Speaking at the press conference, Deputy Chairman of the National Assembly Economic Committee Nguyen Minh Son said that the Socio-Economic Forum is an annual activity of the National Assembly. Having been held twice since the beginning of the term, the Forum has attracted great attention from society, people and the business community at home and abroad, as well as domestic and international news agencies, press, organizations at the central and local levels.
Mr. Nguyen Minh Son said that in 2023, in the context of the world economy facing many difficulties and challenges, many major economies, including Vietnam's important trade and investment partners, will slow down growth and even fall into recession.
Domestically, although the macro economy remains stable, economic growth faces many difficulties, some growth drivers decline; the monetary, financial, and real estate markets pose many risks; production, business, and labor market activities face many difficulties...
The Deputy Chairman of the Economic Committee said: "Faced with that context, Vietnam must soon have short-term response solutions and fundamental solutions with long-term strategic vision; solutions to enhance endogenous capacity, create growth momentum to help the country take advantage of opportunities, respond to and overcome challenges, unleash resources and promote growth and sustainable development.
Strengthening and promoting internal resources; removing obstacles and difficulties; effectively and promptly utilizing external resources, and strongly promoting growth drivers are important tasks for national development. Based on that viewpoint, with the consent of the National Assembly Standing Committee, 'Strengthening internal capacity, creating driving forces for growth and sustainable development' was chosen as the theme for the 2023 Socio-Economic Forum.
Mr. Nguyen Minh Son emphasized that the opinions and discussions at the Forum will be a useful source of information providing more scientific and practical arguments for the Ethnic Council and the National Assembly Committees to examine the contents within their functions; and an important source of input information for National Assembly deputies to consider and decide on important issues of the country at the upcoming 6th Session of the 15th National Assembly.
At the press conference, Party Central Committee member and Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that following the success of the Vietnam Socio-Economic Forum 2022, this year's event will be held on September 19 in Hanoi, with the co-chairing of 4 agencies: the National Assembly's Economic Committee, the Central Economic Committee, the Ho Chi Minh National Academy of Politics and the Vietnam Academy of Social Sciences.
According to Mr. Vu Hong Thanh, the forum will focus on exchanging and discussing to clarify the international context; tensions, conflicts, geo-economic shifting trends and new challenges to the recovery and development of the world economy; economic policies of major countries, Vietnam's main trade partners and their impacts on Vietnam.
In addition, the Forum will comprehensively and objectively assess the current state of the Vietnamese economy in 2023 and the 3-year period of 2021-2023. Identify bottlenecks and barriers to socio-economic development, including issues of input and output markets, investment, export and consumption of the economy, barriers to businesses, real estate market, financial and monetary market; science and technology, innovation, education and training, labor and employment, health care, social security and short-term and long-term policies and solutions.
On the other hand, review and evaluate the implementation of Resolutions of the National Assembly and the National Assembly Standing Committee in the past time, especially Resolution No. 43/2022/QH15 on fiscal policy, monetary policy to support the Socio-Economic Recovery and Development Program; resolutions on the Socio-Economic Development Plan for 2023 and the 5-year period 2021-2025 and a number of other related resolutions...
Finally, it is necessary to discover and propose development potentials and spaces; at the same time, propose solutions and policies to unlock resources, create driving forces to promote growth and socio-economic development, and respond to new challenges and issues, and take advantage of new opportunities; clarify priorities on a number of key points in the principles, methods, and approaches to macroeconomic management as well as in recovering and promoting socio-economic growth and development, striving for the highest goals and tasks set.
This year's forum is organized with 2 thematic sessions and 1 plenary session. Specifically:
Topic 1: Strengthening internal strength, unlocking resources, supporting businesses to overcome difficulties
Topic 2: Improving labor productivity and ensuring social security in the new context.
Plenary session with the theme: Strengthening endogenous capacity, creating momentum for growth and sustainable development.
