New spacious houses, expanded and clean asphalt and concrete roads; upgraded and newly built school systems, medical stations, central cultural houses, and village cultural houses... the lives of the people of Lay Nua commune are gradually changing. People are even more proud and attached to their homeland when in mid-August, Lay Nua commune was considered by the Appraisal Council and proposed to be recognized as meeting new rural standards (NTM), advanced NTM, and model NTM standards for the period 2021 - 2025. Dien Bien province recognized the commune as meeting advanced NTM standards in 2022.

Ms. Lo Thi Thanh Nhan, Secretary of the Party Committee of Lay Nua commune, said: Implementing the campaign "All people unite to build new rural areas and civilized urban areas", the Party Committee and the commune government have directed mass organizations and the Front Committees of the villages to step up propaganda and mobilize people to effectively implement the Party's policies and the State's laws and policies; participate in donating land and labor days to build social welfare works. Along with that, the commune has taken advantage of and effectively implemented policies to support people in developing production, supporting trees and seedlings, providing instructions on care and disease prevention... Typical models include: Planting fruit trees in Bac 1 and Bac 2 villages (Thanh Ha lychee and Taiwanese mango); Raising American catfish for commercial purposes... From 2019 to now, Lay Nua commune has deployed a rice transplanter model that does not use an engine, thereby bringing many advantages such as: Reducing the number of seeds when sowing, reducing the cost of buying seeds, ensuring planting density, limiting pests and diseases, giving high productivity...

Muong Lay Town has 2 wards and 1 commune. In the process of striving to become a type IV urban area, determining the effective implementation of the campaign "All people unite to build new rural areas and civilized urban areas" is a very important task. Every year, under the leadership of the Town Party Committee, the town has mobilized the entire political system to participate in building and beautifying the urban area in a modern and civilized direction. The town is implementing the Urban Green Tree Development Project in many areas in the area; in which, planting trees is concentrated on more than 30 hectares on roads inside and outside the city; arranging a system of green parks combined with resettlement areas. In addition, the town widely propagates and launches a tree planting movement to achieve the goal of protecting the ecological environment, contributing to mitigating natural disasters, responding to climate change, improving the quality of life of people and the sustainable development of the town...

Along with developing the green tree system, to build a clean urban area, the town has now put into operation 5 stations for collecting and treating domestic wastewater. Organizing the collection, transportation and treatment of daily domestic waste in the inner and outer urban areas to ensure that the streets are always clean, the town no longer has the situation of littering in the wrong places and garbage left over the day; maintaining the sanitation of agencies, units, residential groups, villages... up to now, 100% of households have committed not to litter on the streets.

Synchronously implementing many solutions, especially mobilizing people's strength, considering people as the main subject, it can be seen that the campaign "All people unite to build new rural areas and civilized urban areas" in Muong Lay town in recent times has had a strong influence and achieved encouraging results. Through review, in 2022, the whole town has over 95% of families recognized and maintained the title of "Cultural Family"; 100% of agencies, units, schools, and enterprises are recognized as meeting cultural standards; 2 wards achieved the title of "Ward meeting urban civilization standards"; 1 commune achieved the title of "Commune meeting new rural cultural standards"; community activity houses or street headquarters operate effectively.

Ms. Ha Thi Anh Tuyet, Chairwoman of the Fatherland Front Committee of Muong Lay Town, said: In order for the campaign to be effective, every year, the Standing Committee of the Fatherland Front of the town has directed the Fatherland Front at all levels to advise local Party committees and authorities to strengthen the direction and guidance of grassroots implementation, develop programs and action plans for each quarter and year; promote propaganda about the meaning, content and objectives of the campaign to raise awareness and create consensus among the people; organize 100% of residential areas to register to implement the campaign's contents in accordance with the actual conditions of each locality to create a vibrant competitive atmosphere in implementing the movement.
