On the morning of October 17, the Provincial People's Council's monitoring delegation led by Comrade Bui Hoang Ha, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, conducted a monitoring of "State management of waste treatment according to the provisions of law in Ninh Binh province" at the Department of Natural Resources and Environment.

At the monitoring session, the leader of the Department of Natural Resources and Environment said: In the past time, the Departments, branches and localities have actively implemented the assigned tasks according to the Project on collection, transportation and treatment of rural waste in Ninh Binh province for the period of 2020-2025 according to Decision No. 249/QD-UBND dated February 6, 2020 of the Provincial People's Committee. The Department of Natural Resources and Environment has advised the Provincial People's Committee to issue many guiding documents on waste collection and treatment. Regularly urge departments, branches and People's Committees of districts and cities to deploy and coordinate the implementation of assigned tasks according to the projects, plans and guiding documents of the Provincial People's Committee. Strengthen the inspection and guidance of production and business establishments to carry out environmental protection work in accordance with the law. Take the lead in coordinating with departments, branches, socio-political organizations and People's Committees of districts and cities to organize propaganda and training on environmental protection for people and businesses...
During the inspection and examination process, from 2020 to 2023, the Department of Natural Resources and Environment conducted 25 inspections of compliance with environmental protection laws. Thereby, detecting and handling, proposing competent authorities to handle violations against 7 enterprises, with a total fine of 811.5 million VND. Presiding over and coordinating the inspection of environmental protection work for 36 cases, detecting, handling and proposing competent authorities to handle 21 violating units with a total fine of over 2.9 billion VND.
Therefore, in the period of 2020-2023, the collection, transportation and treatment of domestic solid waste in particular and the collection, transportation and treatment of waste in general in the province have had many positive changes, helping to reduce environmental pollution and improve environmental quality in residential areas. The rate of collected and treated domestic solid waste has increased significantly compared to 2020, especially in rural areas. The activity of classifying domestic solid waste at source has been effectively implemented by localities in many residential areas. Production and business establishments have made many efforts to implement waste collection and treatment solutions as committed.
In addition to the achieved results, the State management of waste treatment in the province still faces many limitations and difficulties such as: Some localities still have the situation of illegal dumping of waste; the collection and transportation of domestic solid waste in some rural areas face many difficulties; the overload in the treatment of domestic solid waste; in the province there is no area for treating common industrial solid waste, sludge, and construction solid waste; 2 industrial parks and 6 industrial clusters have not invested in centralized wastewater collection and treatment systems...
During the monitoring session, members of the monitoring delegation requested the Department of Natural Resources and Environment to explain and clarify a number of issues: Classification of solid waste at source for domestic waste in residential areas; provision of facilities for environmental service centers; management of production and livestock facilities at individual households in residential areas; investment in the construction of centralized wastewater treatment systems in industrial parks and clusters; installation of automatic and continuous wastewater and emission monitoring systems according to the provisions of law; control and treatment of discharges of public health facilities; policies on wastewater and waste treatment in the area; budget allocation for environmental activities; raising awareness of businesses and people about environmental protection...
Receiving the opinions of the members of the Monitoring Team, the leaders of the Department of Natural Resources and Environment discussed, explained and clarified the issues of concern to the Monitoring Team. At the same time, they recommended that the Provincial People's Committee issue a plan to classify domestic solid waste at source in the province and regulations on waste management in the province; allow the application of economic and technical norms issued by the Ministry of Natural Resources and Environment to carry out the following tasks: Develop a plan to protect the air environment; investigate and evaluate important wetlands in the province; investigate and evaluate invasive alien species and propose their eradication; build an environmental database system. Increase the attraction of resources to participate in waste collection, transportation and treatment activities.
Propose that departments, branches, sectors and localities coordinate with the Department of Natural Resources and Environment to strengthen inspection and supervision of the implementation of environmental protection regulations of production and business establishments; promptly detect and handle violations. Propose that People's Committees of districts and cities allocate sufficient funds to collect, transport and treat domestic solid waste; review waste collection points for renovation and new construction; invest in the construction of centralized domestic wastewater treatment plants according to approved planning...
Concluding the monitoring session, Comrade Bui Hoang Ha, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, Head of the monitoring delegation highly appreciated the role of the Department of Natural Resources and Environment in State management of waste treatment in the province; the preparation of reports, documents and conditions for the monitoring delegation as well as participation in the survey delegation. Agreeing on some contents, he suggested that in the coming time, the Department of Natural Resources and Environment should overcome difficulties, focus on solving existing problems that were pointed out in the monitoring session; promptly advise the province to build a waste treatment plant; need to strengthen propaganda and mobilize agencies, enterprises, units and people to voluntarily carry out environmental protection work; actively coordinate to advise the Provincial People's Committee to establish inspection teams for the implementation of environmental management at enterprises...
He also requested the Department of Natural Resources and Environment to promptly supplement the opinions at the monitoring session and unify the data to complete the report. He requested the Monitoring Team, the Office of the National Assembly Delegation and the Provincial People's Council to fully absorb the contents and opinions at the working session to advise on the development of the monitoring report; develop a Submission and draft Resolution to submit to the Provincial People's Council. He also requested the Department of Natural Resources and Environment to study a number of socialization mechanisms, public-private partnership mechanisms and budget allocation to effectively implement the State management of waste treatment.
