At the same time, the Ministry also announced a draft circular amending and supplementing a number of articles of the regulations on university and college admissions in preschool education. Both of the above documents have many new points that directly affect students in grade 12, especially in choosing graduation exam subjects.

Sharing in the program, Dr. Nguyen Duc Nghia, former Vice President of Ho Chi Minh City National University, acknowledged that some adjustments to the high school graduation exam and university admission are currently in the draft stage for comments before being officially issued. Although only drafted, information about the picture of the graduation exam and university admission has been shaped quite clearly. In particular, the 2025 high school graduation exam has many changes compared to before and leads to many changes in the university admission plan.
In 2025, the Ministry of Education and Training finalized a plan for the high school graduation exam with 4 subjects, in which candidates must take compulsory exams in literature, math and 2 elective subjects from the remaining subjects studied in grade 12 (foreign language, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology). Not only will the number of subjects and the way of calculating scores for high school graduation recognition be reduced compared to before, but special changes will also be made to the exam questions.
CHANGE THE UNIVERSITY ADMISSION COMBINATION
Regarding university admissions, according to the draft document amending and supplementing the admission regulations that the Ministry is seeking opinions on, early admission is a content expected to have strong adjustments compared to before. In addition, new points directly related to TS include changes in the admission combination next year.
Sharing in the program, Master Truong Thi Ngoc Bich, Director of the Media Center of Ho Chi Minh City University of Economics and Finance, said that in previous years, the school used 4 main admission methods including: admission based on high school graduation exam results, considering the scores of the Ho Chi Minh City National University's competency assessment exam and 2 methods based on high school transcripts. In 2025, the school also plans to use admission methods based on high school graduation exam scores, Ho Chi Minh City National University's competency assessment exam scores and methods in the early admission stage. The school will announce specific admission methods after the official regulations of the Ministry of Education and Training are available.
Master Nguyen Tran Ngoc Phuong, Marketing and Brand Development Director of Ho Chi Minh City University of Technology, expressed his support for the policy of the Ministry of Education and Training in recognizing diverse admission methods, ensuring diverse admission opportunities for students. In particular, for the admission method based on transcripts, the draft requires schools to consider students' 12th grade scores as well, this adjustment is necessary. "If the draft becomes official, in 2025, the school is expected to have 4 methods: high school graduation exam scores, Ho Chi Minh City National University's competency assessment exam scores, V-SAT exam scores and transcript results based on the total score of 3 subjects in 12th grade," shared Master Phuong.
Master Truong Quang Tri, Deputy Head of Student Affairs Department of Nguyen Tat Thanh University, also said that up to this point, the school has also planned the admission methods for 2025. Specifically, including: considering based on high school graduation exams; considering academic records; considering scores of competency assessment exams of Ho Chi Minh City National University, Hanoi National University and specialized competency assessment exams of Ho Chi Minh City University of Education; direct admission. The school has planned this plan and will announce it when the Ministry of Education and Training issues official admission regulations. Regarding the orientation of building the combination of admission subjects, Master Tri shared: "The school will balance the combination of admission subjects so that students have the best choice, but basically keep it stable compared to last year".

C CHOOSE SUBJECT COMBINATION ACCORDING TO CAREER ORIENTATION
Regarding the choice of subjects, Dr. Nguyen Duc Nghia acknowledged: "In fact, which subjects students should choose for the graduation exam and which subjects universities should choose for admission is a rather complicated issue next year". From the learner's perspective, Dr. Nghia said that according to the 2018 General Education Program, students have chosen subjects since grade 10. Therefore, when students choose 2 elective subjects for the graduation exam at this time, they are essentially choosing again from the subjects they have chosen to study since grade 10. Therefore, not all students can choose 4 graduation exam subjects according to 36 different choices when combining all 9 elective subjects".
Dr. Nghia further analyzed: "So how do universities propose admission subject combinations to suit students' choices, especially when there are new subjects such as: information technology, technology, economic education and law? Will the schools propose admission subject combinations with these new subjects?". Answering the above question, the former Vice President of Ho Chi Minh City National University said: "Up to this point, perhaps both students and universities are "looking at each other". Universities do not know which direction students are choosing graduation exam subjects in order to propose appropriate admission subject combinations. On the contrary, students do not know which combination schools are selecting to choose appropriate exam subjects. Therefore, it is necessary to find a suitable solution for students as well as universities when participating in admissions".
Dr. Nghia proposed: "A common solution that can be proposed is that universities consider admission based on the total score of 4 graduation exams of students, avoiding the situation of offering admission combinations that few students use. Or schools offer 36 admission combinations that students can choose from according to graduation exam subjects. All students can choose admission combinations". However, Dr. Nghia is concerned: "There is a common constraint in the goal of the 2018 General Education Program, which is career orientation. Allowing students to choose subject combinations but not according to career orientation will reduce the educational goals of the program and reduce the career orientation goal when considering university admission".
C CHOOSE SUBJECTS ACCORDING TO YOUR STRENGTHS AND FAVORITE
In response to the concern of a parent (HCMC) about whether to choose a subject according to the traditional combination or a combination containing new subjects, Dr. Nguyen Duc Nghia shared: "Through contact with students and parents, we clearly see this concern". According to Dr. Nghia, previous statistics show that up to 95% of students when applying for university admission choose traditional admission combinations such as: math - physics - chemistry (A00), math - physics - English (A01), math - literature - English (D01), literature - history - geography (C00)... But now, with the new score of the graduation exam, choosing a graduation subject that is suitable for the university's admission method is not only a concern for students but also for universities.
"In this context, if universities still maintain traditional combinations, there will be shortcomings when the 2018 General Education Program has added new subjects such as technology, information technology, economic education and law. The advice for students at this time is to choose graduation exam subjects based on their strengths, favorite subjects and the ability to achieve the highest score," Dr. Nguyen Duc Nghia advised.
Universities guide the selection of subject combinations for admission
The University of Economics and Law (Ho Chi Minh City National University) plans to apply 5 admission combinations for all majors. Specifically, they include: math - English - literature, math - English - physics, math - English - information technology, math - English - economic and legal education, math - physics - chemistry.
Ho Chi Minh City University of Industry also plans to have more admission combinations for 2025. In particular, the combinations are expected to expand to include new subjects in the 2018 General Education Program. However, each combination still includes 3 subjects according to the principle of having 1-2 core subjects required for a major.
Ho Chi Minh City University of Education also plans to adjust the admission combination to suit the high school graduation exam subjects from 2025 but ensure the principle of 3 subjects in the combination. Accordingly, it will still maintain the admission combinations of 2024 in the methods using high school graduation exam scores suitable for the subjects from 2025. At the same time, the school will adjust the combinations that are no longer suitable.
Ho Chi Minh City University of Industry and Trade also plans to have 4 admission groups and each group consists of 3 subjects for each training major. In which, mathematics is considered the main subject in the admission group for majors: information technology, accounting, finance and banking and engineering majors. Literature is the main subject in the admission group for majors related to administration and society such as: tourism and travel service management, economic law. English is the main subject in the admission group for majors: English language and Chinese language.
Ho Chi Minh City University of Technology is expected to have no major adjustments to the admission subject combinations compared to last year and there will be no difference in the admission combination between the high school graduation exam score and high school transcript review methods.
Nguyen Tat Thanh University also plans to build a combination of subjects for admission in accordance with the draft amendments to the admission regulations of the Ministry of Education and Training. Accordingly, the combination of subjects will have at least 3 subjects, including compulsory subjects of math or literature.
Ho Chi Minh City University of Economics and Finance wants to provide a solution for students to choose a subject combination that is suitable for the chosen subject at high school level, and at the same time, suitable for the requirements and characteristics of the training industry, which is important.
