What are the conditions for universities to open master's degree programs according to the latest regulations?

Currently, the opening of master's training programs is applied according to the provisions of Circular 16/2024 of the Ministry of Education and Training amending and supplementing Circular 02/2022 stipulating the conditions, order, and procedures for opening training programs and suspending the operation of training programs at university, master's, and doctoral levels.

5 PhDs in relevant fields, including 1 associate professor

Accordingly, in addition to the general conditions for opening majors, training institutions opening master's degree training majors must meet other specific conditions.

Firstly, there must be at least 5 PhDs in relevant fields as full-time lecturers. Particularly, the training programs for teachers of Vietnamese ethnic minority languages, training programs for Vietnamese language, literature and culture, training programs for foreign languages, literature and culture, training programs for physical education and sports, and training programs in the field of arts must have at least 3 PhDs in relevant fields as full-time lecturers.

In which, there must be a professor or associate professor with at least 3 years of experience in training management or university teaching (not the same as a full-time lecturer, which is a condition for opening a master's degree training program in other majors), responsible for presiding over the development and organization of the training program.

Ensure the quantity and quality of the teaching staff to implement the training program, including permanent lecturers with appropriate expertise to teach each subject and module in the training program. Ensure the quantity and standards of thesis supervisors according to the regulations in the current master's degree training and enrollment regulations of the Ministry of Education and Training.

Conditions for training and scientific research

In addition to the team, a new point in the conditions for opening a master's program compared to before is that the training institution must have experience in organizing training and scientific research related to the training program. To meet this condition, the training institution must meet one of the following conditions:

• Master's degree training is a suitable major for a major that has been trained and awarded a degree at the university level.
• In the last 5 years, the required number of lecturers has had at least 2 years of direct teaching experience in over 50% of the subjects in the training program. At the same time, they have published at least 20 articles and scientific reports in scientific journals that are scored by the State Council of Professors for the training program, as the lead author or corresponding author.

Where is the master's degree in special education offered?

In the list of training codes for level IV master's degree of the Ministry of Education and Training, special education is a major in the group of educational sciences in the field of educational science training and teacher training. This is one of the majors that is not widely trained in universities at the postgraduate level.

Currently, the special education major is being trained at the master's level with a research orientation at Hanoi National University of Education. Ho Chi Minh City University of Education has started training bachelors in special education pedagogy since 2018 and has not yet trained postgraduates in this major.

Dr. Huynh Trung Phong, Director of the Center for Student Support and Entrepreneurship Development at Ho Chi Minh City University of Education, said that for many years now, the school has had plans to open a post-graduate training program with a major in special education. It is expected that in the next 2 years, the school will be able to enroll students for a master's program in this major.
