According to the report of the Department of Finance, the State budget revenue in the area in recent years has achieved positive results, reaching 7,561 billion VND in 2024, an increase of 87% compared to the estimate assigned by the Prime Minister, equal to 131% of the estimate assigned by the Provincial People's Council and an increase of 50% over the same period. The State budget expenditure task is built in the direction of saving and efficiency, meeting the operational expenditure needs of all levels of government from the province to the grassroots, implementing social security policies, implementing the policy of streamlining payroll, some specific policies of the locality...
The province currently has 4,564 operating enterprises, of which the number of state-owned enterprises and foreign-invested enterprises under the Provincial People's Committee is 7 (accounting for 0.001%), including 5 enterprises with 100% state capital and 2 enterprises with less than 50% state capital. The management and use of capital and assets at enterprises with 100% state capital is strictly implemented. Every year, the Department of Finance reports on financial supervision of enterprises with state capital according to regulations.
After 4 years of implementing the Enterprise Law, the results have basically been achieved in perfecting the legal framework for corporate governance, promoting enterprise development, attracting investment resources for production and business, contributing to improving the investment and business environment. The number of newly established enterprises and registered capital have continuously increased, creating a foundation for the development of technology enterprises and startups.
Regarding planning, immediately after the 2017 Planning Law took effect, the province actively implemented planning work at all levels. Up to now, many important planning projects have been approved and put into implementation such as: Provincial planning for the period 2021 - 2030, vision 2050; urban planning (cities, towns, townships); rural planning (commune construction planning); district planning; planning of functional areas. In general, the provincial planning has been completed and covered at the commune level; achieving a relatively high coverage rate for urban planning (68.75%), continuing to complete district planning (67%), and key functional areas (14%). The appraisal and approval of planning projects has been implemented in accordance with the process, ensuring compliance with legal regulations on planning.
At the survey, delegates focused on discussing and analyzing the results achieved, frankly pointing out the shortcomings and limitations in implementing policies and laws on the State budget; management and use of State capital invested in production and business at enterprises; enterprise management and planning work of the Department of Finance in recent times.
Leaders of the Department of Finance, the People's Committee of Hoa Binh city and representatives of a number of enterprises have proposed and recommended a number of issues on decentralization of authority to approve provincial planning; simplifying appraisal procedures, collecting opinions at all levels during the planning process; grassroots planning after eliminating the district level; amending regulations on planning content to suit the new model; promoting administrative procedure reform, improving the quality of operations of the one-stop system, publicizing the list of agencies, organizations and individuals that are slow or late in handling administrative procedures and public services...
Regarding the amendment and supplementation of the State Budget Law and related laws, the representative of the Department of Finance proposed that, in order to ensure resources for the Financial Reserve Fund as well as to meet the principle of State budget management of "publicity, transparency, fairness" in Clause 1, Article 8, it is necessary to stipulate an appropriate deduction rate in the budget estimate assigned at the beginning of the year as for the budget reserve source, the locality proposed a deduction rate of 0.05% of the local budget balance expenditure estimate. In addition, it should be clearly stipulated in the State Budget Law in the direction that the expenditure task belongs to which level, the budget of that level shall ensure; the promulgation and implementation of new policies and regimes that increase budget expenditure must have solutions to ensure financial resources, in accordance with the balancing capacity of each budget level.
Concluding the survey, Deputy Head of the Provincial Delegation of National Assembly Deputies Dang Bich Ngoc acknowledged and highly appreciated the results achieved in implementing policies and laws on the State budget; management and use of State capital invested in production and business at enterprises; enterprise management and planning work of the Department of Finance. At the same time, she affirmed that the Provincial Delegation of National Assembly Deputies organized this field survey with the desire to listen to the shortcomings, problems and difficulties in state budget management, state capital management at enterprises, enterprise management, planning work, especially in the current context of implementing the Party's policy on arranging administrative units, streamlining the organizational apparatus and requirements for economic growth of the country and localities.
Regarding the proposals and recommendations of the Department of Finance, the People's Committee of Hoa Binh city, and enterprises, the Provincial National Assembly Delegation will accept and synthesize and report to competent authorities for consideration and resolution.
