Within the framework of the field research program in Ninh Binh, on the morning of October 6, the delegation of cadres and students of the Training Course, updating knowledge and skills for planning cadres, members of the Party Central Committee (term XIV) and provincial leaders came to offer incense at the Hoa Lu Ancient Capital National Special Relic Site.

Attending the incense offering ceremony were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duy Bac, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics, Head of the delegation of cadres and students of the Training Class; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Training Class; comrades in the class executive committee and students; leaders of the Provincial People's Committee, a number of departments and branches of the province and Hoa Lu district.

At the Hoa Lu Ancient Capital Special National Relic Site, in a sacred and respectful atmosphere, delegates respectfully offered incense before the ancestral shrine of Emperor Dinh Tien Hoang to commemorate the person who defeated the 12 warlords, established the first centralized feudal state in Vietnam, and opened a new period of independence and development for the nation.

The delegation offered incense at the Temple of King Le Dai Hanh, expressing gratitude to the person who continued to build and protect the country after the Dinh Dynasty in the 10th century. In Vietnamese history, King Le Dai Hanh was not only an emperor who made great contributions in fighting against the Song, pacifying the Cham, preserving and consolidating national independence, but also had many achievements in diplomacy, building and developing the Dai Co Viet State.

Before the spirit of the ancestors, the delegation of cadres, students of the Training Class and provincial leaders expressed their determination to promote the heroic tradition of their ancestors, continue to unite, be dynamic, creative, join hands, be unanimous, determined to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the Party Congresses at all levels for the 2020 - 2025 term; build the country to be increasingly prosperous and happy, striving by 2030 - the 100th anniversary of the founding of the Party, to be a developing country with modern industry and high average income. Strive by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, to become a developed country with high income. In the general development process of the country, Ninh Binh strives by 2035 to become a centrally-governed city with the characteristics of a millennium heritage urban area and a creative city.
