On the afternoon of July 22, the working delegation of the National Assembly's Committee on Science, Technology and Environment led by comrade Le Quang Huy, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment, had a working session with the Provincial People's Committee on the survey work serving the review of the Electricity Law project (amended).

Speaking at the meeting, the leaders of the Provincial People's Committee affirmed that in recent years, the Provincial People's Committee of Thai Binh has directed departments, branches and localities to closely coordinate with the electricity sector to well implement the Party and State's policies and guidelines on the electricity sector, ensuring energy sources to serve socio-economic development and people's lives.
Regarding state management in the electricity sector, Thai Binh province has institutionalized the Party and State's policies and guidelines on the electricity sector under the functions and tasks of the locality, which have been increasingly consolidated and improved, in line with the needs of socio-economic development. The establishment, implementation and adjustment of related plans in accordance with the national electricity development plan, ensuring timeliness, quality and meeting development requirements. The province has effectively implemented power generation projects in the area such as Thai Binh Thermal Power Plant, Thai Binh 2 Thermal Power Plant, and is implementing the investment project for the Thai Binh LNG Thermal Power Plant with a total capacity of 1,500 MW and planning wind power projects to develop clean energy sources...

At the meeting, delegates focused on discussing and clarifying the results of state management of electricity activities, shortcomings and difficulties in implementing the Electricity Law, and objective and subjective causes leading to difficulties. Based on practical development requirements, delegates proposed, recommended and contributed opinions to the Electricity Law (amended) project related to planning, approval of investment projects, encouragement of renewable energy development, electricity trading activities, electricity price mechanism, energy saving and efficiency, etc.
Speaking at the working session, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, said that he will direct departments and branches to conduct in-depth research and continue to contribute ideas to the draft Electricity Law (amended) in many specific forms; complete the report and recommendations for the working delegation to synthesize and absorb.
The Provincial Party Secretary said: Many new contents included in the draft Electricity Law this time will create an important legal corridor contributing to the development of the country's energy resources. Regarding planning, Thai Binh is clearly aware of the necessity of planning work, so it spends a lot of time and effort to build a provincial plan, including a plan to develop the Provincial Power Center with power production projects to meet the load demand for industrial development and production, business, and consumption, including green and clean energy sources. The province agrees with the content of the draft law project regulating the overall planning according to the Vietnam Electricity Group, but it also needs the participation of other investors to provide new energy. In order to develop and convert green power sources to be implemented, it is necessary to specifically legislate to create conditions to attract investment and technology. It is necessary to create incentive mechanisms to attract components and customers to invest in electricity infrastructure, invest in machinery innovation, advanced production technology, and use electricity economically and efficiently. The draft law stipulates more specifically the authority of localities in converting land use purposes, clearing land, allocating land, leasing land, and approving projects to ensure overlap avoidance, feasibility, and shortening implementation time.
The Provincial Party Secretary said that currently, international investors highly appreciate the potential for offshore wind power development in Thai Binh and wish to study and invest in the project. This reality requires the Electricity Law to have relevant regulations so that not only Thai Binh but also other provinces with potential for offshore wind power development can implement projects, contributing to awakening and exploiting the potential of the sea to serve socio-economic development.
Comrade Le Quang Huy, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment, thanked the provincial leaders, departments, branches, and units for taking the time to work with the delegation. He also affirmed that the delegation's survey and working program in Thai Binh achieved practical results, with many recommendations for the drafting unit to revise and amend, and the National Assembly Standing Committee to consider, direct, and pass the Electricity Law (amended) in the coming time.
He highly appreciated the quality and effectiveness of state management in the electricity sector of the province. After surveying and working in the province, the working delegation found that some important contents need to be included in the draft Electricity Law (amended) such as the synchronization and specificity of planning for power source and grid development to meet long-term development needs; the development of renewable energy sources must have mechanisms and policies to encourage investment components, while ensuring energy security and national grid safety. Electricity price management activities must meet the effective operation of electricity suppliers, the endurance of the economy and the people; regarding electricity safety, the law needs to fully update regulations close to reality, along with specific sanctions that are strong enough to deter.
