Head of the Central Economic Commission Tran Tuan Anh said that the preliminary report of Resolution 36-NQ/TW of Ha Tinh comprehensively summarized and evaluated the province's socio-economic results in general and marine economy in particular.

On the afternoon of November 15, the Central Economic Commission's working delegation led by Politburo member - Head of the Central Economic Commission Tran Tuan Anh had a working session with the Provincial Party Standing Committee on the implementation results of Resolution 36-NQ/TW dated October 22, 2018 of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 (Resolution 36).

Attending the meeting were Deputy Head of the Central Economic Commission Nguyen Duy Hung; Deputy Chairman of the National Assembly's Committee for Science, Technology and Environment Ta Dinh Thi; Lieutenant General Nguyen Trong Binh - Deputy Chief of the General Staff of the Vietnam People's Army and members of the delegation.

On the side of Ha Tinh province, there were Secretary of the Provincial Party Committee Hoang Trung Dung, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung, Chairman of the Provincial People's Committee Vo Trong Hai, members of the Provincial Party Committee Standing Committee; leaders of the People's Council, People's Committee, and National Assembly Delegation of the province.

Implementing Resolution 36-NQ/TW, the Provincial Party Committee has issued an action program to thoroughly grasp and concretize the viewpoints, goals, requirements and solutions of the resolution with the goal of "Making Ha Tinh a strong and rich province from the sea". Up to now, it can be assessed that the resolution has basically entered life and achieved some results. Ha Tinh's human development index maintains its 17th position in the country; per capita income reaches 50 million VND/person/year (an increase of 13 million VND compared to 2018). Up to now, the province no longer has poor districts, poor communes, or particularly disadvantaged communes in coastal areas.

The province has also completed remediation of the marine environment after the environmental incident; the quality of the marine water environment is guaranteed according to national technical standards.

Propaganda work has been focused on, contributing to raising awareness of the marine economy and sovereignty over seas and islands. The system of mechanisms and policies on the sea deployed in the province has been issued and implemented relatively synchronously, associated with regional linkages.

Marine and coastal economic sectors have developed and promoted the local potential. Vung Ang Economic Zone with a number of coastal industries such as metallurgy and electricity has contributed significantly to the province's growth. Sea tourism in general has been negatively affected by the COVID-19 pandemic, but so far, the number of visitors has recovered by more than 80% compared to the pre-pandemic period. The province is calling for investment in implementing large-scale, modern coastal sports and tourism projects.

Aquaculture and seafood exploitation activities are generally stable. The province has focused on implementing drastic measures to propagate and combat IUU fishing; modernizing fishing fleets, gradually reducing fishing fleets operating in coastal waters.

The province also focuses on mobilizing resources and encouraging economic sectors to invest in sustainable marine development. In the past 5 years, over 3,000 billion VND has been mobilized and allocated from the state budget to invest in transport infrastructure, sea dykes, tourism, and military; contributing to exploiting the potential and advantages of the sea and developing the economy of coastal areas.

Besides the achieved results, there are still limitations such as: the marine economy has not developed commensurate with its potential; the quality of human resources in the marine sector is still low; illegal fishing and IUU violations still occur.

Mr. Ta Dinh Thi - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment said that Ha Tinh needs to pay more attention to national marine spatial planning.

Discussing at the working session, members of the Central Economic Commission's working delegation basically agreed with the report's content and highly appreciated the results Ha Tinh achieved in implementing Resolution 36-NQ/TW.

Affirming that Ha Tinh is a locality with great potential and room for marine economic development, the delegates also oriented the province to solutions to promote its potential and advantages in developing marine tourism services, industries associated with the sea and coastal areas, and developing logistics...

Delegates said that it is necessary to review and evaluate the quality of labor in developing the marine economy; pay attention to national marine spatial planning; develop the marine economy in conjunction with ensuring the environment, national defense and security; invest in completing the infrastructure system for natural disaster prevention, sea dykes, river dykes; promote tourism, service, and coastal projects...

Chairman of the Provincial People's Committee Vo Trong Hai raised a number of problems and proposed a number of contents to promote Ha Tinh's marine advantages.

Speaking at the meeting, Ha Tinh Provincial Party Secretary Hoang Trung Dung provided further information on the province's socio-economic development results and pointed out a number of limitations and difficulties that have led to marine economic exploitation not being commensurate with its potential.

The Secretary of the Ha Tinh Provincial Party Committee also proposed that the Central Economic Committee report to the Politburo for early termination of the Thach Khe iron ore mining project so that the province can develop its marine economic potential. Pay attention to supporting the locality in building a logistics center to attract goods from provinces in and outside the region, continue to promote export activities; pay attention to effectively exploiting the Laos - Vietnam port. Actively call for businesses to invest in the railway project connecting Vientiane to Vung Ang port, promoting the development of the country's transportation system.

Provincial Party Secretary Hoang Trung Dung also hopes that central ministries and branches will speed up the implementation of the project to upgrade the Ke Go Lake flood channel and other projects related to climate change, contributing to minimizing the damage caused by natural disasters and floods to the people of the province.

Appreciating the results achieved by Ha Tinh in implementing Resolution 36-NQ/TW, the Head of the Central Economic Commission suggested that in the coming time, the Standing Committee of the Ha Tinh Provincial Party Committee continue to closely follow the contents, viewpoints, goals, requirements and solutions of the resolution for implementation. At the same time, organize research and implement the Party's resolutions, the National Assembly's and Government's action programs to continue exploiting potentials, advantages, and mechanisms and policies in socio-economic development.

The Head of the Central Economic Commission also assigned ministries and branches to seriously absorb Ha Tinh's opinions in implementing Resolution 36-NQ/TW and implementing socio-economic development strategies, especially urgent and critical tasks.

Regarding Ha Tinh's proposal regarding the Thach Khe iron ore mining and processing project, the Head of the Central Economic Commission emphasized that the Politburo's conclusion on the development of the mining and metallurgical industry clearly emphasized the viewpoint of managing and exploiting resources economically and effectively on the basis of ensuring environmental protection conditions. The Government has also directed ministries and branches to resolutely, in which the Ministry of Planning and Investment was assigned to preside over, collect opinions from ministries and branches, and study and develop a plan to report to the Politburo.

The Head of the Central Economic Commission affirmed that there will be professional accompaniment and coordination as well as reviewing the Party's viewpoints and policies, together with relevant agencies, making specific proposals to the Government and the Prime Minister in upcoming decisions.
