On the afternoon of June 25, the Government delegation led by Mr. Tran Van Son, member of the Party Central Committee, Minister, and Chairman of the Government Office, had a working session with Ninh Binh province on the situation of production, business, public investment, infrastructure construction, and import and export in the province.

The working delegation included representatives from a number of central ministries, departments and branches.

Receiving and working with the delegation from Ninh Binh province were comrades: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of departments, branches, sectors and a number of related districts and cities.

At the meeting, leaders of Ninh Binh province reported on the situation of production, business, public investment, infrastructure construction, import and export and the results of implementing 3 National Target Programs in the first 6 months of 2024 in the province.

Accordingly, since the beginning of the year, the Provincial Party Committee, People's Council and People's Committee have focused on directing units to continue to closely monitor the production and business situation of enterprises, promptly remove difficulties and obstacles for enterprises, restore and develop production and business; especially key enterprises, which have made great contributions to the production value of the industrial sector and increased local budget revenue. Therefore, the socio-economic situation of the province in the first 6 months of the year continued to maintain a good growth rate; up 8.19% over the same period last year, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta.

Industrial production is gradually recovering and stabilizing, with production value reaching over VND 48 trillion, up 6.4% over the same period last year. Total development investment capital implemented in the first 6 months of the year reached nearly VND 15.4 trillion, up 3.3% over the same period and reaching 46.6% of the annual plan. As of June 21, 2024, the total disbursed capital reached over VND 2,086 billion, equal to 32.3% of the plan assigned by the Prime Minister.

Projects, especially key projects with spillover effects for local and regional socio-economic development, have been implemented on schedule; a number of works and project items have been completed, basically completed, put into operation and use early, effectively promoting, positively contributing to local socio-economic development.

Import and export activities have shown signs of positive recovery, with total export turnover in the first 6 months estimated at 1,679 million USD, up 10.8% over the same period, reaching 51.7% of the yearly plan.

The implementation of three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development of ethnic minorities and mountainous areas has been focused on leadership and direction, achieving good results.

The province has also focused on leading and directing all levels and sectors to research and synchronously implement tasks and solutions to promptly remove difficulties and obstacles for the real estate market.

At the meeting, delegates discussed and clarified the difficulties, obstacles, causes and proposals and recommendations of the province related to the use of the remaining salary reform fund of the local budget; dredging the inland waterway in Cua Day area, Kim Son district, combining the collection of products to provide sand materials for investment projects in the province; developing a plan to stop the operation of Ninh Binh Thermal Power Plant and adding the 300MW flexible power plant project in Ninh Binh to the Plan to implement the VIII Power Plan; allowing the unified application of the standards for urban administrative units with specific elements stipulated in Resolution No. 27, dated September 21, 2022 of the National Assembly Standing Committee, in which Article 9a is applied to all localities "with tangible cultural heritage recognized by UNESCO".

Speaking at the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Following the direction of the Government and the Prime Minister, since the beginning of the year, Ninh Binh has been proactive, positive, and highly determined in implementing socio-economic development tasks. Proactively proposing synchronous solutions to remove obstacles and promote production development. This demonstrates Ninh Binh's sustainable development in all three economic sectors: industry, agriculture, and tourism services.

In particular, in the past 3 years, despite many economic difficulties, Ninh Binh has still had sustainable growth, clearly demonstrated through two indicators: from 2022, Ninh Binh has become one of 16 localities that can balance its budget and have regulation to the Central Government. Thanks to the development of tourism and services, the province's per capita income ranks 11th in the country. Developing the economy along with ensuring social security, the province has issued Resolution 43/2023/NQ-HDND of the Provincial People's Council stipulating policies to support the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025. Up to now, nearly 1,000 houses for poor and disadvantaged households have been newly built and repaired.

A number of major transport projects of important nature creating momentum and space for economic development are being actively implemented by the province. In addition, the assessment indexes on administrative reform and government management have many positive changes. According to the latest announcement, in 2023, Ninh Binh's PAR INDEX administrative reform index ranked 11th/63 provinces and cities; PCI index ranked 19th/63 provinces and cities. Provincial public administration and governance performance index PAPI ranked 14th/63 provinces and cities; SIPAS administrative service satisfaction index ranked 28th/63 provinces and cities.

The Chairman of the Provincial People's Committee also clarified the province's recommendations, hoping that the Minister, Head of the Government Office and the Working Group would report to the Government and the Prime Minister to create conditions for Ninh Binh to effectively and sustainably implement socio-economic development policies.

Concluding the meeting, Minister and Head of the Government Office Tran Van Son acknowledged: In the context of many common difficulties and challenges, with the efforts and determination of the entire political system, Ninh Binh province has exploited and promoted its potentials and strengths for sustainable development, becoming one of the localities with high growth rates in the first 6 months of the year.

Sharing the difficulties and obstacles of the province in production, business, import and export, and implementation of current investment projects, the Minister and Chairman of the Government Office suggested that in the coming time, the province continue to focus on accelerating the progress of implementing key national projects, including the Ninh Binh - Hai Phong Expressway Construction Investment Project and the Cao Bo - Mai Son Expressway Expansion Project. At the same time, continue to maintain, maintain and improve the rankings of the province's administrative reform indexes and pay more attention to ensuring social security in the area.

Acknowledging and clarifying some recommendations of the province, the Minister and Head of the Government Office requested the Ministries and branches to receive, synthesize and report to the Government and the Prime Minister for study, consideration and timely resolution, contributing to promoting socio-economic development in the current period.

The delegation inspected the production and business situation at Tam Diep Cement Factory. According to the report of the enterprise's leaders: Tam Diep Cement Factory Project has been in operation since 2004. In 2023, the project's revenue reached 1,215.9 billion VND, export value reached 26.4 million USD, budget contribution was 16.65 billion VND; employing 618 workers, average salary reached 12 million VND/person/month. In the first 6 months of 2024, revenue is estimated at 712.7 billion VND (up 10.8% over the same period in 2023); export value is estimated at 13 million USD, budget contribution is estimated at 7.8 billion VND; average salary is 12 million VND/person/month.

With the general fluctuations of the world economy as well as the domestic economy, the Company is currently facing some difficulties in product consumption; fierce competition in cement export leading to a sharp decrease in export prices; the reality of large oversupply, high inventory; high prices of input materials such as coal, electricity... However, product consumption prices have decreased, thus significantly affecting the production, business situation as well as the lives of workers.

Also during the inspection session of the Working Group, business representatives also recommended and proposed a number of measures to remove difficulties for the real estate and housing market in order to increase domestic cement demand; consider and manage the granting of new construction and expansion of production lines in areas and regions with high density of cement production lines or located far from raw material areas; have solutions to stabilize prices and supply of construction materials to stimulate domestic cement market demand; create conditions for businesses to access reasonable production materials...

In addition, businesses hope that the Government will have solutions so that businesses can enjoy policies on taxes, exports, support to reduce loan interest rates, and guide the Company to account for some assets attached to land that have been transferred to localities...

At CFG Glass Factory (Ha Long Float Glass Company Limited - CFG) in Khanh Cu Industrial Park, Yen Khanh District, the Government delegation inspected the actual production and listened to reports on the production and business situation of the enterprise.

Accordingly, the Project has been in operation since 2017. In 2023, the project's revenue will reach VND 2,495 billion, export value will reach USD 4.2 million, budget contribution will be VND 21.15 billion; employing 836 workers, average salary will reach VND 8.7 million/person/month. In the first 6 months of 2024, revenue is estimated at VND 1,208 billion, up 21% over the same period in 2023; budget contribution is estimated at VND 26.3 billion.

The company is facing many difficulties in product consumption, increasing production costs, high input material prices. In addition, domestically produced glass products have to face fierce competition with imported glass products, especially from Southeast Asia (0% tax rate) and Vietnam has no technical barriers to reduce foreign competition.

The enterprise hopes that the Working Group and the People's Committee of Ninh Binh province will consider and soon have measures and plans to report to the Prime Minister for timely policies to remove difficulties for enterprises, stabilize production, business and workers' lives.

After inspecting the situation at two enterprises representing the construction materials industry of Ninh Binh province, Minister and Head of the Government Office Tran Van Son highly appreciated the efforts of the enterprises in production and business as well as ensuring a stable life for workers. However, through understanding the reality, he also realized that the production and consumption of products of export enterprises are facing many difficulties, due to objective reasons affected by domestic and foreign markets.

He hopes that businesses will continue to unite and make more efforts to have effective production and business plans and expand the consumption market.

Regarding the recommendations of enterprises, the Minister acknowledged and will report to the Government and the Prime Minister to have a comprehensive solution to remove difficulties for enterprises nationwide in general and enterprises in the fields of export and construction materials in particular.
