Investigation into suspected collusion in auctioning 28 land lots in Phu Yen

On July 26, at the press conference of the second quarter of 2023 of the People's Committee of Phu Yen province, Lieutenant Colonel Nguyen Van Phong - Deputy Head of the General Staff Department confirmed that he had received the dossier from the Inspectorate of the Ministry of Justice to verify and clarify the suspicion of signs of arrangement and collusion in the auction of assets of 28 land lots coded C belonging to the land area for technical infrastructure works of residential area No. 7, Hoa Vinh ward, Dong Hoa town.

Accordingly, conclusion No. 40/KL-TTR of the Inspectorate of the Ministry of Justice, showed that there were a number of violations in Contract No. 10/2022/HDĐG-TV dated April 15, 2022, the auctioned assets included 90 land lots in the land area for implementing technical infrastructure in residential area No. 7, Hoa Vinh ward.

The Inspector's conclusion stated that the auction minutes did not fully record the contents and details of the auction, did not fully show the progress of the auction as prescribed, but only stated the number of ballots issued and the number of ballots collected, without a specific quantity. This is an administrative violation according to the provisions of Point q, Clause 2, Article 24 of Decree No. 82/2020/ND-CP.

In addition, when bidding, the bid form did not record the amount in numbers and words consistently. Many customer registration dossiers did not meet the requirements for the dossier components according to the regulations, including many customer dossiers that were auction winners.

In addition, the Ministry Inspectorate said that there were signs of collusion and arrangement to win the auction for 28 plots of land marked C.
