This morning, December 20, Acting Chairman of the Provincial People's Committee Ha Sy Dong and Vice Chairman of the Provincial People's Committee Le Duc Tien chaired a working session with departments, branches and localities to listen to the Provincial Economic Zone Management Board report on the project to adjust the General Construction Planning and the proposed plan to adjust the boundary of the Southeast Quang Tri Economic Zone (KKT).

The Southeast Quang Tri Economic Zone was established under Decision No. 42/2015/QD-TTg dated September 16, 2015 of the Prime Minister, including 17 communes and towns in 3 coastal districts: Gio Linh, Trieu Phong, Hai Lang, with a total area of 23,792 hectares.
After 10 years of implementing the plan, many shortcomings have been revealed, which are not suitable for the local reality and sustainable development space. Therefore, the Prime Minister has approved the task of adjusting the Master Plan for the construction of the Southeast Quang Tri Economic Zone until 2045.
According to the boundary adjustment plan, the Southeast Quang Tri Economic Zone has a total area of 26,092 hectares, an increase of 2,300 hectares compared to the old plan. In particular, the adjustment adds to the boundary of the Southeast Quang Tri Economic Zone the sea area at My Thuy Port Area with an area of about 800 hectares (Hai An Commune); adds a land area of about 1,500 hectares, of which in Quang Tri Industrial Park is 421.2 hectares (Hai Truong Commune and Dien Sanh Town) and the area adjacent to Quang Tri Industrial Park, along National Highway 15D and the North-South Expressway corridor is about 1,018.8 hectares.
Regarding the content of the general planning adjustment, the Southeast Quang Tri Economic Zone has 4 development zones including: the central zone with a scale of 9,401 hectares, the urban zone of 5,573 hectares, the airport zone of 3,572 hectares and the agricultural and rural zone of 5,254 hectares.
The 5 main functions of the 4 sub-zones include: the central area for developing dynamic projects including seaports, industry, port logistics, non-tariff, energy; a chain of urban tourism, services, and industrial support; a central public area dispersed into functional areas; Quang Tri Airport; modernized rural areas, mixed development, organic and ecological agricultural areas.

The new points of the master plan adjustment plan include adjusting and rearranging into large, directional, open and flexible subdivisions. Adjusting the scope, scale, function, space, land and main infrastructure framework, towards greening, integrating and optimizing the functions of the subdivisions.
Adjust the overall area of the Quang Tri Power and Energy Center, and propose the Quang Tri Power and Energy Center; develop offshore wind power according to the marine economic strategy. Form a complex of production, landing and storage, processing of energy products, technology research, energy transit, large-scale, regional level. Increase the scale of industrial land to more than 800 hectares, bringing the reserve area for multi-industry industrial development into the early stage of 2030.
Arrange a chain of logistics service areas to exploit the advantages of geographical location and traffic in the Southeast Quang Tri Economic Zone, diversifying types of logistics of seaports, airports, river ports, and industry. Forming an ecological area at the confluence of Hieu River and Thach Han River and water areas, developing aquaculture combined with discovery and experience tourism.
Re-delineate the rural development area, linked with the mixed-function area along the main traffic axis. Orient the development of highly adaptable rural agricultural areas. Add the coastal route from Trieu An to Hai An, which is a development route associated with security - defense, coastal patrol, and at the same time add Trieu Lang seaport; specifically identify the 500KV power line section in the economic zone, Hai An water plant, and the extended coastal route, ensuring unity, convenience and feasibility in the implementation of the first phase of the driving force project.
Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong highly appreciated the plan to adjust the boundary and general planning of the Southeast Quang Tri Economic Zone. At the same time, he emphasized: The goal of this planning adjustment is to resolve contradictions, overlaps, and conflicts in attracting investment and in socio-economic development of the Southeast Quang Tri Economic Zone in order to create a breakthrough in sustainable development. At the same time, the goal is to adjust the Southeast Quang Tri Economic Zone to a comprehensive economic zone, in order to exploit the full potential and advantages of economic sectors.
Based on the opinions of departments, branches and localities, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the consulting unit to absorb and adjust the contents to suit the practical situation and future development needs.
In particular, focus on expanding the boundary to the West to exploit the full potential of the land fund. For existing residential areas with low density, planning, relocation and resettlement are needed; for densely populated, stable residential areas with rich national cultural identity, planning is needed. From there, land funds with attractiveness in attracting investment are created.
The routes connecting the Southeast Quang Tri Economic Zone with the outside must adhere to the planning of the transport sector. The two tasks of boundary adjustment and general planning adjustment must go hand in hand to ensure progress. During the process of developing planning adjustment plans, if there are any problems, they must be promptly reported to the Provincial People's Committee for direction and handling.
