On the morning of September 18, the Supervisory Delegation of the National Assembly's Finance and Budget Committee, led by Ms. Vu Thi Luu Mai, Vice Chairwoman of the Committee, had a working session with the People's Committee of Ninh Binh province on a number of issues related to the implementation of finance, state budget, public investment and a number of resolutions of the National Assembly.
Receiving and working with the delegation were comrades: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of a number of relevant Departments and branches, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee.
At the working session, Vice Chairman of the Provincial People's Committee Tran Song Tung reported to the Supervisory Delegation on the main contents, including: The implementation of the State budget in 2023, the State budget estimate and the allocation of the central budget in 2024; the implementation of public investment in 2023, the public investment plan in 2024; mid-term assessment of the implementation results of the 5-year plans (2021-2025) on national finance and borrowing, public debt repayment, medium-term public investment plan; the implementation of Resolution No. 74/2022/QH15 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste, Resolution 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program.

Accordingly, in 2023, Ninh Binh was assigned by the Central Government a budget revenue estimate of over 21 trillion VND. However, due to the difficult economic situation, the real estate market declined; the sharp decline in production and business activities of enterprises, especially enterprises in the automobile manufacturing and assembly industry, cement production and trading... In addition, the impact of fiscal policy caused the state budget revenue in the first 8 months of the year in the area to be lower than the estimated progress, and the expected revenue for the whole year will not reach the estimate. Currently, 8/16 revenue items have not met the progress compared to the Central Government's estimate and the estimate assigned by the Provincial People's Council.
Regarding the assignment of budget expenditure estimates, it is carried out in accordance with the provisions of the State Budget Law and guiding documents of the Law, ensuring strict control of expenditures, correct purposes, standards, norms, and publicity. Based on the results of the assessment of the estimated state budget revenue in 2023 and the forecast of the socio-economic situation in 2024, the province has developed the 2024 state budget estimate and reported to the Ministry of Finance and the Ministry of Planning and Investment for appraisal.
Regarding the disbursement of the National Target Program, in 2022 and 2023, Ninh Binh province has allocated funds from the local budget for implementation, thereby contributing to changing the face of rural and mountainous areas in the province, and gradually improving the lives of the poor.
Identifying the disbursement of public investment capital as one of the key political tasks of the province, the Provincial People's Committee has focused on implementing the allocation and assignment of detailed public investment plans according to the categories and capital levels of each project; issued many directive documents to rectify, strengthen and improve the quality of public investment management. Thanks to that, Ninh Binh province is expected to complete the target of disbursing public investment capital as required by the Government (the minimum disbursement rate reaches 95% of the assigned plan)...
Regarding the practice of thrift and anti-waste, the Provincial People's Committee has directed and seriously implemented it in all fields and has had many positive changes. The measures of thrift and anti-waste have been focused and key; the management and use of assets and funds from the State budget have basically followed the prescribed norms and regulations...
Ninh Binh province proposed that the annual allocation of central budget capital should be implemented sooner; decentralization of state budget management to localities should be promoted...
At the working session, members of the Supervisory Delegation and delegates exchanged and discussed to clarify a number of issues related to budget revenue and expenditure, the causes affecting Ninh Binh's 2023 budget revenue as well as the sustainable and proactive credit in local budget revenue and expenditure; tax debt collection; capital construction investment debt; the basis for building the 2024 State budget revenue and expenditure estimates... At the same time, they shared the difficulties and problems arising from the reality that the province is facing in the implementation process.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc briefly informed about the socio-economic development situation of the province since the beginning of the term. In particular, despite many difficulties, in 2021, 2022 and the first 6 months of 2023, Ninh Binh's economy still maintained a fairly good growth rate, the socio-economy was stable, and people's lives and jobs were guaranteed. Ninh Binh is focusing on preserving and promoting historical, cultural and natural values to become a national tourism center... transforming economic development towards green and sustainable development. However, with the current difficulties, the province is making efforts to calculate and develop a plan to manage revenue and expenditure budgets to meet regulations and economic development.
The Chairman of the Provincial People's Committee thanked the Supervisory Delegation for taking the time to listen to the difficulties and problems arising from the local reality, thereby advising the National Assembly and the Government to promptly remove and resolve them, creating momentum for the development of the locality in particular and the whole country in general.

Concluding the supervision session, Ms. Vu Thi Luu Mai, Vice Chairwoman of the National Assembly's Finance and Budget Committee, shared the difficulties of Ninh Binh province in implementing the State budget estimates for the first 8 months of the year. In addition to objective causes, there are many factors related to institutions, mechanisms and policies affecting the reduction in revenue. She suggested that the province review and correct all the content and data in the reports so that the supervision delegation has a legal basis to synthesize and report to the National Assembly and relevant ministries and branches.
The Vice Chairman of the National Assembly's Finance and Budget Committee also highly appreciated the province's tax management, collection practices, and public investment disbursement. However, he hoped that the province would carefully evaluate and review all revenue sources and exploit more room to increase revenue.
In addition, we need to pay attention to improving the quality of budget estimates, ensuring that they are close to reality; thoroughly resolving the problem of basic construction debt; continuing to implement solutions to ensure good balance of revenue and expenditure for local budgets; reviewing and studying to adjust the list and structure of public investment appropriately; speeding up the disbursement of investment capital...
