On the morning of April 12th, Comrade Do Trong Hung, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Thanh Hoa province, and Comrade Kham Pheng Xay Som Pheng, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Governor of Hua Phan province, led a high-level delegation from Thanh Hoa and Hua Phan provinces to lay flowers and offer incense at the Monument to President Kaysone Phomvyhan; the Monument to Vietnamese volunteer soldiers and military experts who sacrificed their lives in Laos; and attended the handover ceremony of the Sam Neua District Government Office (a project funded by Thanh Hoa province to Hua Phan province).

Immediately after the flower and incense offering ceremony at the Monument to President Kaysone Phomvyhan and the Monument to Vietnamese Volunteer Soldiers and Military Experts who sacrificed their lives in Laos, the leaders of Thanh Hoa and Hua Phan provinces attended the handover ceremony of the Sam Neua District Government Committee Headquarters.

The Sam Neua District Government Office building project commenced construction on April 12, 2022, with the Hua Phan Provincial Committee Office as the project investor and Hung Phat Construction Co., Ltd. as the construction contractor. The building has a usable area of 3,153 ^m² and is designed in the Lao architectural style. The completed building is now in use to serve the administrative needs of the Sam Neua District Government Committee.

Provincial Party Secretary Do Trong Hung delivered a speech at the ceremony.

Speaking at the handover ceremony of the Sam Neua District People's Committee Headquarters, Provincial Party Secretary Do Trong Hung stated: More than two years ago, on November 11, 2021, at the Na Meo International Border Gate Border Guard Station (Quan Son), the leaders of Thanh Hoa and Hua Phan provinces signed a cooperation agreement for the period 2021-2025, marking the beginning of a new and positive development phase and further deepening the friendship, special solidarity, and comprehensive cooperation between the Party Committees, governments, and people of Thanh Hoa and Hua Phan provinces. In this agreement, Thanh Hoa province provided Hua Phan province with funding to invest in the construction of the Sam Neua District People's Committee Headquarters.

The completed project is the clearest and most concrete evidence of the close bond, solidarity, and mutual support between the Party committees, governments, and people of Thanh Hoa and Hua Phan provinces.

Comrade Do Trong Hung, Secretary of the Provincial Party Committee, expressed his confidence that, under the leadership of the Provincial Party Committee, the Government Committee of Hua Phan Province, the District Party Committee, and the Government Committee of Sam Neua District, the headquarters of the Sam Neua District Government Committee will be operated and utilized effectively, fulfilling its functions and tasks, optimizing its capabilities, and contributing to serving and enhancing the effectiveness and efficiency of the government apparatus of Hua Phan Province in general and Sam Neua District in particular. This will promote the socio -economic development of the locality, improve the investment and business environment, and enhance the quality of life for the people of Sam Neua District and the fraternal Hua Phan Province.

Comrade Kham Pheng Xay Som Pheng, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Governor of Hua Phan Province, delivered a speech at the ceremony.

Speaking at the ceremony, Comrade Kham Pheng Xay Som Pheng, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Governor of Hua Phan Province, stated: The Sam Neua District Government Office building is a precious gift from the Thanh Hoa Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee to Hua Phan Province. Over the years, Thanh Hoa Province has always shown concern and provided assistance to Hua Phan Province, demonstrating the good traditional friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam in general, and Hua Phan and Thanh Hoa in particular.

The headquarters of the Sam Neua District Government Committee is an important project contributing to the infrastructure development of Hua Phan province, meeting the needs and ensuring adequate working facilities for carrying out tasks and implementing activities of the district as well as the province.

With heartfelt sentiments and in the spirit of friendship, at the headquarters of the Hua Phan Provincial Party Committee and Government, Comrade Do Trong Hung, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Thanh Hoa province, and the high-level delegation from Thanh Hoa province bid farewell and expressed their sincere gratitude for the warm and cordial welcome from Comrade Kham Pheng Xay Som Pheng, Member of the Central Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, and Governor of Hua Phan province, and other leaders of Hua Phan province, before departing for Thanh Hoa province, thus successfully concluding their visit and work in Hua Phan province.
