High-ranking delegation of the Supreme People's Court of China visited and worked in Ninh Binh province

Within the framework of the working visit to Vietnam, on the morning of October 19, a high-ranking delegation of the Supreme People's Court of China led by Comrade Zhang Jun, member of the Party Central Committee, First Grand Judge, Chief Justice of the Supreme People's Court of China, had a working session at the People's Court of Ninh Binh province.

Speaking at the welcoming ceremony for Chief Justice of the Supreme People's Court of China Zhang Jun and the delegation to visit and work in Ninh Binh, on behalf of the leaders of the People's Court of Ninh Binh province, Comrade Nguyen Xuan Son, Member of the Provincial Party Committee, Secretary of the Party Committee, Chief Justice of the Provincial People's Court gave an overview of Ninh Binh province and the two-level People's Court of Ninh Binh province.

In particular, Ninh Binh is emphasized as a locality with a long history and culture, with many famous landscapes, including Trang An Scenic Landscape Complex, which has been recognized by UNESCO as a World Cultural and Natural Heritage, the first mixed heritage of Vietnam and Southeast Asia. Exploiting that strength and potential, in recent times, the province's socio-economic development has made remarkable progress. Currently, Ninh Binh is one of 15 provinces that balance their own budgets and have central budget regulation; in the top 15 provinces and cities with high budget revenue nationwide.

For the People's Court at two levels in Ninh Binh province, the organizational structure includes: the Provincial People's Court and 8 District Courts with a staff of 150 civil servants and employees; the whole sector has 43 judges, 12 chief examiners, 60 examiners and clerks, and 3 officers. Every year, the number of cases that the People's Court at two levels must handle is about 3,500.

In recent times, under the regular, close and scientific leadership and direction of the Party Committee of the Supreme People's Court, the Ninh Binh Provincial Party Committee, together with the efforts of the leadership, the team of civil servants and employees in the two-level Court have promoted collective strength, united to successfully complete the political tasks assigned by the industry and local authorities, contributing to maintaining and stabilizing the political security situation and social order and safety in the province.

Notably: Criminal cases resolved at a rate of over 99%, the trial was strict, the right person, the right crime, the right law, no criminals or criminals were left out; no innocent people were wrongly convicted. Civil cases resolved at a rate of over 90%, the resolution process was in accordance with the law, promptly protecting the rights and legitimate interests of the parties.

Administrative cases resolved at a rate of over 80%; the resolution process always focuses on improving the quality of dialogue, coordinating well with relevant agencies, and collecting sufficient evidence to resolve cases in accordance with regulations.

In addition, the application of administrative measures and exemptions from civil judgment enforcement obligations reached 100%; administrative handling records and exemptions from civil judgment enforcement obligations were carefully reviewed, with related documents and records carefully reviewed, ensuring timely resolution in accordance with legal regulations.

In addition to the achieved results, the two-level Court of Ninh Binh province still faces some difficulties in information technology infrastructure and the source of cadres and civil servants with specialized information technology qualifications to serve trial activities.

In order to effectively carry out judicial reform, build e-Court and e-proceedings at the two-level Courts of Ninh Binh province, the Chief Justice of the People's Court of Ninh Binh province requested the Supreme People's Court to: Timely and synchronously equip technical infrastructure as well as human resources with specialized knowledge in information technology, ensuring infrastructure operation, meeting the requirements of judicial reform and digital transformation; to visit, study and exchange experiences at the Shenzhen City Court - the leading unit in applying information technology of the Chinese Court system. At the same time, he requested the Supreme People's Court of China to promote cooperation and support the Vietnamese Court system in general and the two-level People's Court of Ninh Binh province in particular with conditions to improve the effectiveness of digital transformation, especially the construction of e-Court and e-proceedings.

Speaking at the meeting, Comrade Truong Quan, Chief Justice of the Supreme People's Court of China, thanked the warm welcome of Comrade Pham Quoc Hung, Deputy Chief Justice of the Supreme People's Court of Vietnam, and leaders of the Ninh Binh Provincial People's Court for the delegation, and congratulated the achievements that the province has achieved in the past time. At the same time, he introduced some general information about the structure, organization, apparatus, operations and outstanding results as well as development goals of the Chinese Court system.

In particular, he spent a lot of time sharing experiences in litigation activities, especially the application of information technology to serve the trial activities of the Chinese Court. At the same time, he welcomed the proposal of the Ninh Binh Provincial People's Court in strengthening cooperation, learning and exchanging experiences with the Shenzhen City People's Court; he welcomed and hoped that this cooperation would develop more widely and improve with other localities of China and the People's Courts of the two countries; thereby contributing to consolidating and tightening the Comprehensive Strategic Cooperation Partnership that the two countries have worked hard to cultivate over the past time.

Acknowledging and sharing the difficulties and recommendations and proposals of the People's Court of Ninh Binh province, the Deputy Chief Justice of the Supreme People's Court of Vietnam said that this is a common difficulty of the Vietnamese Court sector at present and, like China, the sector is also facing great pressure between the workload and the staff.

Therefore, to improve the efficiency of trial work, the industry is implementing many solutions, in which applying information technology is one of the leading solutions.

The sharing of the Chief Justice of the Supreme People's Court of China at the working session was very fundamental and can be considered, learned, and researched for application in Vietnam in the coming time. He hoped that the two sides would increase information sharing and exchange of experiences in court building and judicial reform, together promoting the continuous development of the judicial career of the two countries.

On this occasion, the leaders of the People's Court of Ninh Binh province and the Chief Justice of the Supreme People's Court of China presented gifts expressing their deep belief that the cooperative relationship between the two countries' courts will continue to develop, contributing to enriching the meaning of the Vietnam - China Comprehensive Strategic Cooperative Partnership.
