Participating in the discussion in the group, delegate Au Thi Mai gave her opinion and basically agreed with the National Assembly's Draft Resolution on piloting the addition of specific policies for Nghe An province, in order to concretize Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. The specific mechanism will create conditions for Nghe An province to concentrate resources and create strong momentum for rapid and sustainable development.

Regarding the pilot policy of separating compensation, support, resettlement, and site clearance projects from public investment projects, delegates said that over the past years, many investment projects, especially transport infrastructure construction projects, have been behind schedule due to compensation, resettlement, and site clearance, causing many difficulties and problems, such as: Projects have exceeded capital; unfinished construction works have become bunkers, bottlenecks, and environmental sanitation; projects have not been completed as planned, causing public outrage, affecting investors, contractors, and the benefits the project brings to socio-economic development...

Many projects that have not yet cleared the land have started, but then cannot be implemented because the land cannot be cleared, while the prices of raw materials, labor, and legal regulations are constantly changing, so by the time they can restart, the project has increased in cost or other difficulties arise.

Therefore, delegates agreed with the pilot project of separating compensation, resettlement support, and site clearance for Nghe An province. At the same time, they proposed that the Government soon study and submit to the National Assembly the content of separating compensation, resettlement support, and site clearance for wide application, becoming a new driving force for investment and development, especially the transport infrastructure of the whole country.

Regarding the proposed new policies, delegates were interested in the policy that stipulates: "Nghe An province is allocated an additional 50% of the public investment capital from the central budget with additional targets for the locality according to the principles, criteria and norms prescribed in the Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026 - 2030 to invest in key infrastructure projects in the province and develop socio-economic infrastructure in the western region of Nghe An".

Delegates are still concerned about this policy, because in reality, there are still many localities nationwide facing difficulties in terms of infrastructure and socio-economic conditions, requiring support and investment from the Central Government. Therefore, the allocation of central budget investment resources needs to ensure balance and harmony in the overall picture. At the same time, the allocation of an additional 50% of public investment capital from the central budget with additional targets for Nghe An needs to be considered and based on the provisions of the State Budget Law.

Delegates suggested that the Government should assess the specific impact on the central budget's leading role. The provision of new policies and mechanisms that are different from the law will create unfairness among localities, especially localities with difficult socio-economic conditions but are not able to implement special policies and mechanisms.
