At the meeting, Associate Professor Dr. Nguyen Anh Thi, Head of the Management Board of Ho Chi Minh City High-Tech Park, reported on the practical development of high-tech parks, high-tech enterprises, and solutions to attract and employ intellectuals, experts, and scientists working at SHTP.
Established in 2002, after more than 20 years of formation and development, SHTP has synchronously deployed 7 functional zones according to the master plan approved by the Prime Minister, creating a favorable environment to attract investment for development.
The total state budget capital invested in building SHTP infrastructure, as of April 30, 2023, has been disbursed over 10,000 billion VND, including: Compensation, resettlement, social security over 4,800 billion VND; planning, infrastructure construction over 4,700 billion VND; science and technology infrastructure, research and development - training - incubation nearly 480 billion VND; preparation for the Science and Technology Park project is 3.8 billion VND. Of which, the central budget supports nearly 2,000 billion VND, the city budget invests over 8,100 billion VND.
To date, SHTP has attracted 160 projects, including 70 high-tech manufacturing projects; 19 high-tech service projects; 19 research and development (R&D) projects; 9 training and incubation projects; 23 high-tech supporting industry projects; 9 trade and service projects and 11 infrastructure development projects. Among the 51 FDI projects, there are world-famous high-tech corporations such as: Intel, Jabil (USA), Nidec, Nipro, NTT (Japan), Samsung (Korea), Datalogic (Italy),.... Total foreign direct investment capital including new and increased capital is over 10 billion USD/51 projects (average investment capital of 198 million USD/project) and total domestic investment capital is nearly 2 billion USD/109 projects (average investment capital of over 18 million USD/project).
The export turnover of high-tech products has increased gradually every year, reaching nearly 21 billion USD in 2021 (accounting for nearly 52% of Ho Chi Minh City's export turnover), 23 billion USD in 2022 and expected to reach 26 billion USD in 2023. The total workforce in SHTP projects, as of the end of 2022, is nearly 52,000 people, including 570 foreign workers. SHTP has cooperated with Ho Chi Minh City National University, along with institutes and schools to implement R&D, training, incubation, and high-tech enterprise activities, achieving some initial results such as providing high-quality human resources for enterprises, training and retraining, and some cooperation on national and city-level science and technology topics.
“In addition to the important results in attracting investment, contributing to the import-export turnover of Ho Chi Minh City and the whole country, the important thing is that the City High-Tech Park has formed strong industry ecosystems and science and technology infrastructure, laying the foundation for the development of SHTP in the next stage with a focus on developing endogenous capacity. SHTP has a vision to become a small urban area of science and technology, innovation, the nucleus and new growth engine of the key economic region in the South and the whole country by 2045,” emphasized Associate Professor, Dr. Nguyen Anh Thi.

Mr. Nguyen Anh Thi added that, up to now, the number of foreign science and technology experts and overseas Vietnamese experts working in SHTP enterprises is 570 people and more than 20 overseas Vietnamese experts have returned to work under the collaborator mechanism and 5 experts under the policy mechanism to attract experts and scientists in the fields that the City needs. The activities of foreign experts and overseas Vietnamese have brought about some important results and connections in promoting science and technology activities as well as in investment promotion, international cooperation, and connections in the relationship between international organizations and the Management Board, enterprises, institutes and schools.
In recent years, the intellectuals working at SHTP have promoted their roles and experiences well and have made great contributions to the development of the units, helping SHTP achieve certain results, especially in the field of research, mastering technology in a number of fields with high-tech products being commercialized and helping to expand international relations. In particular, young intellectuals trained abroad have brought a professional atmosphere to research and development activities, thereby stimulating young intellectual teams to absorb and learn professional working styles.

Speaking at the meeting, Head of the Central Propaganda Department Nguyen Trong Nghia highly appreciated the activities of the High-Tech Park after more than 20 years of establishment and development, proving the correctness of Ho Chi Minh City in its approach and method of project implementation, thereby forming a National High-Tech Center - a place to concentrate and link research and development activities, high-tech application; high-tech incubation, business incubation, high-tech human resource training; production and trading of products, and provision of high-tech services. SHTP has made an important contribution to implementing the Resolution of the City Party Congress through the terms - shifting the economic structure to improve the quality of growth towards high-tech industry. Ho Chi Minh City has pioneered in demonstrating the correct policy of the Central and the City on high-tech development solutions in the strategy of industrialization and modernization of the country and international integration. SHTP has made an important contribution to the work of building institutions for high-tech activities and is considered the most successful unit among the national High-Tech Parks.
The Head of the Central Propaganda Department emphasized that the focus of the Ho Chi Minh City High-Tech Park in the coming period is to develop endogenous capacity, focusing on developing fundamental industries and fields with high spillover effects at the national level, associated with strong industry ecosystems that have been formed and fully exploiting the opportunities of the fourth industrial revolution on the basis of exploiting strengths in highly qualified human resources, scientific and technological potential and innovation. It is necessary to continue to create conditions for developing the quality of human resources from available human resources, encourage learning, improve professional qualifications; strengthen research and training cooperation with institutes and schools under Ho Chi Minh City National University to train high-tech human resources according to the requirements of businesses...
In addition, continue to hire foreign experts to provide in-depth training for the existing intellectual team, or send them abroad for training to help local human resources quickly access new technologies and integrated technologies, so as to achieve the goal of becoming a mature High-Tech Park of world-class standards by 2030, operating according to the model of a science and technology park, in which expanding and supplementing the functions of the 197-hectare Science and Technology Park is an important and strategic task.
After the working session, the delegation visited and learned about the International Electronics Training Center (IETC), which trains human resources in the field of electronic product design, product development, and operation of globally competitive electronic factories.

IETC officially came into operation on March 25, 2023, as a cooperation model between the High-Tech Park Training Center (SHTP Training) and Sun Electronics Company (an electronics startup co-founded by Vietnamese experts in Silicon Valley and domestic intellectuals, experts, and entrepreneurs). IETC has the function of providing training programs according to IPC (International Process Control) standards, a standard widely applied by world technology corporations; training programs on management and operation of electronics manufacturing plants according to international standards; training programs on product design according to international standards and regulations. The training programs are designed by Vietnamese experts in Silicon Valley and directly taught in the initial phase. This is a pilot public-private partnership model aimed at connecting Vietnamese intellectuals and experts in Silicon Valley with domestic intellectuals, experts and entrepreneurs to acquire and transfer knowledge and technology in the fields of electronics and semiconductor microchips into the country.
Previously, the Management Board of Ho Chi Minh City High-Tech Park signed a cooperation agreement with Synopsys Company to establish the model of the High-Tech Park Chip Design Training Center (SHTP Chip Design Center - SCDC). SCDC and IETC are two very important tools, forming a complete training ecosystem at Ho Chi Minh City High-Tech Park, contributing directly to improving the quality of human resources for two priority development stages of Vietnam in the electronics and microchip industries: microchip design and microchip application, contributing to the goal of making Vietnam a semiconductor microchip design center of the region and the world.
