The People's Committee of Ho Chi Minh City has decided to administratively sanction Tan Nha Vinh Trading - Production Company Limited (abbreviated as Tan Nha Vinh Company) whose legal representative and general director, Ms. Tran Duy Kieu, is also responsible.

According to the decision, Tan Nha Vinh Company has built a real estate business project and a housing construction investment project behind schedule.

Specifically, the Tan Nha Vinh housing development project (Thoi An ward, district 12) invested by Tan Nha Vinh Company was approved for investment, with construction period from 2013 to June 30, 2015.

However, by July 2024, the project has not been completed, and the project implementation time and progress have not been adjusted (the apartment building has not been built, but 33/169 garden townhouses have been built).

In addition, the investor started construction of the project without having the construction drawings of the project and project items approved.

Specifically, the Tan Nha Vinh housing project was approved by the People's Committee of District 12 to locally adjust the detailed urban construction planning project at a scale of 1/500, including changes in the number of plots and population size of the project.

Therefore, Tan Nha Vinh Company must carry out procedures to approve re-investment in the project according to regulations.

However, Tan Nha Vinh Company has not yet approved the re-investment of the project and continued to start construction on the plots in the project (plots A5, A28 have completed pile driving, are constructing the foundation, plots A14, A19, B10, B12, B14, D18, D28, D39 have completed pile driving).

All foundations under construction currently do not have approved construction drawings or project items.

With the above series of violations, Tan Nha Vinh Company was fined by the Ho Chi Minh City People's Committee with a total fine of 570 million VND.

At the same time, the People's Committee of District 12 also decided to administratively sanction Tan Nha Vinh Company for constructing a project that did not comply with the approved construction design in cases where a construction permit was exempted.

District 12 People's Committee has listed the completed and currently occupied projects at Tan Nha Vinh housing project that were built not in accordance with the approved design drawings.

Specifically, there are dozens of constructions within this project that violate at various levels.

Therefore, the People's Committee of District 12 fined the company 90 million VND and required the company to stop construction, forcing Tan Nha Vinh Company to complete the documents according to legal regulations.

Many years of investment project, public opinion speaks out, violations revealed

The Tan Nha Vinh housing project has recently become a "hot spot" when people continuously file complaints and lawsuits to all levels, forcing the Government Office and the Ministry of Construction Inspectorate to forward the petition to the Ho Chi Minh City People's Committee and request a report.

In addition, the Tax Department of District 8 (HCMC) has issued a document transferring the tax incident report to the investigation agency to the police team investigating crimes on economic management order and positions of District 8 Police against Tan Nha Vinh Trading - Production Company Limited.

In addition, District 8 Tax Department also issued a document on transferring information to coordinate the investigation to the Economic Police Department of Ho Chi Minh City Police regarding Tan Nha Vinh Company.

Recently, the office of the Ho Chi Minh City Police Investigation Agency has sent a form to transfer information about crimes to the Ho Chi Minh City Police Economic Police Department from many people about Tan Nha Vinh Company's property appropriation.

Previously, Tuoi Tre Online reported on "Spending billions investing in a housing project in Ho Chi Minh City, many people are calling for help", after that, the authorities stepped in, inspected the project and "exposed" many violations even though this was a large-scale project, developed over many years.
