At the meeting, after hearing the announcement of the results of the 7th session of the 15th National Assembly, voters expressed their joy and excitement at the success of the session. Notably, at the session, the National Assembly elected comrade Nguyen Thi Thanh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the Delegation Work Committee of the National Assembly Standing Committee, Deputy Head of the Central Organization Committee - a native of Ninh Binh, to hold the position of Vice Chairwoman of the National Assembly of the Socialist Republic of Vietnam.
With a frank, democratic and open spirit, voters also reflected on the difficulties and shortcomings arising from practice, requesting the National Assembly, the Government, ministries, central branches and all levels, branches and localities to pay attention to resolving them. In particular, it is requested that the National Assembly and the Government continue to study, supplement and expand services and lists of treatment drugs for groups of subjects examined and treated with health insurance or have a policy to compensate for the cost of examination and treatment for drugs and services not covered by health insurance for these subjects when examining and treating diseases, especially serious diseases with high treatment costs, minimizing the situation where people have to buy outside, creating conditions for people from poor and near-poor households, people with revolutionary contributions... to be examined and treated for all types of diseases.
Voters expressed their joy and excitement when the National Assembly issued a resolution on adjusting the current basic salary, pension and social insurance benefits. However, voters also requested the National Assembly to consider raising the benefits for people with meritorious services to ensure the correlation with other subjects and in line with the Party's policy and viewpoint of ensuring that the living standards of people with meritorious services to the revolution are equal to or higher than the average level of the residential community; at the same time, they requested the Government to take measures to stabilize market prices and fight inflation, especially for consumer goods.
Voters also suggested that the National Assembly study and supplement the military recruitment work in localities with young men of temporary residence age working in enterprises and factories so that the annual military service work can be further ensured; study and issue new policies suitable for agriculture, farmers and rural areas to attract investors and create more jobs for the agricultural workforce.
Regarding the work of preventing and combating corruption and negativity, voters suggested that it is necessary to continue to promote it more strongly, especially to strictly control and carefully screen the process of appointing officials in fields, locations and positions where corruption and negativity are likely to occur; and to further strengthen thematic monitoring activities on the implementation of labor laws by enterprises.
Voters asked all levels and sectors to strengthen leadership and management of fire prevention and fighting; and issue more drastic solutions to prevent and strictly handle acts of fraud and property appropriation in cyberspace.
Regarding infrastructure investment, voters requested that all levels and sectors promptly implement the project to upgrade and expand the Hoang Long River dike, contributing to the early elimination of the Central flood diversion and flood delay areas; promptly implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period"; pay attention to allocating adequate budget resources for environmental protection work...
Regarding social security policies, voters proposed to have more preferential credit policies for households with average living standards; consider increasing the level of gifts during holidays, Tet, and July 27 every year for poor households, near-poor households, people with meritorious services, and the level of one-time allowance for martyr worship. Propose to expand the beneficiaries of the preschool education development policy in the spirit of Decree 105 dated September 8, 2020 of the Government. Accordingly, it is proposed to have additional regulations that children of workers and employees working in Industrial Clusters are also entitled to preschool education development policies, instead of the current regulations only for children of workers and employees working in Industrial Parks.
Concerned about the issue of administrative unit arrangement, voters suggested that after the arrangement, there should be a suitable solution for the surplus cadres, civil servants and non-professional workers in communes and villages due to the arrangement of administrative units. At the same time, it is necessary to handle the material facilities of administrative units after the arrangement to ensure rationality and avoid waste...
At the meeting, representatives of the leaders of departments and branches answered and clarified the voters' recommendations under their authority.
On behalf of the Provincial National Assembly Delegation, Vice Chairwoman of the National Assembly Nguyen Thi Thanh thanked voters for their trust and support over the past time, and hoped to continue receiving attention and contributions from voters and people so that the activities of the Provincial National Assembly Delegation would become increasingly high-quality and effective.

He also discussed and clarified voters' recommendations related to policies to support redundant cadres and use public assets after administrative unit rearrangement; policies to develop preschool education; social housing issues; increasing gifts during holidays, Tet, and July 27 every year for poor households, near-poor households, and meritorious people; building bridges to replace ferry crossings across the Hoang Long River; difficulties in the implementation of the Law on Military Service; anti-corruption work; protecting the Party's ideological foundation, fighting against erroneous and hostile views in the new context...
Regarding recommendations related to cyber security, he suggested that every citizen, voter, especially officials and party members, practice culture in the cyber environment.
Regarding voters' recommendations on improving the quality of the National Assembly's activities, including the proposal to strengthen supervision activities, the Vice Chairman of the National Assembly said that in the coming time, the National Assembly will strengthen thematic supervision activities on issues of concern to voters.
Regarding issues under local authority, he requested that the provincial authorities pay attention to resolving them, ensuring the legitimate rights and interests of voters and people.

Accordingly, at the session, the National Assembly voted to pass 11 laws; considered and passed 21 resolutions; gave initial opinions on 11 draft laws; and conducted questions and answers.
The National Assembly considered and decided to elect comrade Tran Thanh Man as Chairman of the 15th National Assembly; to elect comrade To Lam as President of the Socialist Republic of Vietnam for the 2021-2026 term. In honor and pride for the homeland of Ninh Binh, at the session, the National Assembly elected comrade Nguyen Thi Thanh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the Delegation Work Committee of the National Assembly Standing Committee, Deputy Head of the Central Organization Committee to hold the position of Vice Chairman of the National Assembly of the Socialist Republic of Vietnam. The National Assembly also approved the appointment of comrade Le Thanh Long as Deputy Prime Minister for the 2021-2026 term; to elect comrade Nguyen Thanh Hai as member of the National Assembly Standing Committee for the 15th term; to approve the appointment of comrade Luong Tam Quang as Minister of Public Security for the 2021-2026 term, etc.
With a spirit of frankness and trust, voters expressed their joy and excitement about the innovations in the activities of the National Assembly and National Assembly deputies, the determination in the direction and administration of the Government, creating positive changes in people's lives. In addition, voters expressed concerns about the practical issues that are arising, requiring all levels and sectors to have strong participation to overcome the shortcomings.
Accordingly, regarding the regime and policies for cadres, voters proposed that the Ministry of Home Affairs issue regulations on payment of allowances for leaders of special associations (regardless of whether they are retired or not). Propose that the National Assembly amend and supplement the Law on Cadres and Civil Servants in the direction of stipulating that State cadres and civil servants have 4 levels. Propose to adjust the functions and tasks of the position of the Party Committee Office at the commune level to suit the actual situation, ensuring the rights of workers.
Regarding the field of network information security, voters recommend that the National Assembly and relevant agencies have effective legal tools and measures to more strictly manage the use of high technology and artificial intelligence AI in cyberspace; strictly manage the issuance of phone SIM cards, completely prevent the use of phone SIM cards (junk SIM cards); have solutions to prevent and repel high-tech crimes via social networks.
Regarding the health insurance policy, voters proposed to support the issuance of free health insurance cards for veterans who enlisted after April 30, 1975, were demobilized, discharged from the army in the period after April 30, 1975 - August 31, 1989, with a military service time of 3 years or more...
In addition, voters requested that competent authorities assign additional staff to ensure at least 50% of the increase in demand or assign contract targets for the District People's Committee to proactively implement before the new school year 2024-2025; consider adjusting the minimum wage zoning of Yen Mo district; propose amending Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups in the direction of paying more attention to the rights of non-professional workers at the commune level, in villages and residential groups to ensure their rights (currently, these people do not enjoy full social insurance regimes such as sickness, maternity, work-related accidents, so their rights when participating in social insurance are greatly disadvantaged). At the same time, pay attention to early commencement and investment in the project connecting Khanh Hoa intersection to Yen Thang lake dike.

Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh sincerely thanked the voters for their enthusiastic and responsible comments. Expressing her joy at the socio-economic development of the province and Yen Mo district, especially the achievements in building advanced and exemplary new rural areas, the Vice Chairwoman of the National Assembly highly appreciated the strategic development orientation of Ninh Binh province with the goal of striving to become a centrally-governed city by 2035 with the characteristics of a millennium heritage urban area and a creative city.
The Vice Chairman of the National Assembly also informed voters about the resolutions passed at the 7th session of the 15th National Assembly, including the Resolution on the regulation of basic salary and bonus regime for cadres, civil servants, public employees and armed forces; on a number of new points in the amended Law on Social Insurance, the Law on Management and Use of Weapons, Explosives and Support Tools (amended), the Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15. The Vice Chairman of the National Assembly requested that relevant agencies and units promptly disseminate the law into life.

Regarding the proposal to adjust the functions and tasks of the position of the Party Committee Office at the commune level; the issue of connecting commune-level civil servants with higher-level civil servants, the Provincial National Assembly Delegation noted and forwarded to the competent authority for consideration and resolution.
Paying special attention to issues related to ensuring network security, the Vice Chairman of the National Assembly suggested that in addition to the involvement of functional agencies, each citizen also needs to raise awareness and become smart social network users.
