Continuing the preparation program for the 6th session of the 15th National Assembly, on the afternoon of September 25, at Ninh Van commune (Hoa Lu district), comrade Tran Thi Hong Thanh, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, member of the National Assembly's Law Committee and National Assembly deputies of the province had a meeting with voters of Ninh Van and Ninh An communes (Hoa Lu district).
Attending the conference were comrades: Nguyen Hoang Ha, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee, the Provincial Party Committee's Propaganda Department; representatives of the Office of the National Assembly Delegation and the Provincial People's Council; leaders of a number of provincial departments, branches and sectors; leaders of Hoa Lu district.
At the conference, representatives of the provincial National Assembly Delegation informed voters of the expected time and agenda of the 6th session of the 15th National Assembly. Accordingly, the session will take place from October 23 to November 29, focusing on reviewing and approving 9 draft laws and 2 draft resolutions, commenting on 8 draft laws and reviewing and deciding on a number of other important issues.

Speaking at the meeting, voters of Ninh An and Ninh Van communes highly appreciated the innovations in the activities of the National Assembly and the role and responsibility of the provincial National Assembly Delegation in recent times. Many opinions and recommendations from voters have been addressed. At the same time, voters also proposed issues arising from practice, requesting the National Assembly, the Government, ministries, central and local branches to consider and resolve.
Regarding the arrangement of district and commune-level administrative units in the province in the 2023-2025 period, voters proposed that the National Assembly consider, amend and supplement regulations on the arrangement of administrative units to be suitable and feasible in practice, creating favorable conditions for localities to implement.
Voters suggested that all levels and sectors have plans to effectively use some surplus district and commune headquarters after the merger to avoid loss and waste of assets. At the same time, there should be policies to arrange and assign staff and civil servants to new administrative units according to the Project, as well as effectively implement the policy of streamlining the payroll for the surplus staff.

Regarding the environmental field, voters proposed specific mechanisms and policies to both preserve traditional crafts and develop integration; policies on scale and land fund to expand craft villages, and move stone production facilities in residential areas in Ninh Van commune to concentrated production areas to minimize environmental pollution.
It is recommended that there be mechanisms and regulations for enterprises exploiting natural resources and minerals to ensure landscape, preserve nature, protect the environment and invest in transportation systems.
Voters requested that specialized agencies inspect and supervise the supply of clean water, ensuring that people can use it with peace of mind; and provide support for households affected during the construction of the Cao Bo - Mai Son expressway.
Regarding the Land Law, voters recommended that it is necessary to complete and amend regulations on land dispute mediation as well as regulations on land use planning and plans.
Regarding salary policy, voters proposed that the National Assembly and the Government direct all levels and sectors to apply salary reform according to job positions for cadres, civil servants and public employees to ensure correct and fair salary payment.
In the field of education, voters suggested reviewing and evaluating the innovation of general education programs and textbooks; overcoming existing limitations such as high book prices, widespread pirated and counterfeit books, etc.
After listening to voters' opinions, leaders of departments, branches and localities received, explained and clarified a number of issues that voters were interested in and recommended within their authority.

Speaking at the conference, Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, Member of the National Assembly's Law Committee, respectfully thanked voters for their opinions and contributions. Voters' opinions and recommendations will be compiled by the Provincial National Assembly Delegation and submitted to the National Assembly and competent authorities for consideration and resolution.
