On December 11, the People's Committee of Hai Chau District, Da Nang City responded to information that an official of the District's Urban Regulation Inspection Team was reported to have collected money from people who violated public order through their personal accounts.
According to the People's Committee of Hai Chau District, on December 9, 2024, Mr. Nguyen Van Que (an official of the District Urban Regulation Inspection Team assigned to work at the People's Committee of Hai Chau 2 Ward) and functional forces of the People's Committee of Hai Chau 2 Ward inspected urban order at the K269 Ong Ich Khiem Alley, Da Nang.
During the patrol, the authorities discovered Ms. Huynh Thi Ha (residing in Son Tinh, Quang Ngai) parking her motorbike and cargo box... on the K269 Ong Ich Khiem alley, affecting traffic safety and order.
Mr. Nguyen Van Que made a record of administrative violations according to the provisions of Point b, Clause 3, Article 12 of Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government with a fine of 500,000 VND to 1 million VND (average fine is 750,000 VND). Ms. Huynh Thi Ha admitted to the violation and voluntarily signed the record of administrative violations.
The behavior of urban regulations officers was reflected by people on the social networking site Facebook.
According to the prescribed procedures, after drawing up a record of administrative violations, the People's Committee of Hai Chau 2 Ward will issue a decision to impose administrative penalties. After receiving the decision to impose administrative penalties, citizens will pay the fine and present the fine receipt to the competent authority.
Because she lived far away, Ms. Huynh Thi Ha proposed to pay the fine immediately and was instructed by Mr. Nguyen Van Que to write a deposit paper to pay the fine in the amount of 750 thousand VND, the exact amount of the fine that must be paid when there is a decision to punish the administrative violation.
Because she did not have enough cash, Ms. Huynh Thi Ha asked for Mr. Que's account number to transfer money to help pay the fine and Mr. Que provided his personal account number to transfer the money.
According to the People's Committee of Hai Chau district, although Mr. Nguyen Van Que's actions stemmed from the idea of helping citizens, without any sense of profit (receiving the exact amount of money citizens had to pay in fines), he did not follow the correct procedures prescribed by law, creating bad public opinion.
Therefore, the District People's Committee has temporarily suspended official Nguyen Van Que from work for 15 days from December 11 so that the authorities can conduct an inspection, clarify, and handle the case according to regulations.
