Delegation of Vietnam General Confederation of Labor works in Ninh Binh

Attending the meeting, on the side of Ninh Binh province, there were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Hoang Ha, Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of the Provincial Party Committee's Organization Board, the Provincial Party Committee's Mass Mobilization Board, the Provincial Party Committee of Agencies and Enterprises, the Provincial Federation of Labor; representatives of a number of relevant departments, branches and units.

There are currently about 135,000 workers and civil servants in the province; of which the formal sector has about 120,000 workers and civil servants, the informal sector has about 15,000 workers. The whole province has 13 trade unions at the grassroots level, including: 8 district and city labor federations, 4 industry trade unions and 1 industrial park trade union; there are 1,114 grassroots trade unions with a total of 114,206 union members.

In 2024, the Ninh Binh Provincial Federation of Labor was assigned by the Vietnam General Confederation of Labor to develop 11,300 new union members. The provincial federation of labor identified the work of developing union members and establishing grassroots unions as one of the key tasks of the union organization. Based on the directives and instructions of the Vietnam General Confederation of Labor and the Ninh Binh Provincial Party Committee, since the beginning of the year, the Standing Committee of the provincial federation of labor has strengthened the direction and implementation of the work of developing union members and establishing grassroots unions. In particular, directing unions at all levels to survey and grasp the situation of labor and enterprises; promoting propaganda, mobilization, persuasion, raising awareness and responsibility of business owners and employees for the work of developing union members and establishing grassroots unions.

Every year, the Provincial Federation of Labor assigns specific targets to all levels of unions and requires units to resolutely and focus on implementing solutions to develop union members and establish grassroots unions to fulfill the set targets and plans... In the first 7 months of this year, the whole province has developed 6,525 new union members; established 17 new grassroots unions with 25 or more union members, reaching 81% of the plan assigned by the Vietnam General Confederation of Labor.

At the meeting, the leaders of the Provincial Federation of Labor also reported on the results of 5 years of implementing Resolution No. 03/NQ-BCH dated January 11, 2019 of the Executive Committee of the Vietnam General Confederation of Labor (term XII) on trade union cadre work in the new situation. Accordingly, in recent years, the work of building a team of trade union cadres in Ninh Binh has always been of interest and focus to trade unions at all levels. Currently, the total number of full-time trade union cadres in the provincial trade union system is 63 people; trade union cadres at all levels from deputy union group leader and above are over 5,000 people, with 110,706 union members, operating at 1,102 grassroots trade unions under 13 district and city labor federations, industry trade unions and industrial park trade unions.

After 5 years of implementing Resolution 03 of the Executive Committee of the Vietnam General Confederation of Labor (12th tenure), the team of trade union cadres in the province has grown and developed sufficiently in quantity, and gradually improved in quality. Most of the trade union cadres have been trained and matured through practice; have a firm ideological stance and political stance; always believe in the leadership and innovation guidelines of the Party, properly implement the policies and laws of the State, regulations of the Trade Union organization, are enthusiastic, dedicated, responsible, and attached to the organization, to union members and workers.

Discussing at the meeting, delegates highly appreciated the results achieved in the work of developing union members and establishing grassroots unions of the Ninh Binh Provincial Federation of Labor in the past time; focusing on analyzing the reasons for the decrease in union members in the province and the low number of union members admitted in the first 7 months of the year. At the same time, they proposed solutions to overcome difficulties to accelerate the work of developing union members, in order to achieve the union member development target assigned by the Vietnam General Confederation of Labor in 2024.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the conference.

Speaking at the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the efforts of the Provincial Federation of Labor in recent times in developing union members, establishing trade union organizations as well as implementing Resolution No. 03 of the Executive Committee of the Vietnam General Confederation of Labor (term XII) on trade union cadre work in the new situation.

Faced with the reality that the work of developing union members of the Provincial Federation of Labor is still at a low level and facing many difficulties, the Standing Deputy Secretary of the Provincial Party Committee suggested that in the coming time, the Provincial Federation of Labor should make efforts to implement fundamental solutions to increase the number of newly admitted union members.

In addition to the 6 tasks and solutions proposed by the Provincial Federation of Labor in the report at the conference, the Standing Deputy Secretary of the Provincial Party Committee suggested 3 more solutions for the Standing Committee of the Provincial Federation of Labor to focus on implementing in the coming time, which are: Organize early and immediately a thematic conference to discuss the development of union members and grassroots unions in the province, in which invite leaders of district committees, city committees, affiliated party committees and sectors to participate to determine the responsibilities of each agency and unit. Organize a joint conference between the Standing Committee or Executive Committee of the Provincial Federation of Labor and the Standing Committee or Executive Committee of the Provincial Business Association to mobilize the participation of enterprises in the work of developing union members and establishing grassroots union organizations. Research, meet, exchange with individuals, and skillfully mobilize leaders of enterprises with conditions to develop union organizations and union members.

Regarding the recommendations and proposals of the Provincial Federation of Labor stated in the report at the conference, the Standing Deputy Secretary of the Provincial Party Committee said that the province will study and consider resolving them in the coming time. Regarding the proposals of the delegates at the conference, he assigned the Provincial Federation of Labor to synthesize and report to the Standing Committee of the Provincial Party Committee for study and direction of resolution. On behalf of the Standing Committee of the Ninh Binh Provincial Party Committee, he requested the Vietnam General Confederation of Labor to pay attention to and support the implementation of a social housing project in Ninh Binh province, thereby contributing to socio-economic development and enhancing the role and position of the trade union organization, creating favorable conditions for gathering and attracting workers to participate in the trade union organization.

Comrade Phan Van Anh, Vice President of Vietnam General Confederation of Labor, spoke at the conference.

Speaking at the conference, comrade Phan Van Anh, Vice President of the Vietnam General Confederation of Labor, requested the Standing Committee of the Ninh Binh Provincial Party Committee to issue a document directing party committees and authorities at all levels to participate in the work of developing union members and establishing grassroots unions in the locality. At the same time, he requested the Standing Committee of the Ninh Binh Provincial Confederation of Labor to seek the attention and leadership of party committees at all levels; absorb the instructions of comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the conference to organize immediate implementation.

He also requested the Provincial Federation of Labor to pay more attention to and better implement the work of caring for and protecting the legitimate rights and interests of union members and workers. Focus human and financial resources on the work of developing union members and establishing grassroots union organizations. Continue to innovate and adopt new methods in developing and managing union members... Strive to complete the targets of developing union members and establishing grassroots unions.
