At the meeting, the representative of the National Assembly Delegation of Thanh Hoa province announced the expected content of the Program of the 7th Session of the 15th National Assembly; reported the results of handling opinions and recommendations of Quan Hoa district voters sent to previous sessions of the 15th National Assembly to a large number of voters and people.

Giving opinions at the meeting, voters of Quan Hoa district highly appreciated the spirit and responsibility of the National Assembly and the Provincial National Assembly Delegation in receiving opinions and recommendations of voters and people in the district to send to the authorities for consideration and resolution.

In a democratic and open atmosphere, voters of Quan Hoa district proposed that the National Assembly, the Government and relevant ministries and branches consider and resolve a number of opinions and recommendations.

Accordingly, voters recommended that the National Assembly continue to study and promulgate policies and have allowances for grassroots branch staff, creating better conditions for branches to operate effectively. Research to add the title of Party Committee Office as a commune-level civil servant so that this team can work with peace of mind, contribute to improving the effectiveness of leadership activities of local Party Committees and strengthen Party building at the grassroots level.

Regarding the prolonged delay in the implementation of the Hoi Xuan hydropower project, voters and people of Quan Hoa district hope that the National Assembly, the Government and central ministries and branches will pay attention to removing difficulties and continuing the construction so that the project can soon be put into operation, contributing to stabilizing people's lives and developing the local economy.
According to voters, this project started in 2008, on the Ma River. However, due to many obstacles and difficulties, the project has stopped, greatly affecting the lives of people in the surrounding area. Most of these difficulties and problems are under the authority of the Government, ministries and central agencies to resolve.

In addition, voters recommended that the National Assembly consider issuing policies for households that have just escaped poverty or near-poverty to access preferential loans for economic development; consider supporting people in villages, hamlets, and communes recognized as new rural areas to continue to enjoy support policies on health insurance, tuition fees for students, etc.

Giving opinions at the meeting, voters of Lang Chanh district proposed that the National Assembly, the Government and relevant ministries and branches consider resolving a number of opinions and recommendations.
Accordingly, voters recommended that the National Assembly and the Government consider supporting policies for teachers and students in mountainous areas who are facing difficulties due to having just left extremely difficult areas following Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister and Decision No. 612/QD-UBDT dated September 16, 2021 of the Minister and Chairman of the Ethnic Minorities Committee.

Voters in Lang Chanh district also said that the health insurance coverage rate in many mountainous communes is not sustainable, especially in communes that have successfully built new rural areas. The reason is said to be that people no longer enjoy preferential policies, while economic conditions are still very difficult, many families cannot afford to buy health insurance cards.
Voters recommend that the National Assembly and the Government consider the need to have a roadmap to stop implementing preferential policies for communes that have met the new rural standards, because stopping suddenly will cause great difficulties for the people. At the same time, continue to implement preferential policies on health insurance cards for ethnic minorities in communes in regions II and III that have met the new rural standards.

Voters also recommended that the Prime Minister amend and supplement Decision No. 33/QD-TTg dated November 12, 2020 on criteria for delimiting ethnic minority and mountainous areas according to development levels in the 2021-2025 period to suit the actual situation. Add 4 more communes: Yen Thang, Lam Phu, Giao Thien, Tam Van to the list of communes in region III (particularly disadvantaged communes); add Dong Luong and Tri Nang communes to the list of communes in region II (difficulty-hit communes). These communes all meet the criteria according to regulations on commune delimitation.
Propose that the Provincial Delegation of National Assembly Deputies recommend to the Government to consider issuing preferential credit policies on production and business for households with average living standards working in agriculture, forestry, fishery and salt production; consider issuing credit policies to increase the loan capital for the Rural Clean Water and Environmental Sanitation Program.
In addition, voters proposed that the Government and central ministries and branches increase the foreign affairs budget for border communes, including Yen Khuong commune, because the current prescribed budget is low and does not ensure foreign affairs activities at the grassroots level...
