Continuing the working program at the 7th Session of the 15th National Assembly, on the afternoon of June 25, Group 18, including the National Assembly Delegation of Thanh Hoa, Tra Vinh, and Ha Nam provinces, discussed the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; and the plan to extend debt repayment for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.

Participating in giving opinions, the majority of National Assembly deputies agreed with the contents of salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024. In particular, many opinions said that the contents of salary reform closely followed the Party's policies in Resolution No. 27-NQ/TW, Resolution No. 28-NQ/TW, Resolution No. 42-NQ/TW and legal provisions to implement salary reform and related policies according to a suitable, step-by-step, cautious, and certain roadmap, ensuring feasibility, efficiency and affordability of the state budget.

At the same time, ensure a balanced, fair and equal relationship between salary and subsidy beneficiaries; harmoniously resolve social relations, control social stratification, ensure social security for the people in the development process; improve the lives of salary and subsidy beneficiaries, create motivation to improve productivity and work efficiency, contributing to the socio-economic development of the country.

National Assembly Deputy Mai Van Hai (Thanh Hoa National Assembly Delegation) participated in the discussion in the group.

Delegate Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Thanh Hoa province, agreed with the Government's Proposal on salary reform; however, he suggested that it is necessary to determine a certain roadmap for the overall implementation of salary reform according to the job position project under Resolution No. 27. Along with that, the Government needs to clearly define the roadmap until when it is necessary to definitely implement salary payment according to the salary table. At the same time, it is necessary to determine the job position and from the job position, the number of civil servants and the payroll can be determined.

Commenting on the plan to extend the repayment period for refinancing loans under Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly, the National Assembly Deputies basically agreed with the issues raised in the Economic Committee's Verification Report.

Delegate Mai Van Hai agreed with the extension of the refinancing loan from the State Bank for credit institutions that have lent to Vietnam Airlines; however, the Government should also direct Vietnam Airlines to have a comprehensive restructuring plan to improve the efficiency of socio-economic development activities after the COVID-19 pandemic. At the same time, it is necessary to have a comprehensive assessment and direction, and a comprehensive restructuring to develop Vietnam's national aviation; along with that, it is necessary to clarify the capital needs for recovery and development in the coming time...
