Provincial delegation works in Vinh Long

At the meeting, the leaders of Vinh Long province welcomed the provincial delegation and introduced the potentials and strengths of Vinh Long province. The delegates also listened to the report of Vinh Long Provincial People's Committee on the results of implementing the strategy of Vietnam's cultural industry to 2020, with a vision to 2030 in the province; the report on the development of the "Strategy for cultural industry development in the period 2020-2030 associated with restructuring, construction and development of Vinh Long Provincial Radio and Television Station".

Accordingly, implementing the strategy on developing cultural industries, Vinh Long province has issued guidelines and policies; directed the Department of Culture, Sports and Tourism; provincial departments, branches and sectors and People's Committees of districts, towns and cities to develop and implement plans suitable to the practical situation of the locality; promoted propaganda work, raised awareness and responsibility of all levels, sectors and localities about the position and role of the cultural industry in socio-economic development; developed specific plans for implementation in the area; at the same time, arranged annual investment budget to implement the goals and targets according to the plan; encouraged organizations and individuals in the area to invest in building facilities to serve the activities of the cultural industry in accordance with the province's direction.

Thanks to that, Vinh Long has achieved impressive results. In particular, Vinh Long Radio and Television Station is currently producing and broadcasting programs on 4 television channels, 1 radio channel, posting on dozens of social networking platforms with specialized content that is loved and watched by audiences in the Mekong Delta region, so it always has a high and stable audience index in the top of the country.

Speaking at the meeting, Secretary of the Provincial Party Committee Doan Minh Huan expressed his special feelings when visiting the memorial site and offering incense to the late Council of Ministers Pham Hung and the late Prime Minister Vo Van Kiet and receiving a warm welcome from the leaders of Vinh Long province. He also shared his experiences and major orientations in building a strategy for developing cultural industries in Ninh Binh province. At the same time, he also suggested some contents for the delegates to focus on discussing, exchanging experiences, and developing cooperation directions in the coming time to develop the cultural industries of the two provinces commensurate with their potential and strengths.

At the meeting, delegates discussed and shared the province's mechanisms and policies in developing cultural industries, especially in the field of television such as: sharing experiences on methods of developing press economy, governance models and factors to create brand value for the Provincial Radio and Television Station; experience in organizing the production of quality entertainment programs and television dramas, attracting the attention of the audience, creating added value.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Quang Ngoc informed about the outstanding results of socio-economic development of Ninh Binh province. As a locality with many famous landscapes, historical and cultural relics favorable for the development of the cultural industry, the Chairman of the Provincial People's Committee said that the provincial leaders are paying close attention to this issue. Based on the exchanges and research in Vinh Long, the province will assign departments and branches to continue to advise to complete the project on the strategy for building and developing the cultural industry in the province in accordance with the actual situation.

On behalf of the delegation of Ninh Binh province, Secretary of the Provincial Party Committee Doan Minh Huan sincerely thanked the delegation for their reception and favorable conditions for working in Vinh Long. He emphasized: "The strategy for developing cultural industry in the period of 2020-2030" is a major policy of the Party and State, becoming a trend and being identified as an important and sustainable component, attracting resources, creating jobs, promoting competitive advantages, promoting and contributing to the growth of each locality.

This visit and working session will open up opportunities for both sides to share experiences and promote cooperation in developing cultural industries. For Ninh Binh, in the coming time, the province will focus on studying, researching, and perfecting mechanisms and policies, focusing on developing cultural industries associated with the heritage economy and the province's existing strengths, contributing to gradually realizing the goal and aspiration of building Ninh Binh into a millennium heritage city, becoming a fairly developed province in the Red River Delta by 2030, basically meeting the criteria of a centrally-run city, and becoming a centrally-run city by 2035.

On this occasion, the Secretary of the Ninh Binh Provincial Party Committee and the Secretary of the Vinh Long Provincial Party Committee presented each other meaningful souvenirs bearing the cultural imprints of the two provinces.

* Previously, the delegation of Ninh Binh province and leaders of Vinh Long province offered incense at the Memorial Site of Chairman of the Council of Ministers Pham Hung in Long Thuan A hamlet, Long Phuoc commune, Long Ho district and the Memorial Site of Prime Minister Vo Van Kiet in Vung Liem town, Vung Liem district, Vinh Long province.

In a solemn and respectful atmosphere, delegates offered incense, flowers and observed a minute of silence to commemorate the late Chairman of the Council of Ministers Pham Hung, a loyal and exemplary communist, an excellent student of President Ho Chi Minh, an excellent son of his hometown Vinh Long who made many sacrifices for the cause of building and defending the Fatherland.

The late Chairman of the Council of Ministers Pham Hung's birth name was Pham Van Thien. He was born in 1912 in Long Ho village, Chau Thanh district (now Long Phuoc commune, Long Ho district, Vinh Long province). Born and raised in a family with a tradition of education, from a young age he demonstrated erudition, talent and a devotion to the nation.

In 1930, he was admitted to the Indochinese Communist Party, working in the Party Committees of communes, districts, and My Tho province. In 1931, he was arrested by the French colonialists and sentenced to death, but due to the struggle of the people in the country together with the Communist Party and the French people, they had to reduce the sentence to life imprisonment and exile to Con Dao.

When the August Revolution succeeded, the late Chairman of the Council of Ministers Pham Hung was welcomed back to the mainland by the Party and the Government. After that, he continued his revolutionary career, participating in the resistance war against French colonialism and American imperialism with many key responsibilities such as: Secretary of the Provisional Southern Regional Party Committee, Director of the Southern Public Security Service, Political Commissar of the Ho Chi Minh Campaign Command, Secretary of the Central Office for Southern Vietnam.

In 1975, when the country was unified, he continued to be assigned important positions by the Party and State: Vice Chairman of the Council of Ministers, Chairman of the Council of Ministers, Minister of the Interior... In March 1988, he passed away suddenly, leaving our people in deep sorrow.

The provincial delegation also came to offer flowers and incense at the Memorial of Prime Minister Vo Van Kiet, an outstanding son of Vinh Long province, an excellent student of President Ho Chi Minh, who made many great contributions to the process of building and developing the country.

"Mr. Sau Dan's Garden" is the affectionate and familiar name that architects give to the Prime Minister Vo Van Kiet Memorial Area. This is a cultural project with an open, friendly and intimate space, expressing solemnity and respect and being a place for local people to play and entertain, in accordance with the Prime Minister's wishes during his lifetime. The highlight of the relic is the memorial house and the Prime Minister's living office. The exhibition house has many documents, artifacts and images vividly depicting the Prime Minister's revolutionary activities.

Writing in the guest book at the Memorial Site of Prime Minister Vo Van Kiet, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Working Delegation, emotionally wrote: I would like to light a stick of incense in memory and gratitude to Comrade Vo Van Kiet, an excellent student of President Ho Chi Minh, an outstanding leader of our people, who made many great contributions to the cause of national liberation and national renewal. He left deep feelings in all classes of our people, including the intellectuals. The century-old works associated with many important decisions of Comrade in his position as Prime Minister are always considered typical examples of the courage, intelligence and responsibility of a leader when faced with difficult choices. Future generations would like to learn from and follow his example.

* On the morning of January 13, the provincial working delegation conducted a field survey and worked with Vinh Long Provincial Radio and Television Station - one of the typical units, leading and achieving many results in the process of implementing the Cultural Industry Development Strategy for the period 2020 - 2030.

As a public service unit under the People's Committee of Vinh Long province, the Provincial Radio and Television Station has been autonomous, currently the Station has ensured regular and investment expenditures. The Station has always fulfilled its political tasks as a press agency, constantly improving the quality of content and techniques of radio and television programs, expanding the production of program channels to serve the information and propaganda work and the cultural and spiritual enjoyment needs of all classes of people.

With the motto "Where there is an audience, there is Vinh Long Television", the station currently has 5 program channels, broadcasting 24/24 hours; the station also owns the largest number of Youtube channels among the press and media agencies in Vietnam with 5 gold button channels, 33 silver button channels, nearly 30 million followers, about 20 billion views.

From the accumulated resources, the Station has proactively invested in developing career activities, contributing to the local budget revenue, improving the material and spiritual life of officials and employees; at the same time, actively implementing social security activities. In 2023, the total funding expenditure of the Station in the form of paying money into the budget for key projects in the province is 530 billion VND.

Through the field survey, the provincial leaders and members of the Working Group were very impressed and highly appreciated the results of the activities of Vinh Long Provincial Radio and Television Station. At the same time, they exchanged and shared experiences with the Board of Directors of the Station on a number of contents such as: Organizational structure, staffing; management model of the Station; training, fostering, attracting human resources; digital transformation and financial management of the Station; experiences in the process of producing and linking program production, content censorship, improving quality, attracting a large audience; solutions to attract advertising, overcoming the current situation of declining revenue in traditional channels.

The provincial leaders also suggested to the station about the issue of coordinating the production of film works in Ninh Binh province. In the immediate future, works about the people, culture and history of the ancient capital can be produced to promote and introduce to the audience.

On behalf of the working delegation, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee thanked the Board of Directors, officers and employees of Vinh Long Radio and Television Station for taking the time to welcome and work with the delegation. The results and experiences in the process of building and developing the Station, especially the contributions to the cultural industry, are valuable lessons for Ninh Binh to learn and apply in the future.

The Chairman of the Provincial People's Committee also sent his congratulations and hoped that the Station would continue to promote the tradition of the Labor Hero unit in the renovation period to create more quality television products to serve political tasks as well as the cultural and entertainment needs of the people.
