At the conference, the Hoa Binh Provincial National Assembly Delegation collected comments on the draft Law on Teachers; the draft Law on Employment (amended); and the draft Law amending and supplementing a number of articles of the Law on Advertising. These are three Law projects that were first commented on at the 8th Session and are expected to be passed at the 9th Session of the 15th National Assembly.

Discussing at the conference, regarding the draft Law on Teachers, delegates basically agreed and were interested in the policy of supporting collective accommodation and renting public housing for teachers; salary and benefits policies for teachers; regulations on standard training levels for teachers teaching special subjects, teachers performing training and fostering tasks in schools of state agencies, political organizations, socio-political organizations, and the people's armed forces.
Contributing opinions to the Law amending and supplementing a number of articles of the Law on Advertising, delegates affirmed that the amendment and supplement of the 2012 Law on Advertising will solve many urgent and inadequate problems in the context of an increasingly developing and complex advertising market; needing new perspectives and management methods, referring to the experiences of developed countries, having a professional and modern advertising market, ensuring compliance with reality; protecting consumer rights, creating a healthy advertising environment...

Regarding the draft Law on Employment (amended), delegates recommended that it is necessary to carefully assess the impact on regulations on labor registration; unemployment insurance premium support; the continued implementation of innovation, reorganization of the provincial political system to be compact, effective and efficient; the impact on the balance of the Unemployment Insurance Fund when having to implement the unemployment benefit regime (reduced beneficiaries, reduced collection amount, increased beneficiaries...).

Concluding the conference, Deputy Head of the Delegation in charge of the National Assembly Delegation of Hoa Binh Province Dang Bich Ngoc said: The 9th session of the 15th National Assembly will open on May 5 and is expected to close on the morning of June 28. This is the longest session since the beginning of the term with a huge amount of work. The National Assembly will consider and decide on amendments and supplements to a number of articles of the 2013 Constitution; consider and pass 30 Laws, 7 Resolutions on legal norms and a number of other Law projects and draft Resolutions to serve the organization and apparatus of the political system; give opinions on 6 Law projects; consider and decide on socio-economic issues, state budget, supervision and other important issues.

Regarding the draft Law on Teachers, the Law on Employment (amended), and the Law on amending and supplementing a number of articles of the Law on Advertising, at the previous session, the Provincial Delegation of National Assembly Deputies organized to collect opinions in many forms such as organizing conferences, sending documents asking for opinions, and organizing survey activities. This conference continues to be an opportunity for the Provincial Delegation of National Assembly Deputies to listen to opinions from practice, from managers, experts, and teachers - the subjects who will be directly affected and apply legal regulations in life.
In addition to receiving and synthesizing opinions to send to the drafting agencies, during the Ninth Session, the Provincial National Assembly Delegation hopes to continue receiving comments on the draft Laws so that they have a basis to contribute opinions right at the National Assembly forum.
