Attending the meeting with voters were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Hoang Ha, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee, a number of departments and branches of the province and Kim Son district.

At the conference, voters heard the representative of the Provincial National Assembly Delegation announce the expected time and program of the 6th session of the 15th National Assembly.

Accordingly, the 6th Session of the 15th National Assembly is scheduled to take place from October 23 to November 29; focusing on reviewing and approving 9 draft laws, 2 draft resolutions, giving opinions on 8 draft laws and considering and deciding on other important issues.

Speaking at the meeting, voters of the communes expressed their agreement and appreciation for the active, effective, spirited and responsible activities of the Provincial National Assembly Delegation and the Provincial National Assembly deputies who conveyed many opinions and aspirations of voters to the National Assembly, the Government, and central ministries and branches; many voters' recommendations were addressed.

Voters hope that in the coming time, the National Assembly, the Government, ministries, central branches, provinces and districts will continue to pay attention and soon have solutions to resolve the current situation where some Laws have been issued but guiding documents for implementation such as Decrees and Circulars are issued slowly, causing difficulties in the implementation process at the grassroots level.

The study proposes a suitable salary policy for grassroots government officials and civil servants to ensure their livelihoods, to avoid the situation of officials and civil servants quitting their jobs like officials in the health and education sectors.

Research to amend the Law on Handling of Administrative Violations 2012 in the direction of increasing the authority to handle administrative violations for the Chairman of the People's Committee at the commune level and providing stricter and more specific regulations on sanctions for the implementation of decisions on handling administrative violations; the enforcement of decisions on handling administrative violations by the Chairman of the People's Committee at the commune level.

Regarding the issue of developing transport infrastructure in the area, voters requested that all levels pay attention to removing difficulties and obstacles to speed up the construction progress of the coastal road project, the section passing through Con Thoi commune, Kim Son district, Ninh Binh province according to plan and achieving the set goals.

Repair and upgrade National Highway 12B, extending from Ca Mau Bridge to Kim Dong. Voters also requested continued attention and support for investment in building schools; calling for investment attraction to develop Kim Son's marine economy.

Increase the level of support for village and hamlet activities in the movement "All people unite to build a cultural life" associated with the Campaign "All people unite to build new rural areas and civilized urban areas"...

The opinions and recommendations of voters of Kim My and Con Thoi communes were received, discussed, answered and clarified by leaders of departments, branches and the People's Committee of Kim Son district.

Speaking at the conference, Comrade Nguyen Thi Thu Ha, Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, thanked voters and local people for their attention and regular monitoring of the activities of the National Assembly and the Provincial National Assembly Delegation. The contributions of voters in the past have significantly contributed to promoting the development of the district and the province.

Comrade Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front discussed and clarified issues of concern to voters.

The comrade also discussed and clarified issues that voters were concerned about. Regarding the opinion reflecting that some Laws have been promulgated but the documents guiding their implementation have been issued slowly, comrade Nguyen Thi Thu Ha said that this is one of the shortcomings and problems of the Ministries and branches. The above shortcomings and limitations have many causes, both objective and subjective. To overcome the above situation, the National Assembly has proposed that the Government: Direct the Ministries and branches to continue to tighten discipline, enhance discipline and responsibility in the organization of the implementation of the Laws and Resolutions of the National Assembly, especially the responsibility of the heads of agencies, organizations and units.

Timely issue plans to implement the Laws and Resolutions passed by the National Assembly; promptly provide guidance and effective solutions to problems and shortcomings, ensuring compliance with practical requirements and regulations of the Laws and Resolutions.

There must be more drastic solutions to overcome the situation of arrears and slow issuance of detailed regulations and instructions for implementing the Law and Resolution.

Promote decentralization and reasonable delegation of power along with strengthening inspection, supervision and monitoring; promptly and effectively overcome the situation of shirking, evasion and lack of responsibility among some cadres and civil servants, and strictly handle violations...

With the assigned functions and tasks, the Provincial National Assembly Delegation and the Provincial National Assembly deputies will continue to strengthen the supervision of law enforcement, the implementation of Laws and Resolutions of the National Assembly in the locality; pay attention to supervising the promulgation and organization of the implementation of documents detailing the implementation of Laws and Resolutions of the National Assembly.

At the same time, continue to spend adequate time researching and consulting with local agencies, organizations, experts, scientists and voters to contribute quality opinions and propose practical solutions in the process of building, perfecting and implementing Laws and Resolutions of the National Assembly.

He requested that People's Councils and People's Committees at all levels continue to enhance their proactiveness, responsibility, creativity and flexibility in organizing the implementation of legal regulations in localities; mobilize the participation of agencies, departments and branches, the support and companionship of local people, and close coordination with central ministries and branches;

Propose appropriate implementation roadmaps and solutions, promptly issue projects and regulations, and seriously implement the tasks of local authorities in implementing the National Assembly's Resolution;

Early detection of shortcomings in the implementation process right from the grassroots level to propose appropriate amendments, remove obstacles, and unblock institutional bottlenecks to promote development, promote the meaning and practical effects of policies issued by the National Assembly.

Regarding the issue related to salary policy for grassroots government officials and civil servants, comrade Nguyen Thi Thu Ha said: This is one of the key issues of great significance to people's lives as well as investment and socio-economic development. The provincial National Assembly Delegation has forwarded voters' petitions to the Ministry of Home Affairs and the Ministry of Home Affairs responded to voters' petitions in Official Dispatch No. 6598/BNV-TL dated December 22, 2022.

He said: The Government is very interested in reforming the salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises. However, due to the adverse impacts of many domestic and international factors, especially the direct impact of the COVID-19 pandemic in recent times, there are not enough conditions to reform the salary policy according to the proposed roadmap.

During the period of not implementing salary reform, to ensure compliance with the socio-economic situation and the State budget capacity, the Government has assigned the Ministry of Home Affairs to proactively coordinate with the Ministry of Finance and relevant agencies to draft and submit to the Government for promulgation Decree No. 24/2023/ND-CP dated May 14, 2023 adjusting the basic salary from VND 1,490,000/month to VND 1,800,000/month (an increase of 20.8%) from July 1, 2023 for cadres, civil servants, public employees and armed forces.

He also informed that in this 6th Session, the Government will present to the National Assembly a roadmap for reforming salary policies. Taking into account voters' opinions, the provincial National Assembly Delegation will continue to consult with the National Assembly, promoting early implementation of this issue.

Regarding the proposal to amend the 2012 Law on Handling of Administrative Violations in the direction of increasing the authority to handle administrative violations for the Chairman of the People's Committee at the commune level, comrade Nguyen Thi Thu Ha said: This content has been approved by the 15th National Assembly and responded by the Ministry of Justice in Official Dispatch No. 3315/BTP-VP dated September 7, 2022.

Accordingly, the Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations in 2020 has amended a number of regulations in the direction of increasing the authority to confiscate exhibits and means of administrative violations of the Chairman of the People's Committee at the commune level and the Chief of the Commune Police.

The Chairman of the People's Committee at the commune level and the Chief of the Commune Police have the authority to confiscate evidence and means of administrative violation "with a value not exceeding twice the fine amount". However, the authority to impose fines of the Chairman of the People's Committee at the commune level and the Chief of the Commune Police remains at the level of VND 5,000,000.
