In addition, the Law on Bidding, Decree, and Circular guiding drug bidding have been issued, but to determine the price in bidding, medical facilities go online to get the winning bid price to apply, while the price of drug production varies from place to place and unit to unit, causing many difficulties for hospitals in drug bidding.

Another difficulty for public hospitals today is that medical examination and treatment exceed the budget but are slow to be paid.

Specifically, in 2023, the Central Highlands General Hospital exceeded the budget by 32 billion VND, in 2024 it exceeded the budget by 21 to 22 billion VND, but so far it has not been paid, causing difficulties for the hospital's operations, affecting the medical examination and treatment for the people.

At the same time, the Central Highlands General Hospital, a group II autonomous unit, is autonomous in regular spending, while investment in infrastructure, purchase of machinery and medical equipment is still invested from the budget, but the budget for investment in the hospital is still very limited, causing many difficulties for the hospital...

At the meeting, many voters who are leaders of hospitals and medical facilities in the province reported to the National Assembly Delegation of Dak Lak province that up to now, the payment of expenses for medical staff directly participating in the prevention and control of the Covid-19 epidemic has not been fully paid; the health sector's human resources are having great difficulty in recruiting and attracting doctors, especially specialist doctors, to work at the district and commune levels.

At the same time, the treatment policy for doctors in particular and medical staff in general at the grassroots level is not suitable.

The problem of advertising functional foods and medical professionals' abilities is currently being exaggerated, taking advantage of celebrities and people's wild psychology for profit, advertising beyond the scope of pharmacology...

Therefore, it is recommended that the National Assembly have sanctions to control, especially unofficial advertising on social networks and individuals advertising beyond their professional capacity.

The current production of functional foods and micronutrient-fortified foods according to Decree 67/2026/ND-CP and Decree 155/2018/ND-CP still has many shortcomings.

The production and control conditions are not strict, leading to many establishments concentrating production to avoid strict management. This causes the market to be flooded with functional food products, making it difficult for people and experts to access real medicinal products.

At the meeting, voters who are leaders of medical centers in districts and towns were also very concerned about how the model of medical facilities will be implemented when merging and implementing a two-level provincial government, especially how the work of disease prevention and control and medical examination and treatment for people will be implemented.

Director of Dak Lak Provincial Department of Health Nay Phi La proposed to implement the arrangement of two-level provincial administrative units, please keep the current status of medical facilities, only adjust the current district hospitals into regional hospitals so that people can easily access medical facilities.
