On the morning of January 5, the Provincial National Assembly Delegation had a supervision session at the Department of Labor, War Invalids and Social Affairs on the implementation of Resolution No. 43 dated January 11, 2022 of the National Assembly on "Fiscal and monetary policies to support the Socio-Economic Recovery and Development Program". Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, was the Head of the supervision delegation.
Implementing Resolution 43 of the National Assembly, the Department of Labor, War Invalids and Social Affairs has presided over and coordinated with departments, branches and localities to urgently issue documents to deploy and guide the contents of support policies according to Decision No. 08 dated March 28, 2022 of the Prime Minister; at the same time, advised the Provincial People's Committee to promptly publish the List of administrative procedures on receiving applications for housing rental support for workers according to the provisions of Decision No. 08; proactively coordinate with the Provincial Industrial Park Management Board, People's Committees of districts and cities to review, forecast the needs of subjects and funding for housing rental support for workers in 2022 at enterprises, and report to the Ministry of Labor, War Invalids and Social Affairs on time as prescribed.
By August 31, 2022, the People's Committees of districts and cities had disbursed 100% of the support funds for workers according to the Decision approved by the Provincial People's Committee. The total number of workers supported with housing rent is 2,023 people, equal to 91.7% of the expected number of workers; the total implementation cost is nearly 3 billion VND, equal to 87.24% of the expected cost.
In addition, the Department of Labor, War Invalids and Social Affairs has coordinated with relevant agencies and units to advise the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 23 dated July 15, 2022, regulating "Policy to support housing rent for employees with labor relations, who are renting or staying at enterprises, cooperatives, and business households with business registration outside industrial parks in Ninh Binh province". The policy has supported 538 employees at 96 enterprises with an amount of 771 million VND from the local budget.
In particular, Ninh Binh is one of the first provinces to issue a separate policy to support housing rent for workers who are not eligible for support in Decision 08 of the Prime Minister.
The implementation of the policy has received strong and timely direction from the Provincial Party Committee and the Provincial People's Committee, and the urgent and responsible participation of departments, branches and localities. The implementation of the support policy has been implemented in a unified, fast, timely, public, transparent and targeted manner, without any complaints. 100% of the applications for housing rental support approved by the Provincial People's Committee have been disbursed according to regulations, contributing to solving difficulties for employees and employers, ensuring a stable workforce, helping businesses quickly recover production and business after the COVID-19 pandemic, and promoting socio-economic development.
At the monitoring session, the representative of the Department of Labor, War Invalids and Social Affairs recommended: Regarding the next support policies (if any), the competent authority should propose to increase the time for handling administrative procedures at the district and commune levels.
Delegates discussed and clarified the advantages and difficulties to comprehensively and multi-dimensionally assess the impact of Resolution No. 43 on the province's development in recent times.

Concluding the supervision session, Deputy Head of the Provincial Delegation of National Assembly Deputies Tran Thi Hong Thanh acknowledged and highly appreciated the efforts of the Department of Labor, War Invalids and Social Affairs in implementing Resolution No. 43 of the National Assembly. The dissemination and implementation of the Resolution have been promoted; social security and support for workers have been effectively implemented. At the same time, she requested the Department to continue to fully evaluate the effectiveness of the implementation of Resolution No. 43, on that basis, effectively participate in the development of social security policies.
The provincial National Assembly Delegation received and synthesized opinions and recommendations from the Department of Labor, War Invalids and Social Affairs to promptly propose to competent authorities for consideration and resolution in the coming time.
