On September 13, the working delegation of the Provincial National Assembly Delegation led by Mr. Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, surveyed the implementation of legal policies in the work of natural disaster prevention, control, rescue, and environmental protection in Van Don and Co To districts. Accompanying the delegation was Ms. Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation.

According to reports from Van Don and Co To districts, due to the impact of storm No. 3, both localities suffered heavy damage. Especially in Van Don district, the damage in the aquaculture sector alone amounted to thousands of billions of VND. Through the implementation of storm No. 3 prevention and control work and overcoming the consequences after the storm in the area, the localities proposed and proposed to adjust a number of legal regulations in investing in facilities and means for disaster prevention, rescue and relief work; especially for special island localities such as Van Don and Co To.
In the work of overcoming the consequences of the storm, localities proposed policies to promptly support people affected by the storm. Cut down procedures in sea transfer to facilitate organizations and households in the process of implementing aquaculture projects. Study the mechanism of allocating environmental protection funds for island districts to handle domestic waste and wastewater under normal conditions as well as to overcome the situation of marine environmental pollution after the storm.

Through field surveys and working with localities, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, emphasized that from the actual direction and implementation of storm prevention and control from the province to localities, many issues regarding legal policies in natural disaster prevention and control, rescue, and environmental protection need to be proposed for adjustment. In particular, the establishment of a command mechanism, ensuring communication between levels and sectors during and after the storm.

On the other hand, investing in equipment and means for rescue forces; ensuring adequate rescue capacity according to the "4 on-site" motto. Based on the actual survey and recommendations from localities, the Provincial National Assembly Delegation will synthesize and contribute opinions to the Draft Law on Fire Prevention and Fighting and Rescue, which will be considered by the National Assembly at the upcoming session.

Regarding the work of overcoming the consequences of the storm, the Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, emphasized that storm No. 3 caused severe damage to households and organizations in the aquaculture sector. Overcoming the consequences and restoring production activities after the storm is extremely difficult. This issue requires regulations and support mechanisms in purchasing insurance for aquaculture activities. Thereby, minimizing damage to farmers when there are natural disasters and storms and floods.

Regarding the issue of allocating sea areas for aquaculture, he emphasized that the proposed contents must be based on the characteristics of the locality. In particular, ensuring the goal of using marine resources in the most effective way; harmonizing the interests of the nation, people and businesses. At the same time, serving the goal of socio-economic development, ensuring national defense and security and being consistent with marine spatial planning, marine aquaculture planning and approved planning.

Also during the working trip, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and the working delegation visited and encouraged some families who suffered losses and the functional forces who are carrying out the work of overcoming the consequences of the storm. He encouraged the families to overcome the difficulties at the present time.
