Receiving and working with the delegation were Chairman of the Provincial People's Committee Tran Ngoc Tam, Permanent Vice Chairman of the Provincial People's Committee - Head of the National Assembly Delegation of the province Nguyen Truc Son, representatives of the leaders of the National Assembly Delegation of the province, representatives of the Standing Committee of the Provincial People's Council, representatives of departments, branches, leaders of banks, associations, unions and enterprises.
At the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son reported on the situation of production and business, investment and construction, import and export. At the same time, he pointed out the existing problems and difficulties and proposed solutions to promote development. The leaders of Ben Tre province recommended that the Government direct relevant ministries and branches to strengthen management and implement solutions to improve transparency and compliance with regulations in the operations of enterprises to facilitate access to credit capital and other preferential policies, ensuring that the policies are truly implemented.
Central ministries and branches should consider proposing to supplement regulations on investment preparation time and project preparation in the Law on Public Investment and the Law on Construction, in order to promptly complete project dossiers so that construction bidding can be carried out as soon as capital is allocated for project implementation. At the same time, promptly guide the process, order and procedures for implementing investment projects to build commercial housing and urban areas to serve as a basis for implementation, creating synchronization and general unity.
Pay attention to allocating annual budgets to support localities in effectively implementing Decision No. 1804/QD-TTg of the Prime Minister. Ministries and branches have specific guidance documents on documents and procedures for each policy stipulated in Decision No. 1804/QD-TTg of the Prime Minister, especially policies to support investment in infrastructure and product processing; trade promotion, market expansion.

In addition, Ben Tre also made specific recommendations to each central ministry and branch to help the province overcome the difficulties it has encountered. Leaders of provincial departments and branches participated in the speech to clarify the advantages and difficulties of the province, hoping to soon receive support from the central government to overcome them.

Members of the Central working group clarified many issues raised by the province. Central ministries and branches will have specific written responses to some recommendations.

Concluding the meeting, Governor of the State Bank of Vietnam Nguyen Thi Hong said: In the context of the Covid-19 pandemic, the province has made efforts to overcome difficulties and achieved many important results. The province's solutions to focus on trade promotion, focusing on the Chinese market are reasonable. The province is determined in implementing public investment.
However, the province’s economic scale is still small. Policy mechanisms have improved but are not attractive enough for investors. Some projects are still stuck… The province has identified a number of difficulties that need appropriate solutions. To achieve the set economic growth target, the province needs to continue to implement well the direction of the Government and the Prime Minister, focusing on export, consumption and investment.
Towards the province, pay attention and promptly complete the planning according to the conclusion of the Prime Minister; implement solutions to restructure the economy in accordance with local realities. Apply high technology to the province's key products to meet the domestic and export markets. Develop the deep processing industry, develop industrial park infrastructure to attract investment, harmoniously develop the socio-economy associated with the environment, national defense and security. Build good policies and mechanisms to pave the way for socio-economic development. Promote administrative procedure reform, improve competitiveness. Timely dialogue to resolve difficulties and problems for people and businesses.
The province's proposals and recommendations are very detailed and specific. The working group synthesizes them completely, completes the division of the authority to resolve, the time to resolve, and the implementing unit. Then, send them to the Ministry of Planning and Investment.
