On the afternoon of June 13, the Central Economic Commission's working delegation had a working session with Lao Cai Provincial Party Committee on the implementation situation and the summary of 10 years of implementing Resolution No. 30-NQ/TW and Conclusion No. 82-KL/TW.
Attending the conference, the delegation of the Central Economic Commission included comrade Nguyen Duy Hung, Deputy Head of the Central Economic Commission's Executive Board as Head of the delegation and members of the delegation.
Receiving and working with the delegation, Lao Cai province had comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; leaders of the Provincial People's Committee; leaders of a number of provincial departments and branches.

Report on the results of 10 years of implementing Resolution 30-NQ/TW dated March 12, 2014 of the Politburo and Conclusion 82-KL/TW on continuing to arrange, innovate and develop, improve the operational efficiency of agricultural and forestry companies presented by Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee at the working session assessed: The work of arranging and innovating agricultural and forestry companies according to Resolution No. 30 and Conclusion No. 82 of the Politburo is very necessary, in line with the country's innovation process, in order to strictly manage and improve the efficiency of land use, forest resources, associated with restructuring the agricultural sector, contributing to economic development, ensuring national defense and security. By the end of 2017, Lao Cai province had completed the arrangement and equitization of agricultural and forestry companies on schedule and was recognized by the Government as one of the leading localities in the country.

To effectively implement the resolution, the Standing Committee of Lao Cai Provincial Party Committee organized a conference for key officials in the whole province to study, learn and thoroughly grasp the related contents; directed the Party Committee of the Provincial People's Committee and related sectors to concretize the resolution through action programs, directives, projects, plans into goals, tasks and solutions suitable to the actual conditions of the locality; strengthened inspection, supervision and urging, accelerated the progress of the equitization process and the reorganization of agricultural and forestry companies and state-owned agricultural and forestry farms in accordance with the direction of the Central Government. At the same time, institutionalizing the development of programs and projects to implement the resolution, the Provincial People's Committee established a Steering Committee for the reorganization, innovation and development to improve the operational efficiency of agricultural and forestry companies.


Before the reorganization and renovation, Lao Cai province still had 4 state-owned agricultural and forestry companies holding 100% of the charter capital, including: Thanh Binh Tea One Member Co., Ltd., Phong Hai Tea One Member Co., Ltd., Bao Yen Forestry One Member Co., Ltd. and Van Ban Forestry One Member Co., Ltd. The province has developed a specific reorganization and renovation plan for Thanh Binh Tea One Member Co., Ltd. and Phong Hai Tea One Member Co., Ltd. to be transformed into joint stock companies with no state holding shares; Bao Yen Forestry One Member Co., Ltd. and Van Ban Forestry One Member Co., Ltd. continue to maintain, consolidate and develop state-owned forestry companies holding 100% of the charter capital to perform the task of producing and supplying public products and services.


At the meeting, delegates discussed and clarified the results achieved in implementing Resolution No. 30 and Conclusion No. 82 of the Politburo in the province; specifically analyzed some advantages, shortcomings and limitations of agricultural and forestry companies in the province.
In order for the arrangement, innovation and development to improve the operational efficiency of agricultural and forestry companies in the province to become more practical and effective, Lao Cai Provincial Party Committee recommends and proposes to the Government Party Committee to continue to pay attention to and direct the Government and central ministries and branches to consider and have specific mechanisms and policies for agricultural and forestry companies, including supporting loans with preferential interest rates, supporting training to improve workers' skills, supporting the application of science and technology... to effectively manage and use existing resources; Consider supporting the province from the central budget with 70% of the funding to implement the Project to strengthen management of land originating from state-owned farms and forestry farms in Lao Cai province according to Decision 32/QD-TTg dated January 7, 2020 of the Prime Minister (about 157.8 billion VND), because Lao Cai is a mountainous province, economic conditions still face many difficulties, the ability to arrange funding from the local budget is still limited.
Propose to the Party Committee of the Ministry of Agriculture and Rural Development to have a mechanism to create conditions for one-member limited liability forestry companies assigned by the State to manage many natural areas to participate in the carbon credit market and receive payment for absorbing and storing carbon from forests.

Speaking at the meeting, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, assessed: Resolution No. 30 is very important, defining in detail and specifically the goals, tasks, solutions... Lao Cai Provincial Party Committee has actively and systematically implemented it from the stage of thoroughly understanding the content of the resolution to planning, developing projects, organizing implementation...
The Standing Deputy Secretary of the Provincial Party Committee said that the arrangement and innovation must ensure efficiency, and it is necessary to study the conversion of the model of State-owned forestry companies holding 100% of charter capital appropriately to exploit advantages and develop. In reality, there is an overlap of forest land between forestry companies and people, to solve the problem at its root, it is necessary to measure and standardize the land database. He suggested that the central ministries and branches pay attention to this content so that localities have a basis to resolve it completely, creating favorable conditions for management work.

Comrade Nguyen Duy Hung, Deputy Head of the Central Economic Commission, said that the working session with Lao Cai Provincial Party Committee provided valuable information to help the delegation make accurate assessments in the summary report of 10 years of implementing the resolution nationwide. In particular, the opinions exchanged and discussed by Lao Cai province provided the most fundamental and innovative recommendations, solving practical problems arising in the process of implementing the resolution. The delegation will synthesize and report to the Politburo and the Secretariat for research and direction on solutions to overcome the problems, in order to promote the role and importance of forestry companies in the coming years, contributing to preserving forests in places of strategic importance for national defense and security.
