Implementing the Development Strategy to 2030 of the Treasury sector, the Provincial State Treasury focuses on operating the treasury safely, transparently, and proactively according to market principles; closely linking treasury management with budget management and debt management, ensuring liquidity at all times, and preventing the State budget from having to owe or delay spending.
Lam Thao District Treasury actively deploys public service application software, 100% of budget-using units have participated, 100% of transaction documents are made via public service.
Promoting digital transformation
With the goal of concentrating resources to successfully implement the State Treasury Development Strategy to 2030, in recent times, the Provincial State Treasury has focused on many solutions, promoting digital transformation in professional activities; synchronously investing in information technology infrastructure, equipping machinery and IT equipment, establishing high-speed network systems, and applying modern software to management. Thereby, a wide-area network system has been built, meeting the requirements of the industry's operations 24/7.
The electronic bilateral payment application system, centralized inter-treasury electronic payment and inter-bank electronic payment are maintained by the provincial Treasury to operate safely and effectively. The application software is updated and upgraded promptly, actively supporting the accounting and payment work of the provincial treasury system.
The provincial Treasury has proactively coordinated closely with local revenue agencies to effectively implement solutions under the direction of the Ministry of Finance and the Provincial People's Committee in implementing state budget collection in accordance with the Law. Currently, the sector has coordinated state budget collection with 9 commercial banking systems in the area, using 41 specialized collection accounts.
Along with promoting digital transformation in professional activities, closely following the administrative reform program and plan of the Ministry of Finance, the Provincial People's Committee and the State Treasury, the Provincial State Treasury actively and widely deploys online public services (DVCTT).
Accordingly, the Provincial Treasury has quickly completed the integration of 100% of administrative procedures (AP) under the responsibility of the State Treasury to the National Public Service Portal, 100% of units transacting with the Provincial Treasury system have participated in the public service portal.
Through DVCTT, leaders and managers of the State Treasury at all levels can check the status of processing records on the system, report statistics via DVCTT, thereby increasing the sense of responsibility of the control staff in the process of performing their duties. The State Treasury has maintained transactions of records and documents via DVCTT with an average monthly rate of 99.9%, strictly implementing regulations on the time limit for processing records and administrative procedures.
The public service delivery system has brought about remarkable results, helping units using the State budget to transfer/send payment records and receive and return the results of State budget expenditure control through the network system quickly and accurately with a simple, quick and convenient operation process. This is considered a "lever", helping the expenditure control work of the State Treasury system to be safe and effective; aiming to increase satisfaction, reduce time, save travel costs of units and investors, especially limiting the situation of forged signatures and forged seals thanks to the use of digital signatures, secured payment information...
In particular, in the work of controlling capital construction investment expenditures, simplifying procedures to shorten the time for controlling expenditures, always creating favorable conditions for investors in disbursing capital for capital construction investment, and making immediate payments for investment projects when the volume is completed according to current law provisions.
It can be seen that the application of digital transformation in practice has helped the Provincial Treasury improve the quality and efficiency of its operations. The sector has been and will continue to improve the quality of service with the spirit of "Taking customers as the center, taking the satisfaction of organizations and individuals as a measure of administrative reform". Safe and efficient treasury management
With innovative and creative approaches, the Treasury sector has affirmed its important role in concentrating, distributing and effectively using State budget resources, contributing to promoting local economic growth.
In the first 6 months of the year, the sector has effectively concentrated state budget revenue sources; closely coordinated with local revenue agencies to quickly and fully account for budget revenues; promptly regulated budget levels in accordance with regulations; provided regular and continuous budget revenue information and data to competent authorities to effectively serve budget revenue management.
In the work of state budget expenditure, the sector manages regular state budget expenditures in accordance with the provisions of the State Budget Law. The control and payment of regular state budget expenditures must be within the budget estimates approved by competent authorities, in accordance with the regime, standards, norms and content, and expenditure tasks, promptly meeting the spending needs of budget-using units.
Along with that, the expenditure on basic construction investment was carried out promptly, in accordance with regulations on contents related to the control of investment capital expenditure, control of investment capital payment through the treasury. Thanks to the drastic implementation of solutions, the provincial State Treasury has implemented safe and effective budget expenditure control.
In the first 6 months of the year, the sector has spent VND9,277 billion on regular state budget expenditures, equal to 47% of the estimate and 118% compared to the same period last year. The provincial Treasury has actively coordinated and implemented the management of investment capital and disbursement of public investment capital. By the end of June, the whole province had disbursed VND2,047 billion in basic construction investment capital, equal to 40% of the plan, of which the disbursement of the capital plan was VND1,927 billion, equal to 41% of the plan, and the disbursement of the extended capital plan was VND120 billion, equal to 27% of the plan.
The management of advances and recovery of investment capital advances are carried out by the Treasury sector in accordance with the principles; accounting and payment work is strictly followed according to procedures; accounting for state budget revenues and expenditures is fully and promptly organized; closing of settlement books, data reconciliation, and year-end budget transfers are always complete and accurate.
Strictly implement regulations on risk control and prevention in business operations; well implement inter-sectoral coordination regulations on ensuring security and safety of money and assets in the State Treasury system in the province.
