Adjusting the planning of the Southeast Nghe An Economic Zone

Nghe An Provincial People's Committee has just approved the Master Plan to adjust the General Construction Planning of the Southeast Economic Zone to 2040.

The plan was issued to specify the content of the project to adjust the overall master plan for the construction of the Southeast Nghe An Economic Zone to 2040, which was previously approved by the Prime Minister on February 15, 2023.

In the implementation plan, the People's Committee of Nghe An province requires ensuring feasibility, efficiency, and suitability with reality; as a basis for selecting focused investments, focusing on key projects, framework infrastructure, creating development momentum for the Southeast Economic Zone and Nghe An province.

Hoang Mai I Industrial Park in the Southeast Economic Zone has achieved an occupancy rate of over 86%.

It is expected that the capital demand for each stage must ensure the implementation of the plan. Propose policy mechanisms, identify resources and the ability to mobilize resources to implement the plan. Clearly define the content, assign specific responsibilities, ensure effective and timely coordination between departments, branches, localities and related agencies and units.

The objective of the plan is to build the Southeast Nghe An Economic Zone into a key, multi-sector, multi-sector economic zone. With a focus on basic industry associated with the construction and effective exploitation of Cua Lo seaport and Dong Hoi seaport; an international trade economic center of the North Central region, an important gateway from the Central region, Upper Laos, Northeast Thailand to the Central region and Vietnam; a counterweight growth pole, closely and comprehensively linked to the general development of the neighboring regions.

Build and develop the Southeast Economic Zone into a dynamic growth area, a breakthrough development according to the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

The estimated capital demand for construction planning in the 2023-2028 period is about 60.3 billion VND. The capital demand for construction of social infrastructure investment projects and technical infrastructure frameworks in the economic zone is about 96.4 trillion VND.

To effectively implement the above plan, the Southeast Economic Zone needs to continue to propose, exploit to the maximum and effectively the annual central budget support capital to invest in building essential infrastructure, proactively work with relevant central ministries and branches to supplement resources to implement major orientations.

Vsip Industrial Park has an occupancy rate of over 97%.

The Southeast Economic Zone needs to create many sustainable sources of revenue to balance the local budget and focus on investing in technical infrastructure projects in the Southeast Economic Zone. Attract and effectively use ODA capital; promote investment in the form of public-private partnership (PPP), socialization to build infrastructure projects, create favorable conditions to attract investors to implement feasible and effective projects.

Nghe An Provincial People's Committee requests the Southeast Economic Zone Management Board to be the standing agency, presiding over and coordinating with relevant departments, branches and localities to implement the plan; monitor, inspect, urge, promptly report and propose the province to direct the resolution of arising issues within its authority; Request relevant departments, branches and localities, according to their management functions and tasks, to proactively coordinate, develop programs and plans, and integrate with the Implementation Plan for the Overall Adjustment of the General Planning for the Construction of the Southeast Nghe An Economic Zone.

Nghe An province also requires infrastructure investors to properly implement the approved master plan and zoning plan for the construction of functional areas in the Southeast Economic Zone. Implement the infrastructure investment plan in conjunction with the goals, tasks and solutions for implementing the plan. Fully mobilize capital and implement the project on schedule, actively call for secondary investors to invest in production and business to create jobs for workers and increase local budget revenue.
