Accordingly, the following administrative units will have recognized, ranked, and registered tangible and intangible cultural heritages, keeping the names of the world cultural and natural heritages, special national monuments, national monuments, and provincial/municipal monuments that have been recognized and ranked so as not to change the original elements constituting the monuments as well as the historical, cultural, and scientific values of the monuments. At the same time, localities will update the place names associated with the monuments according to the newly arranged administrative units; review and adjust the names, place names, and new addresses of the organizations.
Localities must comply with the provisions of the law on cultural heritage and international treaties in the UNESCO Conventions that Vietnam has signed related to world cultural and natural heritage and special national historical relics; ensure that there are organizations and representatives directly responsible for managing, protecting and looking after the relics; and avoid situations where there is no or unclear person directly responsible.
For intangible cultural heritages, keep the name of the heritage intact so as not to change the historical, cultural and scientific values of the heritage; review the scientific records of the heritage to unify the scope of distribution and spread of the heritage to have a basis for management according to authority; comply with the provisions of Vietnamese law on intangible cultural heritage and the 2003 UNESCO Convention for the Safeguarding of Intangible Cultural Heritage.
Regarding national treasures, localities after the arrangement must review, identify and adjust the administrative unit where the national treasures are kept compared to the name of the administrative unit in the Prime Minister's Decision on recognition of national treasures.
In the field of grassroots culture, the Ministry of Culture, Sports and Tourism recommends that localities add to the review the traditional festivals being held at relics recognized and ranked as world cultural and natural heritages, special national historical heritages that are being reviewed, except for traditional festivals that have been recognized by UNESCO or are in the list of national intangible cultural heritages. These traditional festivals are identified at two levels: "provincial traditional festivals" or "commune traditional festivals".
In the field of tourism, the names of recognized national tourist areas shall be kept unchanged. At the same time, localities shall update the place names associated with the tourist areas according to the newly arranged administrative units; review and adjust the new names, place names, and addresses of organizations and management boards of tourist areas directly related to the administrative units formed after the arrangement.
The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and centrally-run cities to direct administrative units formed after the arrangement to submit review reports and implement before October 30, 2025.
