rate in urban areas is 2.5%. The rate of trained workers is 78%, while the rate of workers with degrees and certificates is 34%, 6.5% higher than the national average. In recent years, the province's socio-economy has developed remarkably, with GDP growth rate always among the top provinces in the country, economic growth reaching more than 14%. Shifting the economic structure towards industrialization and modernization.
Bac Giang province has many policies to promote domestic and foreign investment in the province. The whole province currently has more than 9.2 thousand enterprises operating with 322.5 thousand workers. Every year, enterprises in the province need to recruit 30-40 thousand workers. From the report of the Provincial People's Committee, members of the Supervisory Delegation discussed and requested Bac Giang province to clarify a number of issues regarding: Foreign workers working in the locality; the situation of labor migration from agriculture to industry, services, from informal to formal; housing for officials, civil servants, and public employees when merging provinces; capacity to supply human resources when shifting labor structure; system of training facilities supplying human resources; application of science and technology, and vocational education streaming.
Members of the Supervisory Delegation pointed out the remaining limitations such as: Human resources in information technology, digital transformation, and network security are still lacking, with uneven qualifications; lack of experts and highly qualified human resources in digital transformation, information security, network administration, programming, biotechnology, and new materials technology.
Lack of highly qualified staff to preside over regional and national research projects to solve major local problems. The number of scientific and technological personnel in enterprises is not large, lacking highly skilled technical workers. Enterprises are small in scale, with low competitiveness, mainly participating in some stages of the production network and global value chain, and do not have many key products with national and international brands.
Some enterprises have not complied with the provisions of the law on labor safety, social insurance, health insurance, unemployment insurance, affecting the rights of workers. At the meeting, Bac Giang province also discussed and clarified the contents of the Supervisory Delegation's concern.
Speaking at the monitoring session, comrade Nguyen Viet Oanh emphasized that the working session of the Monitoring Delegation helped Bac Giang province review and correctly assess the current status of the province's human resource quality, and at the same time have a practical basis to plan and develop specific projects, programs and policies to promote potentials and advantages and overcome existing limitations, gradually improving the quality of human resources, serving the socio-economic development of the locality.
He reported to the delegation on the goal of developing Bac Giang province towards modern industry and dynamic services, and always identifying human resource development as a key factor in promoting economic growth, innovation and enhancing competitiveness. The province has institutionalized the Party's guidelines through the issuance of many directives, policies and action programs on training, development and use of human resources.

He accepted the opinions of the Supervisory Delegation and continued to direct departments, branches, agencies, units and localities to complete the report to send back to the Supervisory Delegation; at the same time, develop a specific plan; advise on tasks and solutions to solve the problems that the Supervisory Delegation pointed out in the development and use of human resources of the province.
In particular, focusing on a number of key tasks such as: Resolutely implementing the work of arranging and streamlining the political apparatus according to the direction of the Central Government. Increasing investment in facilities and purchasing training equipment for public schools managed by the province to meet the training goals according to the planning. Continuing to research and perfect specific policies on attracting and training human resources, especially high-quality human resources of the province to meet the requirements in the current new situation.
Concluding the supervision session, comrade Nguyen Thanh Hai highly appreciated the implementation of legal policies on human resource development and use in Bac Giang province, including many good and effective practices, especially attracting and training talents and training on-site human resources to serve the production and business requirements of industrial parks and clusters in the province.

He suggested that Bac Giang province continue to advise and issue specific policies to encourage, attract, recruit, appoint, and allocate human resources. Effectively organize and implement programs, plans, and projects in training, developing, and utilizing human resources, especially high-quality human resources.
Fully and promptly implement policies and regulations on training, fostering, appointment, emulation, and rewards for employees, focusing on prioritizing job positions and attracting competent and highly qualified officials. Review and supplement the Party Committee's planning for human resources with scientific and technological qualifications. Continue to improve the quality of vocational training, especially in key occupations. The comrade requested Bac Giang province to edit, supplement, and complete the report to send to the Supervisory Delegation before April 12, 2025.
The monitoring delegation recorded and synthesized the report to the National Assembly Standing Committee to contribute to perfecting legal policies and strategies for human resource development, especially high-quality human resources for the country's socio-economic development.
