In order to strengthen and promote the friendly and cooperative relations between Hanoi and the capitals and localities of countries around the world , to implement the 2025 foreign affairs plan of the City Party Committee, at the invitation of the Council, the Government of the capital and cities of countries, from March 26 to April 4, 2025, a high-ranking delegation of Hanoi city led by Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan visited and worked in Australia and New Zealand.
The delegation included Standing Committee member of the City Party Committee, Head of the City Party Committee's Internal Affairs Committee Do Anh Tuan; Vice Chairman of the City People's Committee Nguyen Manh Quyen; and leaders of a number of departments, branches, districts and towns.
Strengthening cooperation and friendship between the two capitals
In New Zealand, the delegation worked with the Council, Wellington Capital Authority; worked with the city's professional agencies on planning, planning management; mechanisms and policies to promote economic development; social welfare and environmental protection. The delegation visited and worked with the Vietnamese Embassy in New Zealand; organized a meeting program with Vietnamese and New Zealand businesses.
On behalf of the Council, the Wellington Metropolitan Government received and worked with the delegation with Ms. Tory Whanau, Mayor of Wellington City.
Also attending the meeting was Vietnamese Ambassador to New Zealand - Nguyen Van Trung.
Emphasizing that the delegation's visit took place right after the official visit to Vietnam by New Zealand Prime Minister Christopher Luxon (February 2025) on the occasion of the 50th anniversary of the establishment of diplomatic relations (1975-2025) and the two countries officially signed to upgrade their relationship to a Comprehensive Strategic Partnership, and at the same time, the capital Hanoi and the capital Wellington celebrated the 10th anniversary of the signing of the Memorandum of Understanding on strengthening friendship and cooperation, Chairman of the City People's Council Nguyen Ngoc Tuan thanked the solemn and warm welcome that the Council and Government of Wellington City gave to the delegation.
At the same time, Chairman of the City People's Council Nguyen Ngoc Tuan affirmed that, on the basis of the good relationship between Vietnam and New Zealand that has been upgraded, the cooperative and friendly relationship between the two capitals in the coming time will continue to deepen, becoming increasingly practical and effective.
Introducing an overview of the socio-economic development situation and key development orientations of Hanoi, the Chairman of the Hanoi People's Council said that there are many contents that can be considered to promote cooperation with New Zealand in general and Wellington city in particular.
Therefore, the Chairman of the City People's Council hopes that the Wellington City government will continue to support and cooperate in sharing experiences in long-term development planning and implementing the city's planning, sharing experiences on policies to promote the development of green economic models, circular economy, low-emission strategies, etc.
Comrade Nguyen Ngoc Tuan also suggested that the two capitals consider continuing to increase the exchange of high-level delegations; the two city authorities establish information channels, connecting businesses, investors, organizations, and universities from Wellington and New Zealand to Hanoi to explore opportunities to promote investment, trade, tourism, and cooperation and investment in the field of education and training between the two sides.
At the same time, continue to promote scholarship programs for Vietnamese students to study abroad; train teachers to improve their English proficiency; deepen people-to-people exchanges through cooperation in tourism development, art and cultural exchanges; promote cooperation in the fields of cultural industry, innovation, and experience sharing in the creative cities network of the United Nations Educational, Scientific and Cultural Organization (UNESCO), of which Hanoi and Wellington are both members.
On this occasion, Comrade Nguyen Ngoc Tuan invited the Mayor of Wellington City to visit and work with Hanoi City, and at the same time suggested that the two sides consider signing a Memorandum of Understanding on cooperation between the two capitals for the next phase.
On behalf of the Wellington City government, Mayor Tory Whanau expressed his joy and appreciation for the working trip of the Hanoi city delegation.
According to Ms. Tory Whanau, over the 50 years since the establishment of diplomatic relations, the relationship between Vietnam and New Zealand has continuously developed and has increasingly become a leading important partner in the region. In particular, the two countries' official upgrading of their relationship to a Comprehensive Strategic Partnership has marked an important milestone, opening a period of deeper, more comprehensive and effective cooperation between the two sides.
Ms. Tory Whanau also briefly introduced information about the capital Wellington, which is the political and administrative center of New Zealand, ranked 35th in the world for innovation and a city with a developed cultural industry. Wellington has an economy based on technology, creativity, finance and communications. Urban planning and development of the city with a unique identity, closely linking economic development, urban development and protection of natural landscapes and the environment. The city government is also focusing on reforming administrative procedures, focusing on social security work, and improving social welfare for the people.
Mayor Tory Whanau affirmed that Wellington is always ready and willing to cooperate and share experiences with Hanoi on issues of mutual concern. In the coming time, the two city governments will assign the foreign affairs agencies of both sides to continue researching, reviewing and proposing cooperation contents in the next phase, deepening the good relationship between the two capitals.
Introducing the potentials and strengths of some priority industries and fields
Also within the framework of the visit and work in New Zealand, the Hanoi City Delegation organized a meeting program with Vietnamese and New Zealand businesses.
Also attending the program were Wellington Mayor Tory Whanau and Vietnamese Ambassador to New Zealand Nguyen Van Trung.
On the Hanoi side, there were Chairman of the City People's Council Nguyen Ngoc Tuan, delegates participating in the working delegation and a number of Hanoi enterprises.
At the meeting, the leaders of Hanoi city introduced the potentials and strengths of a number of priority sectors and fields to attract investment in line with the general development trend, which can participate in the global value chain and exploit the advantages of the capital Hanoi as well as the strengths of provinces and cities in the region; projects in sectors and fields with advanced technology and innovation; processing and manufacturing industries with spillover effects and high added value, clean energy, renewable energy, sustainable development, etc.
The Hanoi City Government welcomes and encourages potential and willing foreign enterprises to increase investment in Hanoi, especially in the fields of green transformation, digital transformation, circular economy, knowledge economy, climate change response, supporting industry development, innovation associated with promoting technology application and transfer, especially high, green and clean technology.
At the meeting, New Zealand businesses and investors connected and exchanged information with leaders of the Department of Industry and Trade, leaders of some districts and businesses of Hanoi city on the fields of planning, urban development, transportation, environment, digital economic development models, green economy, and circular economy.
Next, in Wellington, the Hanoi delegation visited and worked with officials and staff of the Vietnamese Embassy in New Zealand.
At the meeting, Ambassador Extraordinary and Plenipotentiary of Vietnam to New Zealand Nguyen Van Trung highly appreciated the purpose, significance and practical and effective foreign affairs activities of the Hanoi City Delegation.
Ambassador Nguyen Van Trung said that the two countries' upgrading of relations to a Comprehensive Strategic Partnership will open up many cooperation opportunities between localities, including Hanoi, and the capital and cities of New Zealand.
On behalf of the working delegation, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan sincerely thanked the close and effective coordination of the Vietnamese Embassy in New Zealand and Ambassador Nguyen Van Trung personally for the working delegation.
Comrade Nguyen Ngoc Tuan also informed about the socio-economic development situation of the capital and key tasks in the coming time; hoped that the Vietnamese Embassy in New Zealand would continue to be a bridge to promote friendly cooperation between Hanoi and localities of New Zealand, in the immediate future, promoting the negotiation of the Memorandum of Cooperation between Hanoi and Wellington in the new development period to sign in 2025, on the occasion of the Wellington Mayor's visit and work in Hanoi.
In addition, comrade Nguyen Ngoc Tuan suggested that the Embassy continue to be a bridge, supporting the promotion of investment, trade, tourism, and promoting the image of the capital Hanoi to New Zealand businesses and investors.
2025 is a special year as Vietnam and New Zealand celebrate the 50th anniversary of diplomatic relations (1975-2025). The upgrading of relations to Comprehensive Strategic Partnership during the visit to Vietnam by the New Zealand Prime Minister in February contributed to enhancing the relationship, promoting bilateral cooperation to develop more deeply, comprehensively and effectively. The agreement on expanding educational cooperation and connecting people has been built to become one of the pillars of cooperation that can be implemented at both the national and local levels.
Building on the good relations between Vietnam and New Zealand, in 2015, Hanoi and Wellington signed a Memorandum of Understanding on strengthening the friendship between the two cities as a basis for local-level cooperation. Before and after the Covid-19 period, the two localities maintained the mechanism of exchanging delegations, most recently the visit of a high-ranking delegation of Hanoi led by Comrade Nguyen Van Phong, Deputy Secretary of the City Party Committee in 2023.
Regarding economic cooperation, New Zealand's total investment capital in Hanoi reached about 22.62 million USD, of which 6 projects are still in effect, with newly registered capital of about 6.72 million USD. The main investment areas of New Zealand investors in Hanoi include: Education and training; high-tech agriculture; tourism; information and communications.
