Dien Bien builds Memorial Area for Heroic Martyr Pham Van Cuong

NDO - On the morning of April 19, at Km17, National Highway 279 on the top of Tay Trang Pass, Dien Bien Provincial Police solemnly held a groundbreaking ceremony to build a memorial site for martyr Pham Van Cuong - an officer of the Drug Crime Investigation Police Department (Lai Chau Provincial Police, now Dien Bien Provincial Police) who heroically sacrificed his life while working with his teammates to solve a case and dismantle a transnational drug ring from the Golden Triangle through Laos to Vietnam.

Major General Sung A Hong, former Director of Dien Bien Provincial Police, spoke at the Groundbreaking Ceremony for the construction of the Memorial Site for Heroic Martyr Pham Van Cuong.

Major General Sung A Hong, former Director of Dien Bien Provincial Police - the leader and direct commander of the MC 92001 project at that time, said that he remembered Pham Van Cuong as an enthusiastic young man who loved the police force, loved the drug prevention profession and had a talent for reconnaissance.

Once, young man Pham Van Cuong confided to his boss about his future plans. "He confided to me that he would build a family and settle down in Dien Bien for a long time. With that goal in mind, Cuong always completed all his tasks; successfully broke dozens of other projects. If I were to tell about Cuong from his life to his work and the drug projects he participated in, I would have to tell for many days," Major General Sung A Hong was moved when remembering the brave soldier who left him with many deep memories.

Mr. Pham Van Bang, father of martyr Pham Van Cuong, was moved to thank Dien Bien province and the Dien Bien Police Department for building this meaningful project.

With the martyr's father - Mr. Pham Van Bang, the man with white hair like silk could not hold back his sadness, could not stop the tears from falling.

Nearly 24 years have passed since that fateful day (October 6, 2001) when a father, a mother, a little sister, and a house in An Dong ward, An Duong district, Hai Phong city have never forgotten the shock when they heard the news from their comrades: Lieutenant Pham Van Cuong had heroically sacrificed himself at Km17, National Highway 279 Dien Bien-Tay Trang while he and his comrades were fighting against drug criminals.

And today, right at the place where his beloved son fell, his father, Mr. Pham Van Bang, held back his grief and said: "The passing of my son is an extremely great loss to his family, friends and homeland. However, we know that Cuong lived a meaningful life, contributing a small part to the cause of building and protecting the Fatherland, for the peaceful and happy life of the people."

Expressing his gratitude to the Provincial Party Committee, People's Council, People's Committee of Dien Bien province and the Board of Directors of Dien Bien Provincial Police for paying special attention and mobilizing resources to build the Memorial Site for Heroic Martyr Pham Van Cuong at the very place where Pham Van Cuong sacrificed his life in the battle against drug crimes, Major General Vu Hung Vuong expressed his belief that, when completed, the memorial site will be a red address, a place to educate the heroic tradition of the people's police force in general and Dien Bien Provincial Police in particular.

Major General Vu Hung Vuong said: The Memorial Site of Martyr Pham Van Cuong will be a monument that will contribute to glorifying the heroic tradition of the Vietnam People's Public Security; so that every police officer and soldier who comes here will be filled with confidence, pride and motivation to learn and follow the heroic example in combat of Martyr Pham Van Cuong.

Comrade Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, and Colonel Ngo Thanh Binh, Director of the Provincial Police Department, planted trees in the memorial area.

Regarding the construction site of the Memorial Site for Heroic Martyr Pham Van Cuong, Colonel Lu Minh Phuong, Deputy Director of Dien Bien Provincial Police, said: The total construction area of ​​the memorial site is 1,141m², planned in harmony with National Highway 279; this is both a resting place and a solemn spiritual space.

The overall layout of the memorial is divided into three main areas: the central memorial area, the parking area and the landscape.

Around the memorial area, trees are planted alternately, solar lighting is installed, stone benches are arranged to create shade and a resting space for people, officers and soldiers to visit.

The entire cost of building the Memorial was donated by provincial police officers and soldiers and supported by organizations, individuals and businesses. The expected completion date for the Memorial is August 19, 2025.

Heroic martyr, Lieutenant Pham Van Cuong (born August 3, 1976), hometown: An Thanh commune, Tu Ky district, Hai Duong province; he was born and raised in An Dong ward, An Duong district, Hai Phong city.

After graduating from the People's Police Academy, Lieutenant Pham Van Cuong volunteered to work at the Drug Crime Investigation Police Department, Lai Chau Provincial Police (now Dien Bien Provincial Police).

Lieutenant Pham Van Cuong sacrificed his life on October 6, 2001, at Km17, National Highway 279 Dien Bien-Tay Trang, in Na Hai village, Pom Lot commune, Dien Bien district, while performing a mission in Project MC 92001, fighting transnational drug crimes.

On February 10, 2002, according to Decision No. 879/2002/QD-CTN of the President of the Socialist Republic of Vietnam, Lieutenant Pham Van Cuong was posthumously awarded the title Hero of the People's Armed Forces.

After Lieutenant Pham Van Cuong died, Dien Bien Provincial Police expanded the investigation into the case, confiscating a large amount of drugs, weapons and ammunition and arresting 31 subjects with different sentences, of which 9 were sentenced to death.
