
Attending the meeting with voters were comrades Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lao Cai province; Sung A Lenh, Deputy Head of the National Assembly Delegation of the province; and delegates including Mr. Ha Duc Minh, Ms. Le Thi Thu Ha and Ms. Nguyen Thi Lan Anh.

Attending the conference were the Standing Committee of the Vietnam Fatherland Front Committee of the province, the People's Council, the People's Committee of the province, representatives of leaders of departments, branches, agencies of the province, district leaders and more than 300 voters from agencies, towns and low-lying communes of Bat Xat district.

At the conference, Comrade Sung A Lenh, Deputy Head of the Provincial National Assembly Delegation, introduced to voters some information about recent National Assembly sessions, the reception and settlement of opinions and recommendations of voters nationwide, including voters of Lao Cai province.

At the voter contact conference, 11 voters from sectors, communes and towns in the district raised 20 groups of opinions and recommendations on the fields of agricultural and forestry production, planning - resources and environment, health, culture - society, and tourism.

Representatives of the district's culture and information sector proposed to have open regulations and policies to facilitate international tourists to visit, travel, and stay in border areas; voters of the education and training sector proposed to have competent authorities support food expenses for boarding students at remote schools; voters of the agriculture and rural development sector proposed that the province have a policy to support 100% of vaccination costs for livestock and poultry belonging to policy subjects (poor households, near-poor households, policy families, ethnic minority households).

Voters representing the natural resources and environment sector stated: The 2024 Land Law has been promulgated by the National Assembly and will take effect from January 1, 2025, but the Government is planning to submit it to the National Assembly for consideration to allow changing the effective date from July 1, 2024. Voters suggested that the Provincial National Assembly Delegation recommend to the National Assembly not to adjust it but to keep the deadline as approved, because the Law has many new points that will greatly impact the implementation process, so it needs time and a good preparation roadmap.

Voters of Quang Kim commune stated that in Decision No. 3382/QD-UBND dated September 20, 2021 of Lao Cai Provincial People's Committee on approving the detailed planning of the logistics area in Kim Thanh - Ban Vuoc area, in which An Quang and Lang Hang villages, Quang Kim commune are included in the planning. Currently, people in the two villages have urgent needs to build houses and change land use purposes but are stuck in the planning, requesting the province to soon implement the planning so that people can stabilize their lives and production.

Voters of Quang Kim commune also requested the Government, central ministries, branches and the Provincial People's Committee to have policies to support monthly social insurance for non-professional workers in villages/residential groups; requested interest rate support for loan programs at the Social Policy Bank; requested to use the Public Telecommunication Service Fund to invest in telecommunications infrastructure, contributing to promoting socio-economic development, ensuring national defense and security, especially in extremely difficult mountainous and border areas.

Voters from all sectors of Bat Xat district also requested the provincial National Assembly Delegation to consult with central agencies to continue implementing the project to determine the composition and names of some ethnic groups and build a standard list of Vietnamese ethnic groups to ensure nationwide consistency in names and writing, especially in people's records and documents.

Receiving voters' recommendations, comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, answered and clarified further opinions within the authority of the Provincial People's Committee.
Concluding the conference, comrade Dang Xuan Phong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, highly appreciated the sense of responsibility of voters in giving high-quality opinions and recommendations, carefully researched, within the authority of the National Assembly deputies and the authority of the province to resolve.
The Provincial Party Secretary and Head of the Provincial National Assembly Delegation requested the agency assisting the National Assembly Delegation to fully synthesize opinions, in each group related to the recommendations of the Central agencies, the National Assembly and groups related to the province so that the transmission and resolution of opinions can be most effective.

The Provincial Party Secretary continued to affirm at the conference that the meetings with voters are both a forum for National Assembly deputies to meet, listen to, and understand the thoughts, aspirations, recommendations, and proposals of the people and also a bridge for voters to convey their wishes for specific issues such as labor, employment, income, life, and the improvement of the policy and legal system...
