In the gentle sunshine of March, visiting Phuong Hai commune, we felt the peaceful beauty of a transforming rural area, with bright scenes clearly visible in the lives of the people. Many spacious multi-story houses have sprung up, and the roads are paved with asphalt and concrete, wide, clean, and beautiful. Electricity lines, flowerbeds, and green trees brighten the entire countryside, creating a unique highlight for the transformation of this advanced new rural commune.
Over the past period, thanks to the active implementation of the New Rural Development program, especially the advanced New Rural Development program, the appearance of rural areas in the commune has changed significantly. Infrastructure such as transportation, irrigation, schools, health stations, and cultural centers have received significant investment, meeting the requirements of socio-economic development and the needs of the people, with production oriented towards commodity production, linked to processing and consumer markets.
To ensure the effectiveness of the national target program for building new rural areas and advanced new rural areas, Phuong Hai commune pays special attention to economic development, considering it one of the important factors promoting the process of building new rural areas to improve living standards, sustainably eradicate poverty, and stabilize the lives of the people. With policies appropriate to the actual situation, the commune has actively mobilized and encouraged people to apply scientific and technical advancements to production, strengthened the development of product brands, and actively participated in the One Commune One Product (OCOP) program. Currently, the commune has two OCOP products recognized with 3 stars: the Golden Melon product of Chau Son Agricultural Products Purchasing Facility and the Salt product of Phuong Hai Salt Production and Business Cooperative, thereby creating jobs and increasing income for local workers.
Recognizing that propaganda is a crucial solution in raising awareness, promoting action, and inspiring a spirit of emulation for the homeland of Phuong Hai commune, the Steering Committee for New Rural Development in the commune has effectively implemented policies, resolutions, and plans on advanced new rural development to villages and individual households. Simultaneously, they have developed various forms of propaganda and mobilization, including: through community meetings, member and youth union activities; broadcasting on the radio system, displaying banners, and using social media platforms like Zalo and Facebook. They particularly emphasized the role and responsibility of the heads of Party committees and government, and the pioneering and exemplary role of cadres and Party members in advanced new rural development. This has fostered consensus among the people and mobilized all resources for local development. As a result, in 2024 alone, the commune mobilized a total investment allocation and integrated funding of over 3 billion VND for the construction of new rural areas, including 3 billion VND directly allocated to the new rural area program and 186 million VND contributed by the people. Through the implementation of propaganda measures, with the motto "The State and the people work together," many people actively participated with the government, contributing money, labor, and propaganda work to construct, expand, and upgrade rural roads to serve the needs of people's travel, daily life, production, and transportation and consumption of goods. To date, 100% of the commune's roads have been asphalted or concreted. 31km of roads have been concreted, ensuring a bright, green, clean, and beautiful appearance, achieving 100% completion. Additionally, 17.3km of the three main internal field roads leading to the fields serving agricultural production have been hardened to 102.97%, meeting the needs of people for transporting goods.
Mr. Nguyen Van Hung from Phuong Cuu village, Phuong Hai commune, shared: "Building advanced new rural areas contributes to changing our homeland, making it increasingly prosperous and beautiful, and improving the daily quality of life for the people. Therefore, when the locality has a policy, the local people highly agree; some donate land, contribute money, others contribute labor, all hoping that their homeland will become cleaner, more beautiful, and more developed – that's something to be happy about."
Comrade Pham Xuan Tien, Chairman of the People's Committee of Phuong Hai commune, said: The locality has determined that the sooner it achieves the advanced new rural area status, the sooner the people will benefit. Therefore, the commune's Party committee and government have implemented fundamental solutions to accelerate the progress of fulfilling the criteria, including mobilizing social resources to invest in infrastructure and standard-compliant projects. With the active participation of the entire political system, Phuong Hai commune has now completed the investment in infrastructure criteria such as clean water facilities, lighting systems, and environmental protection in a sustainable manner.
In the coming period, to maintain, uphold, and improve the quality of the achieved criteria, and to continue implementing the model new rural commune criteria, Phuong Hai commune will continue to leverage its internal resources, foster a spirit of unity, creativity, and responsibility throughout the entire political system. It will invest in infrastructure development, repair and upgrade main village and inter-village roads, and continue to reinforce irrigation canals to create favorable conditions for economic development and enhance the application of advanced techniques and technologies in production. It will also strengthen the role and responsibility of the Party committee and implement national target programs. Furthermore, it will focus on building a strong political system and maintaining political security, order, and social safety in the area.
