The delegation of Ninh Binh province surveyed, learned and discussed the implementation of social housing development in Ha Tinh province.

On August 1, the provincial working delegation led by Mr. Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, surveyed, learned and exchanged experiences, models and methods of implementing social housing development in Ha Tinh province.

Receiving and working with the delegation , on the side of Ha Tinh province, there was comrade Tran Bao Ha, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors of Ha Tinh province.

In Ha Tinh, in recent years, housing development has been given attention and direction by the Provincial Party Committee, People's Council, Provincial People's Committee and all levels and sectors. From 2015 to present, the province has implemented 6 social housing projects for low-income people and industrial park workers, with a total of 2,510 completed apartments put into use.

The above social housing projects, completed and put into use, have been highly appreciated by the government and people for their quality and urban aesthetics, contributing to solving the housing needs of officials, civil servants, armed forces, low-income workers, industrial park workers, creating quite clear changes in both the quantity and quality of housing, living conditions and environment of the people, the modern civilized living model in urban areas has gradually replaced temporary, unsanitary housing areas.

At the meeting, delegates from Ha Tinh province shared their experiences in the process of developing social housing, including: There needs to be synchronous participation and high determination of authorities at all levels in implementing social housing projects; selecting design consultants, surveyors, project management consultants, supervisors, constructors, professional building management and operation units with experience in the field of investment in housing construction for low-income people; using good quality materials and equipment will contribute to saving energy and reducing costs for residents; implementing early communication work to departments, branches, businesses, and residential groups in the city when the project begins to be implemented so that those who are eligible to buy social housing can grasp information about the project and policies and incentives when buying apartments, etc.

Speaking at the meeting, Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, sincerely thanked Ha Tinh province for the frank and responsible exchanges and sharing. Based on the information and experiences shared, Ninh Binh province will study and apply them to implement the development of social housing in the province.

He also shared information about the socio-economic situation and potentials of Ninh Binh province and said that the two provinces have many similarities, affirming that with current conditions, Ninh Binh has all the elements to be able to soon implement the construction of social housing in the coming time. Thereby, creating a good environment, a social housing model for low-income households, people who cannot afford to buy houses at market prices; developing urban areas in a modern direction; changing people's thinking and awareness of the apartment housing model, leading the market in the process of developing the real estate market in the future; ensuring environmental sanitation, social order and safety; contributing to concretizing the implementation of Directive No. 34-CT/TW, dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation; Promote investment attraction, mobilize and effectively promote capital sources to develop social housing to meet the increasing needs of cadres, civil servants, public employees and armed forces in the province.

Vice Chairman of the Provincial People's Committee Tran Song Tung also hopes that in the coming time, departments, branches, districts and cities of the two provinces will increase exchanges and learn experiences to effectively implement the construction and development of social housing.

Previously, the Working Group visited and learned about the social housing pilot project in Thach Linh ward, Ha Tinh city. The social housing pilot project in Thach Linh ward (phase 1) has an investment scale of 3 11-storey buildings with 488 apartments. The total floor area is 46,200 m2, the area for sale and lease is 31,829 m2 (accounting for about 69% of the total floor area). The total investment is 356.7 billion VND.

Currently, the project is undergoing procedures to adjust the investment policy. The total investment in phase 2 is expected to be 491.63 billion VND, investment scale: 3 social housing buildings 11 floors high with 488 apartments and 41 commercial houses 3 floors high, project progress 42 months. This is one of the first projects in the country to design a system of kindergartens, community rooms, traditional rooms and shared spiritual activities right on the mezzanine floor of the buildings.

Through 13 sales rounds, the project received 1,132 registration documents for social housing with 928 qualified documents. Of which, the first 12 rounds signed contracts for 393 apartments with 800 residents. Currently, the 13th round has a total of 80 apartments for sale (of which 6 apartments are prioritized for people with revolutionary contributions, the remaining 279 qualified documents will be drawn according to regulations for the remaining 74 apartments).

Through the research, survey, study and exchange trip on experiences, models and methods of implementing social housing development in Ha Tinh province, Ninh Binh province will gain more valuable experiences to apply in practice in the locality, thereby contributing to the socio-economic development of the province in the coming time.
